Name of Operation: A BRIGHT CHILD DEVELOPMENT CENTER Facility ID: 92002546 Consultant: MICHELE HIRSCH Operation Type: Center Case Number: Visit Date: 4/21/2026 Number Present: 18 Completed Date: 4/21/2026 Age: From 0 To 4 Total Minutes: 192 Time In: 09:18 AM Time Out: 12:30 PM Time In: Time Out: List to Use: Center Type Of Visit: Annual Comp Full Announced/Unannounced: Unannounced The purpose of today’s unannounced visit was to monitor compliance with NC childcare requirements during your annual compliance unannounced visit. The facilities’ last annual compliance visit was May 2nd, 2025. A checklist was used to note the requirements. The center currently operates with a 4- star license that was re-issued on August 24th, 2020, with changes. I was greeted upon arrival by center staff and owner/director Anne DeVane. A conversation was had regarding pathway #3 prior to today’s visit and you are pursuing NAEYC accreditation to achieve your rated license requirement. During today’s visit you informed me that you had a conference call at 12:30pm today with NAEYC to discuss what stage you are at and what the timeframe is until completion and issue of your certificate. Once you receive your cover letter, certificate please send them via email along with your application for rated license along with the items in the three links on the application for pathway #3. You also informed me during the visit that you are working with Wake County Smart Start with an application to house a Wake Three School classroom at your center. There are three classrooms open with enrollment; children present from ages zero through four years of age today. There are sixteen school-age children enrolled; no school-aged children were in attendance this morning. This visit was conducted at 9:18am, children were observed participating in center time in the toddler and preschool classroom. All three infants in attendance today were observed napping in their cribs (I observed dramatic play, manipulatives, blocks). I monitored the required posted documents (permit, sanitation certificate, EMC, no smoking signage), interactions between staff and children, discipline, supervision, group sizes, space capacity, program requirements, equipment, outdoor environment, and furnishings. I was informed that the facility is not currently providing transportation but may resume this summer. (I asked that you submit the information on the vehicles to be utilized for transportation due to two vehicles on premises that would be used, one in compliance (the burgundy vehicle) with vehicle information and one out of compliance the vehicle (the white vehicle). We walked outside to inspect the outdoor learning environment, and all equipment was in great condition and the ground around each piece of equipment was well worn (ex. deep grooves from dragging feet under each swing). A violation was cited for being insufficient under the play equipment. The center currently operates with a 4- star license that was re-issued on August 24th, 2020, with changes. I was greeted upon arrival by center staff and owner/director Anne DeVane (Howard). There are four classrooms open with enrollment; children present from ages zero through four years of age today. There are twenty-four school-age children enrolled, eight of which were present this morning that already left for school prior to my visit. This visit was conducted at 9:35 am. children were observed participating in free play in the toddler room, the one enrolled infant was snuggling with Ms. Anne. The preschool age children were observed participating in center play (I observed dramatic play, manipulatives, blocks).I monitored the required posted documents (permit, sanitation certificate, EMC, lunch was in compliance with USDA requirements for children in childcare, no smoking signage), interactions between staff and children, discipline, supervision, group sizes, space capacity, program requirements, equipment, outdoor environment, and furnishings. Today, although the vehicle was not available for inspection, I confirmed that the vehicle has current insurance and registration. When walking outside to inspect the outdoor learning environment I observed the cabbage, collards, tomatoes, cucumbers and lettuce that the children planted. Ms. Linda talked about the question the children ask, “why can’t we see it grow?” I suggested that she put a painters stick in the ground next to the plant and mark the height on a Friday and when the children return on Monday they can see if the plant is higher than the mark from Friday and talk about its growth. You informed me during today’s visit that you have plans to remove some equipment from the front playground and have it leveled and new surfacing put in place and once complete the playground will be utilized by the toddlers and preschoolers. The back playground will be changed and will be utilized by school-age children. G.S. 110-90.2(b) & (d) & .2703(e) *****TECHNICAL ASSISTANCE/REMINDERS: ******* Criminal background checks (CBC) are completed to protect the children from abuse and reduce liability risks. The CBC process must be completed before a person can begin work; therefore, a Qualification Letter must be on file prior to employment. Any employee in a licensed childcare facility who is ever left alone with a child or group of children for any length of time must have a background check completed through the Division of Child Development and Early Education (DCDEE). A CBC must be completed every five years. An expiration date is listed on each Qualification Letter. Submissions can be made six months before the expiration date. Operators will need to be proactive and make staffing decisions and arrangements in advance to avoid non-compliance with this and other DCDEE staffing requirements. Having applicants submit a copy of their Qualification Letter along with their resume and application can facilitate a shorter selection and hiring process. Criminal background checks must be completed online. To complete online criminal background check applications, go to www.ncchildcare.nc.gov/general/dhhscrc.asp. The $26.50 payment is a part of the online criminal background check application process. Fingerprints must be completed through LIVESCAN at your local county sheriff’s office. If you have any questions regarding the criminal background check process, dial 1-800-859-0829 and ask for the criminal background unit. 1.CPR/First Aid: a. Must be approved agency b. Face-to-face only; no on-line or blended courses c. Counts for Health & Safety Training d. Renew every two years before the expiration date on the certification card (does not count towards on-going training hours) e. At least one person with current CPR/First Aid must be on-site at