    Name of Operation: BROOKS MAGNET ELEMENTARY Facility ID: 92003879 Consultant: KIMBERLY GIROUARD Operation Type: Center Case Number: Visit Date: 11/20/2024 Number Present: 11 Completed Date: 11/20/2024 Age: From 4 To 5 Total Minutes: 265 Time In: 10:00 AM Time Out: 02:25 PM Time In: Time Out: List to Use: Center Type Of Visit: Annual Comp Full Announced/Unannounced: Unannounced The purpose of today’s unannounced visit was to monitor one Pre-K Title 1 Blended classroom (rm. 1607) during an annual compliance visit at Brooks Magnet Elementary School. Currently, this facility operates with a 4-star license issued on June 6, 2023. This program is approved for 18 children ages 4-5 years old. Upon my arrival at the Pre-K classroom, I was greeted by one of the Instructional Assistants, Ms. Seema Puri. The lead teacher was at jury duty during today’s visit. Ms. Puri assisted me throughout the visit today. CLASSROOM OBSERVATIONS Upon my arrival in the Pre-K classroom, I observed fourteen (14) 4- and 5-year-old children with five classroom teachers engaged in center time activities. Throughout my visit I observed the children participating in a variety of center activities, circle time, eating lunch and playing in the gym. All of the staff were observed moving about the classroom providing appropriate supervision and engaged in the children’s activities. Throughout my visit today I observed proper handwashing and sanitizing protocols being followed by the staff and children. The staff moved about the tables during the children’s lunch time. After lunch the children went to the gym. When they returned from the gym all of the children went down for a nap. The classroom materials were of sufficient quantity and in good repair. The indoor and outdoor equipment was observed to be in good repair and child sized. I was informed there are no enrolled children that require emergency medication at this time. The classroom lead teacher was absent today and the substitute teacher replacing the lead teacher for the day did not have the required criminal background check letter on file for review. There was a second substitute in the classroom visiting with a child from another class that also did not have her required criminal background check letter on file for review. ATTENDANCE Attendance was monitored and found to be in compliance. Arrival and departure times are documented in a notebook and kept at the entrance to the classroom. POSTINGS/PROGRAM RECORDS The license, menu, and allergy information were posted and found to be in compliance. The lesson plans were posted and found to be in compliance. Staff/Child ratios were posted, and the class was found to be in compliance with ratios. Fire inspections and sanitation inspections were current and on file. The incident log is kept in the Monitoring Notebook, located in the classroom. STAFF RECORDS Staff and training worksheets were completed and reviewed during my visit today. There are some records which are stored in an offsite location and were documented accordingly. There were two substitutes working in the classroom today that did not have the correct criminal background letter on file for review. Please remember that all staff who may work in the classroom, such as substitutes, will also need the correct DCDEE CBC letters on file. CHILDREN RECORDS All children’s files were monitored and anecdotal notes are taken throughout the year in the Teaching Strategies Gold assessment tool. VIOLATIONS One violation was cited during today’s visit. Violation Number Comment Rule 1757 A valid qualification letter was not on file and available to review at the facility. Two substitutes were present in the classroom today but did not have a valid qualification letter on file for review. G.S. 110-90.2(b) & (d) & .2703(e) COMPLIANCE HISTORY According to NC General Statute all Child Care programs must maintain a compliance history of at least seventy-five percent (75%) for the past 18 months or during the length of time the facility has operated, whichever is less. Any violations documented during visits to your program may have an impact on the total compliance history score and cause your score to drop below the mandated level. Prior to today’s visit, the compliance history score for the center was 100%. SUGGESTIONS Please review your substitute policy with all potential subs. It is required that all staff working in the licensed classroom have the correct criminal background letter on file at the school when they are subbing in the licensed classroom. RATED LICENSE Hold harmless has been extended until the new QRIS (STAR rating) rules are implemented (SB 425). Providers in Cohort 1 are not required to continue with their rated license assessment unless you choose to do so. Providers in Cohort 2 do not need to start their preparation year assessment unless you choose to move forward with the assessment process. At this time Prep Year scales and Assessment Year scales are optional and up to your discretion. Please continue to work on preparing and ensuring staff education is current in WORKS. Message from NCRLAP https://ncrlap.org/ 2024: “NC continues to use the Revised editions of each scale for official assessments. The Revised editions have spiral bindings on the side and not the top, so make sure to have the correct version when thinking about your next assessment. Beginning on February 1, 2025, the Third editions of the ECERS, ITERS, and FCCERS will be used for official assessments; these scales all have a spiral binding on the top. More information about these versions will be posted in the fall of 2024 to help programs get to know the new measures and think about future assessments”. RESOURCES *Center directors/owners can now access the Automated Background Check Management System (ABCMS), the DCDEE’s criminal background check system. This access will allow providers to: • See the real-time background check status of staff members. • Run a printable report of the staff roster to assist with compliance visits. • See new background check applicants and add to staff roster. Access to the ABCMS requires the successful completion of a Moodle course consisting of a short video followed by a test. The course is titled ABCMS Child Care Provider Portal Training - under the Early Childhood Professional Development Tab, then under the Criminal Background (CBC) tab. *DCDEE has a free professional development membership offer through Teaching Strategies. Sign up for their quarterly newsletter and find updated resources at www.healthychildcare.unc.edu or 800-367-2229, choose option 1, then 2. *Continue to attach proof of training certificates to the on-going training log. *Each time a sanitation and fire inspection are completed, scan them to me within 5 days. *Continue to make the updated changes to your electronic version of the staff/training worksheets. *You may check the Division of Child Development and Early Education website: https://ncchildcare.ncdhhs.gov and click on “What’s New” tab for all updates. Please submit a corrective action letter for the above violation. While the Division allows you time to explain how you have corrected violations when they are documented, it is expected that you correct all violations immediately. Your corrective action letter must include the following: Name of your program, Id number of your program, Date of Letter, Violation(s) number(s), and How and When each violation was corrected.
