Name of Operation: HILLEL SCHOOL Facility ID: 92002807 Consultant: BRIDGGETTE CAMPBELL Operation Type: Center Case Number: Visit Date: 5/12/2026 Number Present: 23 Completed Date: 5/12/2026 Age: From 1 To 5 Total Minutes: 300 Time In: 11:00 AM Time Out: 04:00 PM Time In: Time Out: List to Use: Center Type Of Visit: Annual Comp Full Announced/Unannounced: Unannounced The purpose of today’s unannounced visit was to monitor compliance with child care requirements for an annual compliance assessment. This facility currently operates with Five (5) Star License that was issued on 8-19-24. The last sanitation inspection was completed on 9-3-25 with an “Superior” classification. The last approved fire inspection was conducted on 11-10-25. The NC Secretary of State website was reviewed today and the corporation’s name, The Hillel School, was listed as “Current-Active.” Today’s visit was conducted with you, Chaya Weg, center director. I monitored the three (3) classrooms in use occupied by children for compliance with staff/child ratios, supervision, and staff interaction/discipline. The program was also monitored for health and safety requirements both indoors and outdoors using the annual compliance monitoring checklist. Children completed daily activities with adequate supervision and engagement from the caregivers. The younger children were observed outdoors on the playground as they were working on taking turns on the climber and developing their gross motor skills to climb. They also were chasing bubbles, playing with balls, and dancing about. The older children engaged in gross motor play outdoors on their playground as well. The children also completed toileting and handwashing routines as required. The program requirements, along with equipment and furnishings were observed. Compliance with staff records was documented by you. There have been three (3) new staff members hired since the last annual compliance visit. Children’s records were reviewed today. There is one (1) child with allergies and their medication located on the premises was monitored. This facility does not provide transportation. The following violation of child care requirements was observed during today’s visit and must be corrected immediately. Violation Number Comment Rule 1032 Child care providers and uncompensated providers, including the director did not have a medical report on file prior to employment that was signed by a health care professional and/ or the medical report was older than 12 months. Two staff files did not contain a medical report. 10A NCAC 09 .0701(a) The above violation must be corrected immediately and a letter must be sent to me no later than 5-26-26 stating how the item was corrected and a plan to maintain compliance with the requirements. My mailing address is: 2201 Mail Service Center, Raleigh, NC 27699-2200 or a correction letter can be emailed to: bridggette.campbell@dhhs.nc.gov. The following was discussed with you during today’s visit: • Child care programs are expected to achieve and maintain compliance at all times and are required by NC GS 110-90(4)(d) to achieve and maintain an eighteen-month compliance history score of at least seventy-five percent. Any violation(s) documented may impact the compliance history score. • Technical Assistance was provided with the following suggestions that may be beneficial: Staff Medical Report: Having a staff medical report on file prior to employment is a critical safety and compliance measure. It ensures that all staff are physically and mentally capable of working with children, and it helps protect both the staff and the children in care. Staff are in close, daily contact with children making them venerable to communicable diseases. A medical report confirms that the staff have no conditions that could harm children, such as untreated infectious diseases, chronic illnesses, or mental health issues that could interfere with caregiving. It is strongly suggested to have a new hire bring in their completed staff medical report, negative TB test results and criminal record check qualifying letter prior to employment. To ensure all staff file paperwork is still maintained in the files, periodic reviews of paperwork may be necessary, since you mentioned that you thought one staff medical report was already on file. • You mentioned installing sun shades on the playground to add more shade. It was suggested to purchase an infrared thermometer gun to measure the surface temperature of the outdoor turf on the playground to prevent potential burns. • You inquired about record retention. Please refer section 10A NCAC 09 .2318 in the child care rules to find out the required timeframe items need to be maintained for review. • Please submit your official transcript from Wake Tech for EDU 261 and EDU 262 through the National Student Clearinghouse to receive your Level III Administration Credential. • North Carolina has two education-based salary supplement programs (WAGE$ and STEP$) to help support the early care and education workforce. Today’s visit was conducted with you, Chaya Weg, new center director. Upon arrival to the facility, I was greeted by lead teachers, you arrived shortly afterwards. A walk-through of the facility monitoring the three (3) classrooms where children were in care was completed. Compliance with staff/child ratios, supervision, discipline, program requirements, storage of hazardous substances, CPR & First Aid, and permit restrictions was monitored as a partial assessment of applicable child care requirements. A sampling of medications and permission to administer medications was observed. The children were observed on the playground running about, riding trikes, pushing push toys, playing basketball, and tossing balls. Inside the children were observed at the table with the caregiver putting together puzzles and singing and counting as a caregiver