Your program currently operates with a three-star license, issued April 20, 2023, earning 4 points in the education component, 2 points in the program standards component and 1 quality point for meeting the education option. Lee Lambert, owner/operator, assisted me with the visit. The annual compliance visit was June 2, 2025. The program’s compliance history was ninety-eight (98) percent as of 5/18/2026 and was reviewed with Mr. Lambert. I visited each indoor and outdoor space. No children were present at the time of the visit The following violations were cited during today’s visit: Violation Number Comment Rule 508 Operator did not successfully complete a first aid course as referenced in Rule.1702(b)(2) First aid training was not renewed on or before the expiration of the certification. First aid training for L. Lambert expired in 7/2025. .1703(a)(2) 511 Operator did not successfully complete a CPR course as referenced in Rule.1702(b)(2) CPR training was not renewed on or before the expiration of the certification. CPR training for L. Lambert expired in 7/2025 .1703(a)(3) Child Care programs are expected to achieve and maintain compliance at all times and are required by NC GS 110-90(4) (d) to achieve and maintain an eighteen-month compliance history score of at least seventy-five percent. Any violation(s) documented may impact the compliance history score. The violation(s) documented must be corrected immediately. On or before June 4, 2026 (an extra day was given due to the upcoming Holiday), I must receive a written, dated, and signed compliance letter that describes accurately and in detail, how and when the violations were corrected. Please be aware any information submitted by you is legal documentation. If it is determined the information provided in the letter is not true, this may be considered falsification of information. If sufficient information is not received by the due date, a follow-up visit will be conducted. A violation regarding CPR and First Aid was observed and documented today. Record keeping is one of the most time-consuming tasks associated with administration. It is an important part of licensure. Staff records consist of various documentation such as employment application, medical report, TB test results, Annual Health questionnaire, Emergency contact information, CRC qualification letter, documentation of orientation, in service training hours, CPR and First Aid, and playground safety. I also suggested the administrator use Be a Smart Consumer of Child Care Training and Be a Smart Consumer of CPR and First Aid Training. Both documents can be found on the DCDEE Website underneath the provider and professional development tabs. During this visit we again discussed the QRIS Modernization Pathways to the Stars. Mr. Lambert has decided to follow the option #2 Classroom and Instructional Quality for FCCH. This pathway includes the following: • No more than 4 children under the age of 24 months of the children who are birth to 5 years of age when meeting NCGS 110-91(7)(b)(1) • Operator meets 5 Star Education Standards • Family and Community Engagement Foundational Practices AND 3 additional choices • CQI Plan for Operator and Additional Caregivers (if applicable) • Approved curriculum AND formative assessment tools for all ages served Child assessments are shared with families twice annually Coaching/training options for operator • NCRLAP Self Study I also left copies of the Continuous Quality Improvement and Professional Development Plan, work experience form, Pathway #2 -Classroom and Instructional Quality for FCCH (keep those copies and continue working on completing them prior to your next visit). You stated that you will review the approved curricula and assessment tools at a later date and decide if you are going to continue using your current curriculum or go with another option. Also begin working on your self-study by visiting the NCRLAP website. The center's compliance history was reviewed with the operator. The program’s compliance history was ninety six percent as of July 24, 2024. The license was posted, and the restrictions were in compliance. A walk-through of the facility was completed today, all indoor and outdoor areas were monitored. There were no children present today. Mr. Lambert informed me only school aged children are enrolled in the afternoon hours.
