Your program currently operates with a one-star license, issued July 7, 2021. The last annual compliance visit was conducted August 7, 2024. The sanitation inspection was completed February 27, 2025, with a “Superior” classification. The last fire inspection was conducted October 22, 2024, and your facility was approved for daytime care only. The center's compliance history was reviewed with the operator. The program’s compliance history was ninety-two percent as of July 29, 2025. The NC Secretary of State website was reviewed on July 29, 2025, and Learning Lemon Drops, LLC was listed as current- active. You visited each indoor and outdoor space with me. During today’s visit, I observed children in the indoor learning environments. Children were participating in general personal care routines and free play activities. Teachers were seen walking around the room engaging with children during play. I found supervision, ratios, and interactions to be in compliance. The following were also inspected during today’s visit: program requirements, equipment, furnishings, staff/child ratios, supervision, medication, medication administration, outdoor learning environments, and program records including staff records and children records. The following was cited during today’s inspection. Violation Number Comment Rule 721 All equipment and furnishings were not in good repair. The infant portable swing is broken and needs to be replaced or thrown away. G.S. 110-91(6); .0601(b) 1867 The depth of the loose surfacing was not based on critical height of the equipment. The surfacing under the swings is not at the required depth due to wear and tear as well as washout. More surfacing is required to be back in compliance. .0605(k)(1-4) Child Care programs are expected to always achieve and maintain compliance and are required by NC GS 110-90(4) (d) to achieve and maintain an eighteen-month compliance history score of at least seventy-five percent. Any violation(s) documented may impact the compliance history score. The violation(s) documented must be corrected immediately. On or before August 14, 2025, I must receive a written, dated, and signed compliance letter that describes accurately and in detail how and when the violations were corrected. During today's visit, I was able to determine that you were operating within ratio. However during the inspection, I determined that a new teacher, Ms. Layla Long, was hired prior to completing a criminal background check and a qualification letter was not on file. You immediately sent her home and had another teacher come in early to maintain ratio. Teachers were seen interacting with children in the outdoor learning environment. I found interaction to be in compliance. Staff files for two new teachers were reviewed during todays visit. The following was cited during today's inspection. Violation Number Comment Rule 1032 Child care providers and uncompensated providers who are not substitute providers or volunteers, including the director did not have a medical report on file prior to employment that was signed by a health care professional and/ or the medical report was older than 12 months. Teacher LL did not have a medical report on file prior to employment. 10A NCAC 09 .0701(a) 1041 Prior to employment a Criminal Background Check was not completed. Teacher Layla Long was employed prior to completing their Criminal Background Check. All paperwork has been submitted and awaiting results from the division. Your center operates with a one-star license issued, July 7, 2021. The center's compliance history was reviewed with the operator. The program’s compliance history was ninety three percent as of May 31, 2024. The NC Secretary of State website was reviewed on May 31, 2024, and Learning Lemon Drops, LLC was listed as current- active. The license was posted, and the restrictions were in compliance. A walk-through of the facility was completed today, all indoor and outdoor areas were monitored. I observed children in both the indoor and outdoor learning environments and found supervision and staff/child ratios to be in compliance. Two infants were asleep in a stroller while the class was outside. The administrator informed the teacher that the infants needed to be transitioned to a crib. Children throughout the facility were participating in group time, free play in activity areas, transitions, and personal care routines. Sleep checks were completed, recorded, and maintained as required. The caregivers were interacting and meeting the developmental needs for each of the children. Files for new staff were reviewed. Rated license requirements were reviewed to ensure compliance was maintained with current program and education components as well as the quality point. Fire and sanitation inspections are both current. Today’s lunch consists of turkey/ham/cheese/tomato/lettuce sub, peaches, veggie straws, and milk. The following was cited during today’s visit. Violation Number Comment Rule 871 Center staff did not comply with the safe sleep policy. Two infants were asleep in a stroller outside. Your program currently operates with a one-star license, issued July 7, 2021. The last annual compliance visit was conducted October 5, 2022. The sanitation inspection was completed April 10, 2023, with a “Superior” classification. The last fire inspection was conducted October 25, 2022, and your facility was approved for daytime care only. The center's compliance history was reviewed with the operator. The program’s compliance history was eighty-six percent as of August 16, 2023. The NC Secretary of State website was reviewed on August 15, 2023, and Learning Lemon Drops, LLC was listed as current- active. You visited each indoor and outdoor space with me. Children were outside playing participating in free play. Teachers were walking the playground and engaging with the children. I found supervision to be incompliance. After play outside for a while the children went back inside. All program records were reviewed. Emergency drills and playground inspection reports were current and complete. Lunch consisted of lasagna, garden salad, bread sticks, mixed fruit, and milk. The following was cited during today’s inspection. Violation Number Comment Rule 402 Each child's diapers were not changed at areas designated exclusively for diapering, on a surface that was smooth, nonabsorbent, easily cleanable and of tight construction. The diaper changing pad in the Infant 2 room has tape on it cover torn material. The surface is no longer smooth and easily cleanable. 15A NCAC 18A .2819(a) & (b) 1033 On or before the first day of work, all staff, including the director and individuals who volunteer more than once per week did not provide results indicating that they were free of active TB and/or TB test or screening was older than 12 months.