assisted the children with handwashing. A caring and nurturing environment was observed as the caregivers met the children’s needs and interacted with the children. During today’s visit, a partial assessment of applicable child care requirements was conducted. The following violations were cited and must be corrected immediately. Technical assistance on how to maintain compliance was provided. Violation Number Comment Rule 106 Operator has not scheduled and obtained a fire inspection within 12 months of the previous inspection. Any violation(s) documented may impact the compliance history score. • Technical Assistance was provided with the following suggestions that may be beneficial: Fire Inspection: Annual fire inspections are crucial at child care facilities because they provide an opportunity to educate staff and children about fire safety and emergency procedures. They help identify and rectify potential fire hazards before they escalate into dangerous situations. By prioritizing annual fire inspections, you can create a secure environment where children can learn and play without unnecessary risks. Today you were provided with the link to request your annual fire inspection and you were instructed to print the fire inspection from the ncchildcare.nc.gov website under “Provider Documents and Forms” to have the form ready when the inspector arrives. It was suggested to mark your calendar and set an alarm to request the inspection mid-October 2026 in ensure the inspection is completed within the past 12 months. TB testing helps ensure compliance with public health policies, safeguards immunocompromised individuals, and maintains a safe learning environment. It was suggested to not allow any new hire come into the facility to begin work without their completed staff medical report completed within the past 12 months and their negative TB test results or TB screening completed within the past 12 months. Recognizing and Responding to Suspicions of Maltreatment Training: Completing the required Recognizing and Responding to Suspicions of Child Maltreatment training is important because it equips childcare providers with the knowledge to identify potential signs of abuse or neglect, understand their legal responsibility to report suspected cases, and ultimately creates a safe and nurturing environment for children in their care by proactively preventing maltreatment. It is suggested to have caregivers take this training during the first two (2) weeks of employment to comply with the orientation requirements regarding maltreatment. Any violation(s) documented may impact the compliance history score. • Technical Assistance was provided with the following suggestions that may be beneficial: Fire Drills: Fire drills are crucial at child care facilities because they allow staff and children to practice responding appropriately in a crisis situation, which can potentially save lives by ensuring everyone knows what to do and where to go in case of a threat, minimizing confusion and panic, and building confidence in their ability to handle an emergency. This is especially important for young children who may not understand what to do during a dangerous situation. Set a reminder on your phone and email calendar to alert you every month to conduct a fire drill. Outdoor Playground Inspections: The outdoor learning environment offers a sense of freedom for children. Children are able to play freely with peers, expand their imagination beyond restraints of indoor activities, release energy and explore their sense of touch, smell, taste and their sense of motion. Since children are exploring it is very important to provide a safe environment, free of debris. A suggestion was made to designate a staff member that has completed the required Playground Safety Training to one, verify daily that the area is safe for children to use and each month monitor the outdoor play areas documenting on the playground inspection form provided by the Division of Child Development. Like the fire drills, set a reminder and it may be helpful to conduct the fire drill and monthly playground inspection on the same date. • Hold harmless Hold harmless has been extended until the new QRIS (Star Rated License System) rules are implemented (SB 425). • Today I took time to answer questions that you and a newly hired caregiver had about napping, supervision, forms, etc. • When reviewing your EPR Plan, “DRAFT” was on the cover. You explained that you did not know why the plan printed in a draft format because you had thoroughly completed each item. After you logged into the Risk Management portal, we were able to figure out why the plan was printing in the draft format, and I was able to assist with the printing of your floor plan and evacuation diagram in the EPR Plan. • Please finish linking your and your staff asap in the Automated Background Check Management System (ABCMS), the DCDEE’s criminal background check system. • Please continue to visit DCDEE’s website for child care updates at https://ncchildcare.ncdhhs.gov/. Thank you for your time and cooperation. If you have any further questions or concerns, please contact me. Name of Operation: HILLEL SCHOOL Facility ID: 92002807 Consultant: BRIDGGETTE CAMPBELL Operation Type: Center Case Number: Visit Date: 5/24/2024 Number Present: 31 Completed Date: 5/24/2024 Age: From 1 To 5 Total Minutes: 360 Time In: 11:00 AM Time Out: 05:00 PM Time In: Time Out: List to Use: Center Type Of Visit: Annual Comp Full Announced/Unannounced: Unannounced The purpose of today’s unannounced visit was to monitor compliance with child care requirements for an annual compliance assessment. This facility currently operates with a 5 Star License that was issued on 5-5-17. The last annual compliance visit was conducted on 6-28-23. The last sanitation inspection was completed on 5-9-24 with a “Superior” classification. The