Name of Operation: BRIGHT HORIZONS CHILDREN'S CENTER AT THE FORUM Facility ID: 92000688 Consultant: BRIDGGETTE CAMPBELL Operation Type: Center Case Number: Visit Date: 9/26/2024 Number Present: 160 Completed Date: 9/26/2024 Age: From 0 To 5 Total Minutes: 240 Time In: 10:00 AM Time Out: 02:00 PM Time In: Time Out: List to Use: Center Type Of Visit: Annual Comp Full Announced/Unannounced: Unannounced The purpose of today’s unannounced visit was to monitor compliance with child care requirements for an annual compliance assessment. This facility currently operates with a Five (5) Star License that was issued on 9-6-19. The last sanitation inspection was completed on 8-20-24 with an “Superior” classification. The last approved fire inspection was conducted on 7-20-23. The NC Secretary of State website was reviewed today and the corporation’s name, Bright Horizons Children’s Centers LLC was listed as “Current-Active.” Today’s visit was conducted with you, Jessica Ramsey, program director. I monitored the fourteen (14) classrooms in use for compliance with staff/child ratios, supervision, and staff interaction/discipline. The program was also monitored for health and safety requirements both indoors and outdoors using the annual compliance monitoring checklist. Children completed daily activities with adequate supervision and engagement from the caregivers. The children were observed in circle time where the caregivers were singing songs in Spanish, the caregivers were reading books to the children, the children were engaged in activity areas, the children were completing activities in the common area themed by this month’s Hispanic Heritage Month where they were making stained glass paper plates, making clay pyramids, and weaving with strips of fabric. Outside on the playgrounds the children were observed playing in the sand box, running about, riding trikes, tossing balls into a container, collecting and examining leaves, and interacting on the stationary play structures. The infants were observed being held, fed bottles and on the floor with age appropriate toys. The caregivers were observed completing diapering/handwashing routines and attending to the children’s basic needs. The program requirements, along with equipment and furnishings were observed. Compliance with staff records was documented by you. New staff records, along with children’s records were reviewed today. Medication observed on the premises was monitored. This facility does not provide transportation. The following violations of child care requirements were cited during today’s visit and must be corrected immediately. Technical assistance on how to maintain compliance was provided. Violation Number Comment Rule 106 Operator has not scheduled and obtained a fire inspection within 12 months of the previous inspection. Operator did not submit the original approved report to DCDEE within one week of the inspection visit on a form provided by the Division. The last approved fire inspection was completed on 7-20-23. 10A NCAC 09 .0304(a) 1792 Staff did not model appropriate eating behaviors by consuming food or beverages that meet the nutritional requirements specified in the Meal Patterns for Children in Child Care Programs in the presence of children in care. In space #3, a Starbucks Iced Coffee was observed sitting on a shelf. .0901(i) The above violations must be corrected immediately and a letter must be sent to me no later than 10-10-24 stating how the items were corrected and a plan to maintain compliance with the requirements. The following were discussed with you during today’s visit: • Child care programs are expected to achieve and maintain compliance at all times and are required by NC GS 110-90(4)(d) to achieve and maintain an eighteen-month compliance history score of at least seventy-five percent. Any violation(s) documented may impact the compliance history score. • Technical Assistance was provided with the following suggestions that may be beneficial: Annual Fire Inspection: We discussed record keeping is one of the most time-consuming tasks associated with operating a childcare program. It is an important part of licensure. As an administrator you must allow time to review all necessary documentation to ensure accuracy and timely completion of annually required tasks. An annual fire inspection is important because they ensure compliance with fire safety requirements and help to keep children safe. It was suggested that you set a reminder in your phone and/or email calendar at least one month before the expiration date of the last fire inspection. Please send me the completed fire inspection form once it is completed. Modeling Healthy Eating Habits: It is important for caregivers to actively demonstrate positive food choices by eating a variety of fruits, vegetables, whole grains, and lean protein alongside children, openly discussing the benefits of these foods, incorporating food education into daily routines, and actively involving children in meal preparation when appropriate, all while adhering to the nutrition standards for child care facilities. If caregivers need to drink while in the classroom, then they can put their beverage in a cup where children aren’t able to see the beverage. • We discussed placing an updated date on your Emergency Care Chart/Allergy List. • Your EPR Plan should be updated by 10-17-24. • Hold harmless has been extended until the new QRIS (Star Rated License System) rules are implemented (SB 425). Providers in Cohort 1 are not required to continue with a rated license assessment unless preferring to, and providers in Cohort 2 do not need to start their preparation year assessment unless preferring to move forward with an assessment. Prep year scales and assessment year scales are optional and up to your discretion at this time. Today you inquired about the option to renew your star rated license with your current NAEYC accreditation. The Request to Use Accreditation Licensure Pathway to Earn a Star Rated License application was provided for you today. Once the violations cited today are corrected, your application will be processed and a new star rated license will be issued. • The NC Child Care Health and Safety Resource Center is a valuable resource where you can find skills-based training and technical assistance from your Child Care Health Consultant on specific medications or health conditions, as well as the new poster on Stand-Up Changing Procedures.
