All NC Pre-K and EC pre-K staff assisted me with today’s visit. Your program currently operates with a five-star license, issued (12-13-19), earning 7 points in the education component, 6 points in the program standards component and 1 quality point. The last annual compliance visit was conducted (2-4-25). The last sanitation inspection was completed (1-20-26) with a “Superior” classification. The last fire inspection was conducted (8-29-25) and the facility was approved for daytime care only. The program’s compliance history was ninety-four (94) percent as of 1/22/26. Child Care programs are expected to always achieve and maintain compliance and are required by NC GS 110-90(4) (d) to achieve and maintain an eighteen-month compliance history score of at least seventy-five percent. Any violation(s) documented may impact the compliance history score. A full walk-through of each Pre-K and EC Pre-K classroom was completed today; all indoor and outdoor areas were monitored. I observed children in the indoor learning environment and found supervision and staff/child ratios to be in compliance. Children throughout the facility were participating in group time, outdoor play, free play in activity areas, transitions, and personal care routines. The caregivers were interacting and meeting the developmental needs for each of the children. The following items were observed during today's visit: license posted, and restrictions followed, summary of law posted, attendance taken daily, emergency medical care plan posted, activity plans, daily schedule posted, menus posted, allergies posted, storage of hazardous materials and substances, CPR/First Aid training completed as required, and Criminal Record Checks completed as required. The NC Pre-K requirements in section .3000 of the child care rules were monitored for compliance. Staff-child ratios and maximum group sizes required in Child Care Rule 10A NCAC 09 .3009 were verified in compliance. The current NC Pre-K staff are lead teachers, (V. Hill, J. Cantu, C. Minor) and teachers, (P. Abbott, J. Keith, T. Harris). The last fire drill was conducted on 12/10/25. The last shelter and lock down drill were conducted on 12/16/25. The last playground inspection was conducted on 12/10/25. A Staff and Training Worksheet was e-mailed to the staff prior to today’s visit. I received the Staff and Training Worksheet and reviewed it for compliance. A sampling of Children’s files (ten percent of enrollment) was reviewed today. A checklist was used to note the requirements I monitored today. One violation was cited during today’s visit; the providers asked questions. Technical assistance was given about the topics below to ensure the facility stays in compliance. Violation Number Comment Rule 1041 Prior to employment a Criminal Background Check was not completed. B. Golson(speech therapist) did not have a criminal background completed prior to being left alone with children in the NC Pre-K classroom. He was left alone with a child during today's visit. On or before 2-5-26, I must receive a written, dated, and signed compliance letter that describes accurately and in detail how and when the violations were corrected. For all children with a history of anaphylaxis (severe allergic reaction), or for those with peanut and/or tree nut allergy (whether or not they have had anaphylaxis), epinephrine should be readily available. This will usually be provided as a premeasured dose in an auto-injector, such as EpiPen or EpiPen Jr. Specific indications for administration of epinephrine should be provided in the detailed care plan. Within the context of state laws, appropriate personnel should be prepared to administer epinephrine when needed. Background screenings are needed to provide a safe program environment, support children’s health and safety and are important for preventing child maltreatment in early care and education programs. Background screenings can help by identifying applicants with unsafe backgrounds and risk factors, such as a history of violent behaviors or drug use. Substitutes do have to have a qualification letter and emergency information on file. Any person who will be left alone with children are required to have a criminal background check through the ABCMS portal. Sandboxes should be covered with a lid or other covering when they are not in use. Wet sand can be a breeding ground for insects and can promote mold and bacterial growth . Uncovered sand is subject to contamination and transmission of disease from animal feces (such as toxoplasmosis from cat feces) and insects breeding in sandboxes. Poisonous or potentially harmful plants are prohibited in any part of a child care facility that is accessible to children. All plants not known to be nontoxic should be identified and checked by name with the local poison center (1-800-222-1222) to determine safe use. Plants are important to our health and well-being and are a great lesson in learning to understand and respect our environment. However, some plants can be harmful when eaten or touched. Plants are among the most common household substances that children ingest. Determining the toxicity of every commercially available household plant is difficult. A more reasonable approach is to keep any unknown plant out of the environment that children use. All outdoor plants and their leaves, fruit, and stems should be considered potentially toxic . Current menus should always be posted. Emergency and Health questionnaires are to be updated annually. Ensure that all new staff members’ education information is current in the W.O.R.K.S. database. Each staff member must register with the WORKS system as soon as they are hired at any location. Education evaluations can take some time to process so beginning the process early will help to ensure we have the accurate information needed when it is time to complete the rated license assessment before the end of the temporary time period. Upon my arrival I was greeted by the lead teacher Ms. Hill who assisted me during today’s visit. I completed a general walkthrough of the indoor and outdoor areas 9classroom numbers B3, B4 and EC1. The children in care were observed in circle time, centers, washing hands, indoor and outdoor play. Currently this facility operates with a Five (5) Star license that was issued December 13th, 2019. The fire inspection was completed 9/11/23. The sanitation inspection was conducted on 4/25/23. The last fire drill conducted was 8/31/23. The last documented shelter and lockdown drill was 9/8/23. The last playground inspection conducted was 8/31/23. The following items were observed in compliance during today's visit: license posted, and restrictions followed, summary of law posted, supervision, staff: child ratio within compliance, First Aid/CPR training current. Daily schedules posted, activity plans posted, menus posted, allergies posted, and criminal record checks completed, Storage of hazardous materials were in compliance.
