Eleanor Kirkland, owner, was on the premises and I reviewed this visit summary documentation with her at the end of today’s visit. Your program currently operates with a three-star license, issued April 15, 2019, earning two (2) points in program, five (5) points in education and one (1) quality point in the programmic option. License restrictions include daytime and overnight, meets enhanced ratios and children under 2 ½ years old in rooms with direct exits only. The last annual compliance visit was conducted on November 25, 2025. The sanitation inspection was completed on June 2, 2025, with a “Superior” classification. The last fire inspection was conducted on November 21, 2024, and your facility was approved for day time and night care. The center's compliance history was ninety-seven percent (97%) on June 2, 2026 and it was reviewed with the operator. Staff/child ratio, group size, supervision, use of licensed space, space capacity, and license restrictions were monitored. The license and emergency care plan were posted. Fire drills, medication administration, and storage of hazardous products were also monitored. Children were observed eating lunch and napping. Proper hand washing techniques were observed. Lunch was observed and consisted of pizza, applesauce, salad and milk. The following violations of applicable child care requirements were observed today. A bottle of 409 was by the sink area in the infant room. The director's office and the kitchen had 6 cans of various cleaners and pesticides and spray paint in aerosol dispensers. The office and kitchen were unlocked. .2820(b) Child Care programs are expected to achieve and maintain compliance at all times and are required by NC GS 110-90(4)(d) to achieve and maintain an eighteen-month compliance history score of at least seventy-five percent. To ensure compliance and maintain a safe environment, all hazardous products should be immediately returned to a locked storage area after use, and staff should routinely monitor classrooms and shared spaces to verify that these items remain secured and inaccessible to children at all times. Infant Feeding Practices / Bottles in Cribs: During today's visit, an infant was observed in a crib with a bottle. Rule 10A NCAC 09 .0906(d) requires that infants who are unable to hold their own bottles be held while being fed and that infants who are capable of holding their own bottles be placed in an appropriate feeding apparatus or seating arrangement during feeding. Bottles should not be propped, and infants should not be placed in cribs with bottles. Eleanor Kirkland, owner, was on the premises and I reviewed the attached visit summary documentation with her at the end of today’s visit. Your program currently operates with a three-star license, issued April 15, 2019.earning two (2) points in program, five (5) points in education and one (1) quality point in the programmic option. License restrictions include daytime and overnight, meets enhanced ratios and children under 2 ½ years old in rooms with direct exits only. The last annual compliance visit was conducted on December 14, 2022. The sanitation inspection was completed on November 20, 2023, with a “Superior” classification. The last fire inspection was conducted on December 4, 2023, and your facility was approved for daytime care only. You stated that the fire inspector checked this in error, and you will have it reissued to reflect daytime and overnight and submit that to me by December 21, 2023. You currently do not serve any children on third shift and will not serve them until you receive your approval for daytime and overnight fire inspection. The center's compliance history was ninety-eight percent (98%) on December 7. 2023 and it was reviewed with the operator. The Staff and Training Worksheet, The Children's Records Worksheet, and the Annual Compliance Monitoring Checklist were completed during the visit. You visited each indoor and outdoor space with me. Children were observed in free play activities and teacher directed activities. Proper hand washing techniques were observed. Lunch was observed and consisted of pizza, corn, green beans, and milk.