all times. If transporting children a staff member with current CPR/First must be in the vehicle. Surfacing - The number one cause of injury on playgrounds falls to the surface. Maintaining the correct depth of protective surfacing material is crucial for safety. The outdoor learning environment offers a sense of freedom for children. Children can play freely with peers, expand their imagination beyond restraints of indoor activities, release energy and explore their sense of touch, smell, taste and their sense of motion. Since children are exploring it is very important to provide a safe environment. Climbing equipment on the playgrounds used for toddlers and preschool-aged children contained mulch surfacing that measured between 4 - 5 inches at the exit of the slide rather than the required 6 inches. On the playground used for school-agers is a metal climbing structure with a critical height of over 8 feet. Therefore, the mulch underneath and around the structure must be at least 9 inches in depth. The mulch measured between 1 - 2 inches underneath and around the structure. Staff files: Record keeping is one of the most time-consuming tasks associated with administering a childcare program. It is an important part of licensure. Review staff files often to ensure the program maintains accurate licensing records. Organization and completeness of records is important to ensure easy access to information in emergency situations. We discussed making sure that you develop a record keeping system for staff and children’s records that promotes organization and efficiency. Administrative staff must allow time to review all necessary documentation prior to employment of staff to ensure accuracy. As an administrator, it is your responsibility to review all employment documentation and verify that the required documents are received within the specified time frame. Using a checklist to check and date receipt of documents will help you track employment documents. A staff file checklist is available on the DCDEE website under the Provider tab and provider documents links. Please refer to the Staff and Training Worksheets to continue to keep all staff members current with their upcoming due dates for CPR/First Aid training, child maltreatment training, and health and safety training requirements. Professional Development Plan: You are required to complete a professional development plan within one year of employment and at least thereafter. The plan shall: (1) document the individual's professional development goals; (2) be appropriate for the ages of children in their care; (3) include the continuing education, coursework or training needed to meet the individual's planned goals; (4) be completed by the operator and staff member in a collaborative manner; and (5) be maintained in their personnel file. Sample professional development plan templates may be found on the Division's website at www.ncchildren.ncdhhs.gov under provider and provider documents. An annual evaluation of staff is required to measure job performance, however more frequent observations with feedback will remind staff of what is expected from them. When doing observations, be mindful of staff interactions with children, tone of voice, use of language, how staff respond to conflicts among children, staff discipline techniques, the variety of activities that staff offer children, and how staff work with other staff. Providing constructive feedback on a regular basis about work performance will allow appropriate time to make corrections in performance and/or behavior. Feedback is valuable in motivating staff and improving overall performance. Violations of childcare requirements were cited during today’s visit. A letter of corrective action is required by 5/16/2025. The letter should have your facility name, id number and an explanation of how you corrected the violation and how you will keep in compliance going forward. Name of Operation: A BRIGHT CHILD DEVELOPMENT CENTER Facility ID: 92002546 Consultant: MICHELE HIRSCH Operation Type: Center Case Number: Visit Date: 5/2/2025 Number Present: 20 Completed Date: 5/2/2025 Age: From 0 To 4 Total Minutes: 129 Time In: 09:35 AM Time Out: 11:44 AM Time In: Time Out: List to Use: Center Type Of Visit: Annual Comp Full Announced/Unannounced: Unannounced The purpose of today’s unannounced visit was to monitor compliance with NC childcare requirements during your annual compliance unannounced visit. The facilities’ last annual compliance visit was May 29th, 2024. A checklist was used to note the requirements. The center currently operates with a 4- star license that was re-issued on August 24th, 2020, with changes. Listening to and communicating with early childhood professionals, families, communities and businesses is a critical component to ensure a successful QRIS modernization. In 2023, the Commission conducted 8 in-person listening sessions and 2 webinars; provided a QR code survey and offered a QRIS email account to collect feedback. These opportunities were widely publicized and over 1800 individuals participated. Informed by national research, trends and outcomes, and input from more than 1800 NC early childhood education professionals, the Commission formed recommendations for change, such as: • Offering a choice of three pathways to demonstrate quality and earn a 2-5 Star Rated License. • Updates to education standards for early childhood educators to expand options; and • Adds standards for both educators and facilities that support continuous quality improvement and family/community engagement practices that promote communication and collaboration. In addition, on July 8, 2024, Governor Roy Cooper signed Session Law 2024-34, which includes Quality Rating Improvement System (QRIS) Modernization. This law established three pathways to earn star ratings, directed the Commission to continue with rulemaking to support the pathways and allowed the following while rulemaking occurs: • Extension of Hold Harmless provisions - star rated license assessments and reassessments for licensed childcare providers will be conducted by provider request only, until the QRIS rulemaking process has been completed. Star rated license assessments continue to be required for new childcare programs. A CBC must be completed every five years. An expiration date is listed on each Qualification Letter. Submissions can be made six months before the expiration date. Operators will need to be proactive and make staffing decisions and arrangements in advance to avoid non-compliance with this and other DCDEE staffing requirements. Criminal background checks must be completed online. To complete online criminal background check applications, go to www.ncchildcare.nc.gov/general/dhhscrc.asp.
