Currently this facility operates with a Five (5) Star license that was issued January 23rd, 2020. The center's compliance history was reviewed with the operator. The program’s compliance history was ninety nine percent (99%) as of 9/23/25. Child Care programs are expected to achieve and maintain compliance at all times and are required by NC GS 110-90(4) (d) to achieve and maintain an eighteen-month compliance history score of at least seventy-five percent. Any violation(s) documented may impact the compliance history score. During today’s visit, a partial assessment of applicable Child Care Requirements was conducted. I monitored your program for compliance with applicable child care requirements including compliance with requirements located in Child Care Rule Section .3000 in classroom number 2 where children participating in the NC Pre-K program are cared for. Staff-child ratios and maximum group sizes required in Child Care Rule 10A NCAC 09 .3009 were verified in compliance. Ms. Ward and Ms. Carter assisted me with today’s visit. Children throughout the facility were participating in group time, free play in activity areas, transitions, and personal care routines. The caregivers were interacting and meeting the developmental needs for each of the children. I reviewed staff files during today’s visit. The last sanitation inspection was on 5/8/25. The last fire inspection was 9/9/25. The last fire drill was conducted on 9/5/25. Shelter and lock down drills were 9/17/25. Playground inspection was conducted on 9/18/25. One violation was cited during today’s visit. Technical assistance was given to the provider to ensure compliance. Violation Number Comment Rule 103 The number of children present was not within permit capacity. During today's visit only 16 children were present, However 19 children are enrolled and have been present, which is not within the permit capacity. GS 110-91(7) & .1401(f) The violation(s) documented must be corrected immediately. On or before 10-7-25, I must receive a written, dated, and signed compliance letter that describes accurately and in detail how and when the violations were corrected. Also, please provide information regarding how the facility will maintain compliance in the future. Please be aware that any information submitted by you is considered legal documentation. Child Care programs are expected to achieve and maintain compliance at all times and are required by NC GS 110-90(4) (d) to achieve and maintain an eighteen-month compliance history score of at least seventy-five percent. Capacity Change Information 10A NCAC 09 .0204 CHANGES REQUIRING ISSUANCE OF A NEW LICENSE FOR A CHILD CARE CENTER If a licensee wishes to increase the center's licensed capacity by using space that is already approved for child care, the Division shall, upon request, issue a new license showing the increase in accordance with applicable requirements of G.S. 110, Article 7 and this Chapter. When a licensee decides to conform with requirements in order to remove a restriction on the age or number of children who can be served in the center, the licensee shall arrange for inspections of the center by the Division and the local health, building, and fire inspectors in accordance with G.S. 110-91(1), (4), and (5). Once the licensee submits documentation that the center conforms to all applicable sanitation, building, and fire standards, and if all applicable requirements of G.S. 110, Article 7 and this Chapter are met, the Division shall issue a new license without the restriction. Education evaluations can take some time to process so beginning the process early will help to ensure we have the accurate information needed when it is time to complete the rated license assessment before the end of the temporary time period. Currently this facility operates with a Five (5) Star license that was issued January 23rd, 2020. The center's compliance history was reviewed with the operator. The program’s compliance history was ninety nine percent (99%) as of 9/23/25. Child Care programs are expected to achieve and maintain compliance at all times and are required by NC GS 110-90(4) (d) to achieve and maintain an eighteen-month compliance history score of at least seventy-five percent. Any violation(s) documented may impact the compliance history score. During today’s visit, a partial assessment of applicable Child Care Requirements was conducted. I monitored your program for compliance with applicable child care requirements including compliance with requirements located in Child Care Rule Section .3000 in classroom number 2 where children participating in the NC Pre-K program are cared for. Staff-child ratios and maximum group sizes required in Child Care Rule 10A NCAC 09 .3009 were verified in compliance. Ms. Ward and Ms. Carter assisted me with today’s visit. Children throughout the facility were participating in group time, free play in activity areas, transitions, and personal care routines. The caregivers were interacting and meeting the developmental needs for each of the children. I reviewed staff files during today’s visit. The last sanitation inspection was on 5/8/25. The last fire inspection was 9/9/25. The last fire drill was conducted on 9/5/25. Shelter