Your program currently operates with a five-star license, issued October 27, 2023, earning 7 points in the education component, 7 points in the program standards component meeting minimum requirements , completing self-study and scoring a 6.16 on the FCCERS-R and 1 quality point by restricting infant capacity to no more than two children under one year of age. The center's compliance history was reviewed with the operator. The program’s compliance history was one hundred percent as of May 28, 2025. Upon arrival, it was observed that the operator left due to an unplanned absence and left their 19-year-old niece in charge. The operator notified parents of their unplanned absence via text message prior to leaving. The caregiver left in charge, M. Pedrotty, did not have a complete criminal background check on file. It was also discovered during today’s inspection that the criminal background check for C. Pedrotty expired February 12, 2025. A walk-through of the facility was completed today; all indoor and outdoor areas were monitored. I observed children in both the indoor and outdoor learning environments. Children throughout the facility were participating in group time, free play in activity areas, transitions, and personal care routines. Infants were engaged in tummy time, napping, and diapering routines. Sleep checks were monitored during today’s inspection. The caregivers were interacting and meeting the developmental needs for each of the children. Rated license requirements were reviewed to ensure compliance was maintained with the current program and education components as well as the quality point. The following was cited during today’s visit. Violation Number Comment Rule 930 Prior to the expiration date of the qualification letter, the child care provider did not complete and submit required forms to complete a criminal background check (a qualification letter is valid for a maximum of five years from the date of issuance). C. Pedrotty did not complete and submit the required forms for their criminal background check prior to their qualification letter expiring. G.S. 110-90.2 & .2703(n) & (o) 1831 A valid qualification letter was not on file and available for review at the facility. C. Pedrotty did not have a valid qualification letter on file. G.S. 110-90.2 (b) & (d) & .2703(e) .1702(b)(1) 1847 A child care operator did not notify the Division of any new child care providers, as defined in G.S. 110-90.2(a)(2), who were hired or moved into the child care facility within five business days. The operator has not updated their roster in the ABCMS Provider Portal. G.S. 110-90.2 & .2703(r) 2006 Individuals who provide care during unplanned absences of the operator, such as medical emergencies, were not 18 years old, and have not submitted criminal background checks forms as required in Rule .2703. The operator left left during and unplanned absence and left an individual (M. Pedrotty) in charge that did not have a completed criminal background check with the division. .1729(d) Child care programs are expected to achieve and maintain compliance at all times and are required by NC GS 110-90(4) (d) to achieve and maintain an eighteen-month compliance history score of at least seventy-five percent. Any violation(s) documented may impact the compliance history score. The violation(s) documented must be corrected immediately. On or before June 11, 2025, I must receive a written, dated, and signed compliance letter that describes accurately and in detail how and when the violations were corrected. Please be aware any information submitted by you is considered legal documentation. If it is determined the information provided in the letter is not true, this may be considered falsification of information. If sufficient information is not received by the due date, a follow-up visit may be completed. As stated in G.S. 110-90.2 & .2703(r) child care operators are to notify the Division of any new child care providers working who were hired or moved into the child care facility within five business days. The process of notifying the Division has changed and is now captured in ABCMS. This change has been in effect since February 2024. Effective immediately, you will need to obtain a Business NCID and complete Provider Portal training in Moodle at https://www.dcdee.moodle.nc.gov/course/view.php?id=119. No action is needed on your part if you have completed the reference training and are currently using the ABCMS Provider Portal to update information regarding new hires or residents. Once the training has been completed and access has been given, you must verify your facility roster to ensure current staff are noted on the roster. This information should be updated in ABCMS on an ongoing basis as staff members are hired and when their employment is terminated. This satisfies the requirement to notify the Division of new child care providers working who were hired or moved into the child care facility within five business days. Your program currently operates with a five-star license, issued September 14, 2017, earning 7 points in the education component, 7 points in the program standards component meeting minimum requirements, having written operational policies, no more than 3 children less than 1 year, a score of 5.82 on the FCCERS-R and 1 quality point limiting infant capacity to no more than two children under age one. Your program was also monitored for compliance with implementing an approved curriculum as required for all four- and five-star licensed facilities where four-year-old children are enrolled. The last annual compliance visit was conducted November 30, 2022. The center's compliance history was reviewed with the operator. The program’s compliance history was ninety seven percent as of October 25, 2023. Upon arrival, children were playing freely inside while the operator was assisting children use the bathroom. Children continued to play freely until the went outside. The children went outside and played with various toys. The operator was observed sitting with the children and interacting with them on their level. I found supervision and interactions to be in compliance. All program records were observed today including, children records, emergency drills, background checks, training certificates, well water analysis, etc. No violations were cited during today’s inspection. Violation Number Comment Rule 923 Operator did not keep records of monthly fire drills, quarterly lockdown or shelter-in-place drills, incident reports, incident logs, accurate attendance, emergency numbers, emergency preparedness and response plan, field trip/transportation permission, pet vaccinations records and/or playground inspections monthly outdoor safety checks for a minimum of one year. The last fire drill was recorded in June. The provider stated that going forward all fire drills will be documented the day the drill was conducted. .1721 (e)(7) Child Care programs are expected to achieve and maintain compliance at all times and are required by NC GS 110-90(4) (d) to achieve and maintain an eighteen-month compliance history score of at least seventy-five percent. Any violation(s) documented may impact the compliance history score. Rated License Information: You submitted your application for re-assessment July 11, 2023. Your new 5 Star License is based on the following: Education: The operator has a A.A.S. in ECE/CD and 24 years’ experience earning the program seven points. Program Standards – The program meets minimum requirements and limits infant capacity to no more than two children. The facility completed the request for the Environment Rating Scales and submitted it with the reassessment packet on July 11, 2023. FCCERS was conducted on July 27, 2023. The assessment report was reviewed during today’s visit. The operator scored a 6.16 on the FCCERS assessment. All components combine earn the program seven points. Quality Point – You have chosen to meet Programmatic Option: having obtained an Infant/Toddler Certificate, therefore your program has earned 1 Quality Point. Total Points: Seven points in Education, Seven points in Program Standards and 1 quality point. It appears that the program earned a total of 15 points for a Five-Star License. A new license will be mailed directly to you and must be posted upon receipt. At that time, return the old license to me as it remains the property of the State of North Carolina. Technical Assistance: Item 26 on the assessment received a score of 2 points. The score was in regard to a dinosaur climber placed on the grass rather than an approved cushioning surface and a dome climber with an attached slide over mulch that did not have adequate distance between exit points. Family Child Care Homes are not currently required to meet this standard as it is not a requirement with in the child care rules 10A NCAC .1700. We discussed your well water analysis expiring in December. Please make plans now to have your well water analyzed to remain in compliance. We also discussed posting your fire drill sheet next to your door on the wall. When fire drills are conducted you can document the drill when returning inside.