last fire inspection was conducted on 6-26-23. A search of the NC Secretary of State website indicated that The Hillel School business corporation status is “current/active.” Today’s visit was conducted with you, Kimberly Greenhaw, interim center director. I monitored the three (3) classrooms in use for compliance with staff/child ratios, supervision, and staff interaction/discipline. The program was also monitored for health and safety requirements both indoors and outdoors using the annual compliance monitoring checklist. The children completed daily activities with adequate supervision. The children were observed in activity centers with the caregivers as they pretended to take off in a helicopter, a caregiver read a book about space, the children ate lunch, and prepared for naptime. After lunch the children completed diapering and toileting routines and washed their hands. Parents signed nutrition opt-out forms and all meals and snacks are brought from home. The program requirements, along with equipment and furnishings were observed. Compliance with staff records was documented by you. New staff records, along with three (3) children’s records were reviewed today. This facility does not provide transportation. A sampling of medications and the permission slips were also observed. The following violations of child care requirements were observed today and must be corrected immediately. Technical assistance on how to correct the violations were provided. Violation Number Comment Rule 1032 Child care providers and uncompensated providers who are not substitute providers or volunteers, including the director did not have a medical report on file prior to employment that was signed by a health care professional and/ or the medical report was older than 12 months. One staff member did not have a medical report of file. 10A NCAC 09 .0701(a) 1033 On or before the first day of work, all staff, including the director and individuals who volunteer more than once per week did not provide results indicating that they were free of active TB and/or TB test or screening was older than 12 months. TB test results were not of file for one staff member. .0701(a) The above violations must be corrected immediately and a corrective action letter must be sent to me no later than 6-7-24 stating how the violations were corrected and a plan to maintain compliance with the requirements. My mailing address is: PO Box 865, Knightdale, NC 27545-0865 or a corrective action letter can be emailed to: bridggette.campbell@dhhs.nc.gov. The following were discussed with you during today’s visit: • Child care programs are expected to achieve and maintain compliance at all times and are required by NC GS 110-90(4)(d) to achieve and maintain an eighteen-month compliance history score of at least seventy-five percent. Any violation(s) documented may impact the compliance history score. • Technical Assistance was provided with the following suggestions that may be beneficial: - We discussed record keeping is one of the most time-consuming tasks associated with operating a childcare program. It is an important part of licensure. As an administrator you must allow time to review all necessary documentation to ensure accuracy. Any staff medical statements, any proof of tuberculosis test or screening, and any completed health questionnaires must be included in a staff member's medical file, which must be maintained separately from that staff member's individual personnel file and must be on file prior to employment. • We discussed that play is an important part of a child’s development. Playing outside in the fresh air can be fun and adventurous. With careful planning and monitoring, play environments can be safe for children. There have been numerous reports of snakes on the playground in outdoor environments. Remember child care rule 10A NCAC 09 .0604 reads that once a day, prior to initial use, the indoor and outdoor premises shall be checked for debris, vandalism, and broken equipment, the temperature of outdoor equipment, in addition look for other hazards and/or snakes. Handouts with information regarding burn safety and protecting children from thermal burns. • A suggestion was made to save the most recent child care requirements in Chapter 9 effective January 2024, to your desktop computer for easy access. As well as, bookmark the Division of Child Development and Early Education on your computer for access to valuable resources like, the criminal background check link, forms and documents, what’s new, etc. • Please connect/link you and your staff asap. Center directors/owners can now access the Automated Background Check Management System (ABCMS), the DCDEE’s criminal background check system. This access will allow providers to: • See the real-time background check status of staff members. • Run a printable report of the staff roster to assist with compliance visits. • See new background check applicants and add to staff roster. Access to the ABCMS requires the successful completion of a Moodle course consisting of a short video followed by a test. The course is titled ABCMS Child Care Provider Portal Training - under the Early Childhood Professional Development Tab, then under the Criminal Background (CBC) tab. Ensure staff know their NCID Username and Password. Sign up for their quarterly newsletter and find updated resources at www.healthychildcare.unc.edu or 800-367-2229, choose option 1, then 2. • The Healthy Social Behaviors (HSB) Project supports teachers to promote healthy social-emotional development and reduce the expulsion rate among young children in licensed child care centers across North Carolina. Specialists are available with early childhood education backgrounds who are passionate about empowering teachers to develop learning environments and teaching practices that promote prosocial skills in young children.