and lock down drills were 9/17/25. Playground inspection was conducted on 9/18/25. One violation was cited during today’s visit. Technical assistance was given to the provider to ensure compliance. Violation Number Comment Rule 103 The number of children present was not within permit capacity. During today's visit only 16 children were present, However 19 children are enrolled and have been present, which is not within the permit capacity. GS 110-91(7) & .1401(f) The violation(s) documented must be corrected immediately. On or before 10-7-25, I must receive a written, dated, and signed compliance letter that describes accurately and in detail how and when the violations were corrected. Also, please provide information regarding how the facility will maintain compliance in the future. Please be aware that any information submitted by you is considered legal documentation. Child Care programs are expected to achieve and maintain compliance at all times and are required by NC GS 110-90(4) (d) to achieve and maintain an eighteen-month compliance history score of at least seventy-five percent. Capacity Change Information 10A NCAC 09 .0204 CHANGES REQUIRING ISSUANCE OF A NEW LICENSE FOR A CHILD CARE CENTER If a licensee wishes to increase the center's licensed capacity by using space that is already approved for child care, the Division shall, upon request, issue a new license showing the increase in accordance with applicable requirements of G.S. 110, Article 7 and this Chapter. When a licensee decides to conform with requirements in order to remove a restriction on the age or number of children who can be served in the center, the licensee shall arrange for inspections of the center by the Division and the local health, building, and fire inspectors in accordance with G.S. 110-91(1), (4), and (5). Once the licensee submits documentation that the center conforms to all applicable sanitation, building, and fire standards, and if all applicable requirements of G.S. 110, Article 7 and this Chapter are met, the Division shall issue a new license without the restriction. Ensure that all new staff members’ education information is current in the W.O.R.K.S. database. Each staff member must register with the WORKS system as soon as they are hired at any location. Education evaluations can take some time to process so beginning the process early will help to ensure we have the accurate information needed when it is time to complete the rated license assessment before the end of the temporary time period. The new QRIS options regarding the three Pathways are online. Please go to our website DCDEE to become knowledgeable about the changes that came into effect July 1, 2025. The last Annual Compliance visit was conducted on March 27, 2024. The facility currently operates with a Five(5) Star License which was issued on January 23, 2020. Upon arrival to the school, I checked in at the front office and proceeded to the classroom. Ms. Ward, Lead Teacher, was present and assisted me during the visit. Attendance was taken and observations made. The children were observed participating in the following activities: indoor free play routines and story time. The center's last Fire Inspection was conducted on August 23, 2023 and was approved for daytime care only. The center's last Sanitation Inspection was conducted on May 22, 2024 and a ‘Superior' rating was achieved. During today's visit, a partial assessment of applicable Child Care Requirements was monitored. Staff emergency training and Criminal Background Checks are up to date. I monitored program files including Emergency Drills and playground inspections. The following violation(s) was observed, documented and technical assistance was provided. Violation Number Comment Rule 106 Operator has not scheduled and obtained a fire inspection within 12 months of the previous inspection. Operator did not submit the original approved report to DCDEE within one week of the inspection visit on a form provided by the Division. The last documented fire inspection available for review is dated August 23, 2023 10A NCAC 09 .0304(a) The above violations must be corrected immediately. A signed and dated letter of compliance must be received by my office on or before September 25, 2024. The letter must include the Facility Name and ID number, listing the violation(s) numbers, and how the violation(s) was corrected. All items must be included, on the corrective action letter. If each violation(s) is not addressed, it may be necessary to conduct another visit to ensure compliance with child care requirements. Other violations may be cited if observed. You were provided an opportunity to ask questions regarding the interpretation and implementation of all child care requirements. TECHNICAL ASSISTANCE: The fire inspection documentation available today shows an expired inspection date. Authorized fire inspections ensure that your classroom is always safe for young children. You may want to contact the fire inspectors at least a month prior to the expiration of the prior year's inspection. This will allow time for you to ensure that the inspector has you on the schedule to complete the inspection in a timely manner and documentation can be maintained.
