The FCCH operates with a 4 STAR rated license. You are licensed to care for 8 children ages 0-12 and of these 8 children, only 5 children can be preschool aged. Today's visit was conducted with Clairna Vilvert, owner/operator. Upon arrival to the FCCH today, the children were observed washing hands before eating breakfast. Ms. Vilvert had prepared a breakfast consisting of sausage, mixed fruit and toast. Ms. Vilvert stated to me she was switching the schedule up and taking the children outside to play right after breakfast due to the extreme high temperatures we are experiencing. Don’t forget to keep water outside to offer the children and monitor the children for being overheated. Refer to your Child Care Weather Watch Chart for guidance. Caregiver interactions were observed to be warm and nurturing. Records: Provider, children’s and program records were monitored during today's visit. I observed that one child was missing immunizations and a health assessment from their file. This is a violation of child care requirements. Arrival and departure times for the children were observed documented on an informational board in the child care area. I also monitored the required posted documents for compliance. CPR, First Aid and SIDS were all current and on file. A current CBC Qualifying letter was on file for Ms. Vilvert as well as her household members. As of today’s visit, Ms. Vilvert stated she is having issues getting into the ABCMS portal to attempt to connect her household members to Clair’s Little Flowers. We discussed that it may be easier to reach out to the CBC Unit to schedule a time to call them when the children are napping to help you figure out what the issue is when you attempt to log in. I will follow up with you on 7-1-25 to make sure that you have completed this task. Ms. Vilvert completed her Health and Safety trainings in 2023. Ongoing training was monitored and we discussed that you will need 9.5 more ongoing hours by 6-30-25 in order to remain in compliance. Emergency telephone numbers were readily accessible and emergency procedures were posted. A written daily schedule was posted. The daily schedule reflected outside time. Fire drills, EPR drills and outdoor playground inspections were monitored and observed to be in compliance. The last fire drill was conducted 5-16-25. Don’t forget a fire drill for June must be conducted by 6-30-25. The last EPR drill was conducted on 4-3-25 and a new one must be conducted by 7-31-25. I observed that Ms. Vilvert did not have a current revision date of the EPR plan. As we discussed, the EPR plans must be renewed annually. The last outdoor playground inspection was 6-14-25. The FCCH operates on city water. Ms. Vilvert stated to me that she did her water samples for lead water testing this morning and was dropping them off at UPS to send to RTI for testing. Ms. Vilvert also stated that she has requested RTI to come out for Lead Paint and Asbestos testing and is waiting for them to call back to schedule. As we discussed, if you have not heard from them by Thursday/Friday, you will need to follow up to schedule this testing. Please remember to track the testing results through the Clean Classrooms for Kids website. Once received, print out results and maintain on file at your home. Child Care Space: The main area that the children use is a room on the front of the home. For outside play, the children use the fenced back yard. Meals and snacks are eaten in the child care area. No safety concerns of the indoor or outdoor play areas were observed during my visit. The smoke detector and fire extinguisher were observed to be in working order during my visit today. Transportation requirements were not monitored due to the fact that Ms. Vilvert is not approved for transportation. Ms. Vilvert stated there are no pets in the home. *****Violations****** Three violations of child care requirements regarding children’s records and program records were observed. A corrective action letter stating how each violation was corrected is due to me no later than July 7, 2025. The correction letter can be mailed or email to me at the address at the bottom of this report. One child did not have a health assessment on file. To keep children safe, please use the below guidance. •Schedule outdoor play during cooler hours, such as early morning or late afternoon •Limit duration of exposure and provide frequent indoor cooling breaks •Offer water before, during and after outdoor time •Use shaded areas •Make sure children are dressed appropriately in lightweight, light colored clothing •Monitor for signs of heat stress including flushed skin, fatigue or unusual irritability •Follow the Child Care Weather Watch chart *We also discussed free training which is offered on the MOODLE platform on the DCDEE website. The FCCH operates with a 3 STAR rated license. You are licensed to care for 8 children ages 0-12 and of these 8 children, only 5 children can be preschool aged. Today's visit was conducted with Clairna Vilvert, owner/operator. Today, I completed a walkthrough of the FCCH. Upon arrival, there were 4 preschool aged children observed present. The children were playing with various toys in the child care area. Records: Provider, children and program records were monitored during today's visit. I also monitored the required posted documents for compliance. CPR, First Aid and SIDS were all current and on file. A current CBC Qualifying letter was on file for Ms. Vilvert and all household members. There is one newly enrolled child (9-4-23) who did not have the following in their file: signed receipt of discipline policy, signed receipt of shaken Baby Syndrome policies and feeding schedule. Ms. Vilvert was missing the completion certificate of one of her Health and Safety trainings. The module titled Prevention of Shaken Baby Syndrome and Abusive Head Trauma did not have proof of completion on file but it appeared that the training has been completed per Moodle. Ms. Vilvert e-mailed the Customer Support for Moodle and is awaiting an answer. If it is determined that the training was not completed as required, a violation will be cited. Emergency telephone numbers were readily accessible and emergency procedures were posted. A written daily schedule was posted. The daily schedule reflected outside time. Fire drills, EPR drills and outdoor playground inspections were current and on file. The last fire drill was conducted August 2023. The last EPR drill was conducted June 2023 and must be conducted again by the end of September 2023. The last outdoor playground inspection was completed August 2023. A current copy of the most recent EPR plan was not on file during my visit today. Ms. Vilvert logged into the NC Risk Management Portal and it appears that there were 12 items which were not completed however Ms. Vilvert stated that when she took her EPR class in January 2023, she had a few things that she wanted to update in her existing plan but when she did, she lost the previous years plan. We discussed to call customer service for the EPR plan and seek guidance. Please print a copy of the plan and keep on file. The FCCH operates on city water so no bacteriological testing is required. Child Care Space: The main area that the children use is the area on the front side of the home as you enter through the front door of the home. For outside play, the children use the back deck or back yard. No safety concerns of the outdoor play areas were noted during my visit. The smoke detector and fire extinguisher were observed to be in working order during my visit today. Ms. Vilvert stated that she does not provide transportation anymore so transportation requirements were not monitored. There are no pets in the home. *****Violations****** Four violations of child care requirements regarding provider records, program files and children’s records were observed out of compliance during my visit. You will have 10 business days from today’s visit to correct the violation. Your corrective action letter is due to me no later than September 25, 2023.
