A full assessment of child care requirements was conducted. Your program currently operates with a Five-star license. The facility was monitored for approved curriculum. Today’s visit was conducted with you, Joanna Stancil, Center Director. You visited each child care area with me. I monitored classrooms in use for compliance with staff/child ratios, supervision, capacity, group size and staff interaction/discipline. Children throughout the facility were playing on the outdoor area and transitioning to other activities. Staff met children’s developmental needs. The facility was monitored for health and safety requirements indoors and outdoors. Program requirements, along with equipment and furnishings were monitored. All inspections and drills were current. A sampling of children’s and existing staff’s records, and all new staff records were monitored and information was documented on the children records form and the staff and training worksheet. One violation regarding children records was documented. A checklist was also used to monitor compliance. The last annual compliance visit was conducted 1/11/2024. Prior to today’s visit, the facility’s compliance history was 100 percent. The owner/operator is listed as Active-Current with the NC Secretary of State. The facility does not transport children. Violation Number Comment Rule 1048 All staff did not successfully complete certification in First Aid appropriate to the age of children in care. Verification of staff completion of First Aid training from an approved training organization was not in the staff file. One staff member completed First Aid training from an unapproved training organization. .1102(c) 1049 All staff did not successfully complete certification in CPR training appropriate to the age of the children in care. Verification of staff completion of the CPR course from an approved training organization was not in the staff file. One staff member completed CPR training from an unapproved organization. .1102(d) 1311 Emergency medical care information was not on file in the center on the child's first day of attendance and/or was not updated as changes occurred or at least annually for each child. Emergency medical care information was not updated at least annually for four children enrolled. .0802(c) All violations must be corrected immediately. A corrective action letter explaining how each violation was corrected, must be sent to me no later than December 5, 2024. The certifications were from an unapproved provider. You stated the staff member completed the certification through an approved provider but the wrong card was in the file. You will need to submit to me the current certification. If the correct certification is not submitted, a violation related to CPR and FA will be cited. CONSULTATION/REMINDERS: New Environmental Rating Scale – You may access free training on the ITERS-3 and the ECERS-3 by visiting https://ncrlap.org/Resources/Training/Register/. The trainings count towards on-going training hours. QRIS – The next Child Care Commission meeting is scheduled for December 9, 2024. Be sure to watch out for newsletters from DCDEE, they will have information on how to watch the commission meeting virtually. During the meetings they may discuss updates to the QRIS modernization and it’s a great way to know what changes may be coming. ABCMS (new staff) - In G.S. 110-90.2 & .2703(r) child care operators are to notify the Division of any new child care providers working who were hired or moved into the child care facility, within five business days of employment. The process of notifying the Division has changed and is now captured in Automated Background Check Management System (ABCMS). This change has been in effect since February 2024. You will need to link you and your staff. Center directors/owners can now access the ABCMS, the DCDEE’s criminal background check system. This access will allow providers to: -See the real-time background check status of staff members. -Run a printable report of the staff roster to assist with compliance visits. -See new background check applicants and add to staff roster. Access to the ABCMS requires the successful completion of a Moodle course consisting of a short video followed by a test. The course is titled ABCMS Child Care Provider Portal Training - under the Early Childhood Professional Development Tab, then under the Criminal Background (CBC) tab.
