    Name of Operation: A Mother's Touch Child Development Center Facility ID: 92004028 Consultant: MICHELE HIRSCH Operation Type: Center Case Number: Visit Date: 11/20/2025 Number Present: 28 Completed Date: 11/20/2025 Age: From 0 To 4 Total Minutes: 175 Time In: 09:50 AM Time Out: 12:45 PM Time In: Time Out: List to Use: Center Type Of Visit: Annual Comp Full Announced/Unannounced: Unannounced The purpose of today’s unannounced visit was to monitor NC Childcare requirements during your first annual compliance visit since moving to this location and receiving a temporary license on December 16th, 2024, and issued a 4-star license on March 6th, 2025, following a change of location. Today’s visit was conducted with Ronnetta Morris, owner/director, Mika Trotter, Assistant director and center staff. A checklist was used to note the requirements I monitored today. During today’s visit your technical assistance representative from Wake County smart start arrived and informed me that she is working with the facility to prepare for rated license and that she is going to have you do an outreach assessment first in the classrooms of your choice. You also informed me that based on the discussion she thinks you will be prepared for your formal assessments in March 2026. Upon arrival I was informed that today was your family thanksgiving with their enrolled children. You had the cafeteria set up for the event and had scheduled times for each age group to participate with their family members that attended. It was wonderful to see so many families participate with their children/grandchildren today. The menu was turkey, gravy, stuffing, potatoes, yams, mixed vegetables, cranberry, Hawaiian rolls and strawberry shortcake cupcakes for dessert. While waiting to participate in the luncheon classes were still in session. I observed children participating in personal care, circle time, writing, painting fire fighters for the monthly topic of community helpers. You informed me that your facility utilizes ProCare’s curriculum Learning Beyond Paper. I monitored the required posted documents (EMC, menu, first aid poster, safe arrival/departure), interactions between staff and children, discipline, supervision, group sizes, space capacity, program requirements, equipment, and furnishings, staff and children’s files. This facility utilizes the transportation company Wheelz for Kids Transportation, owned and operated by the owner of the facility, Ms. Morris, but under its own incorporation. VERIFICATION OF RECORDS: Fire inspection: 12/13/2024- please send me a copy of the 2025 inspection upon completion. Sanitation: 9/8/2025- 5 demerits and a superior rating EPR- With Amia Eaton’s help and the help desk the facility is converting their EPR plan from their former location to their current location. Fire drill- 11/3/2025 @ 12:58 pm and took 4 minutes Shelter in Place drill- 11/4/2025 @5:25 pm and took 15 seconds Playground inspection- 11/3/2025 Compliance history prior to today’s visit 98% A Mother’s Touch incorporation by secretary of state is current-active *the following violation of non-compliance was observed today. Violation Number Comment Rule 1804 A child care operator did not notify the Division of any new child care providers who were hired or moved into the home within five business days by submitting the Change of Information form provided by the Division. The facility did not complete the ABCMS criminal record qualification portal requirement. G.S. 110-90.2 & .2703(o) *****TECHNICAL ASSISTANCE/REMINDERS: ******* During today's visit you informed me you were utilizing ProCare's curriculum Learning Beyond Paper and you stated it was approved. Unfortunately it is not currently on the approved list but that does not mean you need to change anything. I sent you and email and putting it here to please provide ProCare with www.dcdee.curriculum.review@dhhs.nc.gov to submit their curriculum for review and approval. A violation of childcare requirements was cited today related to criminal records. A portal was created to allow facilities and their employees to access their qualification letters. The requirement was to create a facility portal and have your employees link themselves to the main portal. As of today's visit you have not created your facility portal or linked staff. Prior to today's visit i provided you with the power points to complete the step by step process as well as a contact person in the criminal records department to assist you. please completed the process and submit your corrective action response to me by December 4th, 2025 indicating when you completed the process, that everyone is linked and how you will continue to keep in compliance going forward. thank you please send your corrective action to the email address listed below Michele Hirsch, DCDEE Licensing Consultant Michele.j.hirsch@dhhs.nc.gov 919-819-9364 If the operator fails to correct any documented violations within the established time period, the Division of Child Development and Early Education may deny, suspend, terminate, or revoke any permit to operate (10A NCAC 09 .2000).
