Katharine McNeill assisted me with the visit. Your program currently operates with a Five-star license, issued May 8, 2018, earning seven (7) points in the education component, seven (7) points in the program standards component (meeting enhanced space and ratios) and 1 quality point in the education option. Restrictions include: first shift, meets enhanced ratios minus 1 and enhanced space. The last annual compliance visit was conducted on March 6, 2025. The sanitation inspection was completed on November 18, 2025, with a “Superior” classification. The last fire inspection was conducted on August 22, 2025, and your facility was approved for daytime care only. The center's compliance history is ninety-seven percent (97%) and it was reviewed with the operator. Staff/child ratio, group size, supervision, use of licensed space, space capacity, and license restrictions were monitored. The license and emergency care plan were posted. Fire drills, medication administration, and storage of hazardous products were also monitored. Children were observed in center play and large group activities. The teachers were observed attending to the children in a nurturing and positive manner. Proper handwashing was observed. Lunch was mandarin orange chicken, chow mein noodles, stir fried vegetables, pineapple tidbits and mild. The following violations of child care requirements were observed. Violation Number Comment Rule 721 All equipment and furnishings were not in good repair. The composite structure and music wall contained rusted equipment and hardware. The wooden kitchen playset was peeling and splintering. G.S. 110-91(6); .0601(b) 1048 All staff did not successfully complete certification in First Aid appropriate to the age of children in care. Verification of staff completion of First Aid training from an approved training organization was not in the staff file. B. Handelman did not complete First Aid from an approved agency. .1102(c) 1049 All staff did not successfully complete certification in CPR training appropriate to the age of the children in care. The listened to a story and completed stretching games. Children in NC Pre-K #2 were observed in center play. Children in both classrooms were observed on the playground. The following violations of applicable child care requirements were observed today. Violation Number Comment Rule 1041 Prior to employment a Criminal Background Check was not completed. The substitute in space #2 did not complete a Criminal Background Check. G.S. 110-90.2(b) 1757 A valid qualification letter was not on file and available to review at the facility. Mr. McNeill, Principal, stated he was unable to place another substitute in J. Fortunes' place because all staff who are qualified are driving for a field trip today. Effective tomorrow, March 21, 2024, she will not be able to substitute for NC Pre-K until she has been issued a qualifying letter or a provisional qualifying letter. Without having that qualifying letter on file from the Division of Child Development and Early Education, you are in violation of NCGS 110—90.2(b) which states that an unqualified person was employed at the facility and NCAC 09 .2703(e) which states that a valid qualification was not on file. The Division of Child Development and Early Education (DCDEE) is mandated to ensure all children who attend licensed /regulated child care facilities are protected and cared for in a nurturing and safe environment. The agency accomplishes this by assuring all caregivers working in licensed child care programs have a valid qualification letter on file with the facility prior to employment. This includes but is not limited to the following: •Any employee in a public school, who is ever left alone with a child or group of children or counted in the staff: child ratio for any length of time shall have a background check completed through DCDEE. •Specialized Service Provider (i.e. feeding therapist, ABA therapist (applied behavior analysis) (persons who work with or shadow a child as support in a classroom). *The administrator (principal), teachers, assistant teachers, and substitutes for NC Pre-K and licensed EC, before and after school programs who are housed in a public school. •A principal not serving as the administrator, assistant principal, school secretary, school nurse, elective teachers, resource teachers, school librarians, school psychologist, school social worker, bus driver, therapists, cafeteria staff, contracted transportation through the school system if ever left alone with a child or counted in the staff child ratio. Effective tomorrow, March 21, 2024, she will not be able to substitute for NC Pre-K until she has been issued a qualifying letter or a provisional qualifying letter. The sanitation inspection was completed on October 18, 2022, with a “Superior” classification. Children were observed in center play, participating in group time by listening to a story and singing with the lead teacher in the NC Pre-K classroom #1. Children in NC Pre-K #2 were observed playing on the playground. Proper hand washing techniques were observed. Lunch was observed and consisted of chicken quesadillas, pineapple tidbits, pinto beans, lettuce, tomatoes, cheese and milk.
