This facility currently operates with a Three Star License that was issued on 2-6-2000. Today’s visit was conducted with you, Carol Vines, owner/provider. Upon arrival to the residence, I was greeted by you. The children were observed in the room to the right as you enter the residence, the room used for child care. You were engaged with the two year old child, as you were talking about gardening and vegetables. You explained that you needed help to plant cucumbers, tomatoes, and peppers in starter pots. Observed outside on the back porch deck was the green house where you explained that once the seeds were planted, they would be placed in the green house to grow. Afterwards the child drew plants and vegetables with crayons on paper at the table. You took the two year old outside and planted the seeds while the infant was placed in the exercauser to enjoy the sun and warm weather. The children completed toileting and handwashing routines as required, ate lunch, and slept on mats and in the pack-n-play. You were nurturing and communicative as you met the children’s needs. I monitored the room used for childcare, the kitchen and the bathroom that is used by the children. Compliance with capacity, supervision, discipline, attendance, program requirements, storage of hazardous substances, CPR & First Aid, permit restrictions, the required postings, and staff record documentation was monitored. The following violation of child care requirements was cited during today’s visit and must be corrected immediately. Technical assistance on how to maintain compliance was provided. Violation Number Comment Rule 930 Prior to the expiration date of the qualification letter, the child care provider did not complete and submit required forms to complete a criminal background check (a qualification letter is valid for a maximum of five years from the date of issuance). A household member's qualification letter expired on 12-4-25. G.S. 110-90.2 & .2703(n) & (o) The above violation must be corrected immediately and a letter must be sent to me no later than 1-21-26 stating how the item was corrected and a plan to maintain compliance with the requirements. The following were discussed with you during today’s visit: • Child care programs are expected to achieve and maintain compliance at all times and are required by NC GS 110-90(4)(d) to achieve and maintain an eighteen-month compliance history score of at least seventy-five percent. Any violation(s) documented may impact the compliance history score. • Technical Assistance was provided with the following suggestions that may be beneficial: Criminal Record Renewal: Completing the required criminal background check within the five years, prior to the expiration date is important because a family child care home provider and/or a household member’s background can change; updated criminal background checks catch arrests, convictions, or registry placements that occurred after their initial qualifying letter. Updating criminal background checks demonstrate to parents that the family child care home prioritizes safety by continuously vetting staff, fostering a more secure environment. It was suggested that you mark in your computer calendar, phone calendar and set an alarm within one month of the qualifying letter(s) expiration date(s) as a reminder to renew your criminal background checks. This will allow ample time to get the background check completed and qualifying letter determinations completed. • You were reminded of upcoming due dates for your CPR and First Aid certification which will expire on 3-6-26 and your driver’s license will need to be renewed by 4-25-26. • Invoices for the Annual License Fee were emailed to facilities on November 3, 2025. Payments were due by December 3, 2025. All payments must be submitted through our website using a Mastercard or Visa debit/credit card or via e-check. Please be aware that failure to pay the license fee may result in the revocation of your child care license. Unpaid license fees will also incur a 10% late fee and interest as established by NCGS § 147-86.23. • Your files need to be maintained in an organized and neat manner to ensure ease of review. Please use the checklist provided today and reorganize your files. • Your lead in water testing was completed on 7-4-2025, your lead in paint testing was completed on 7-4-25 and your asbestos testing indicted on the website from Clean Classrooms for Carolina Kids that enrollment was started. You have linked you and your husband in the ABCMS Portal. • Quality Rating and Improvement System (QRIS), is North Carolina’s new star rating system for early childhood education facilities. QRIS is a systemic approach to assess, improve, and communicate the level of quality in child care. It encourages programs to engage in continuous quality improvement and families may use the star rating to make informed decisions when choosing a child care facility. Today it was explained that you need to review the new QRIS requirements, which includes three pathways to choose for the rated license process. As well it was explained that your education must be updated in the WORKS system asap. You were encouraged to have a free outreach assessment that supports family engagement and promotes quality care, family readiness, and professional growth. Outreach assessments help programs increase their knowledge of the assessment process and requirements of the new FCCERS-3. As well as outreach assessments offer information about your program's strengths and areas where you may want to make improvements. You stated that you were interested in applying for Pathway 2. Specialists are available with early childhood education backgrounds who are passionate about empowering teachers to develop learning environments and teaching practices that promote prosocial skills in young children. The HSB Project works with the teacher to implement effective classroom management strategies and Pyramid Model strategies to teach children socially appropriate behaviors. A monthly newsletter is also emailed packed with helpful tips and tricks to use in the classroom. Today’s visit was conducted with you, Carol Vines, owner/operator. Upon arrival to the residence, I was greeted by you. The residence was monitored to ensure compliance with safe indoor and outdoor environment requirements. The required postings, along with appropriate equipment and furnishings were observed. The EPR Plan, emergency drills, outdoor inspections, the activity plan, daily attendance, and a sampling of children’s files were also observed and in compliance. Documentation of program records, as well as the operator verification information was observed and has been documented on the attached form. No medication for the enrolled children was observed on the premises. The children were observed asleep on cots with linens. The infant present was being held and nurtured as you fed and talked to the infant. During the visit you indicated that it was time to pick up your grandchildren from school. The children completed toileting and handwashing routines, put on their coats and you escorted them outside to board the vehicle. Compliance with transportation requirements was monitored. Age appropriate car seats were observed in the vehicle and the emergency information with the identifying information for each child was observed. The reporting period for child care immunizations is now open. Reporting for 2024-2025 has been extended due to Hurricane Helene. Children have a grace period from requirements until 11-30-24, and reports will be accepted until 1-15-25. Send any questions regarding child care immunization reporting to immunization.reports@dhhs.nc.gov. • A suggestion was made to save the most recent child care requirements in Chapter 9 effective November 1, 2024, to your desktop computer for easy access. As well as, bookmark the Division of Child Development and Early Education on your computer for access to valuable resources like, the criminal background check link, forms and documents, what’s new, etc. • Please connect/link you and your husband in the criminal record check portal asap. Owners can now access the Automated Background Check Management System (ABCMS), the DCDEE’s criminal background check system. A handout titled Creating Connecting Applications in the Automated Background Check Management System (ABCMS) was provided today that provides instructions for connecting/linking you and your husband. ABCMS requires the successful completion of a Moodle course consisting of a short video followed by a test. The course is titled ABCMS Child Care Provider Portal Training - under the Early Childhood Professional Development Tab, then under the Criminal Background (CBC) tab. The EPR Plan, emergency drills, outdoor inspections, the activity plan, daily attendance, and a sampling of children’s files were also observed and in compliance. The incident reports for all incidents should be maintained in each child’s file. • The Healthy Social Behaviors (HSB) Project supports teachers to promote healthy social-emotional development and reduce the expulsion rate among young children in licensed child care centers across North Carolina. Specialists are available with early childhood education backgrounds who are passionate about empowering teachers to develop learning environments and teaching practices that promote prosocial skills in young children. A flyer with the challenging behaviors hotline information was provided today. • You mentioned that you have not received the past couple of months of Stabilization Grant funds.
