This visit was conducted by Karen Young, Childcare Consultant with Kathy Kelley, Director. Your program currently operates with a FOUR (4) license effective 4/1/20. Restrictions include 1st shift daytime care only; meets enhanced ratios; meets enhanced space. The license was observed, and the restrictions were found in compliance. The NC Secretary of State website was reviewed on 8/23/24 and Blue Ridge Opportunity Commission Incorporated was listed as current and active. The program’s compliance history was 98% prior to today’s visit. All programs are required to maintain at least 75% compliance. A walk-through of the facility was completed today. Indoor and outdoor areas were observed. Staff/child ratio and space capacity were monitored as indicated on the attached worksheet. Supervision was adequate during the visit. I observed positive interactions today. I observed children having group time and singing, transitioning to outside play, and playing outdoors inside the fenced playground area. I observed developmentally appropriate materials and activities were available to the children in the classrooms. Your program was also monitored for compliance with implementing an approved curriculum as required for all four- and five-star licensed facilities where four-year-old children are enrolled. Your facility uses Creative Curriculum with Teaching Strategies Gold. The last annual compliance visit was conducted on 9/8/23. A sanitation inspection was completed 2/20/24 with a Superior classification with nine (9) demerits. The last fire inspection was conducted 8/13/24. I received a copy of this inspection during today’s visit. Program records and required postings were monitored. A fire drill was conducted on 8/27/24 at 9:30 am with forty-five seconds to evacuate thirteen (13) children and four (4) adults by K. Kelley. A shelter in place drill was documented on 5/24/24 at 9:35 am with thirty-three (33) seconds to shelter-in-place by K. Kelley. An outdoor inspection was documented on 8/20/24 by K. Kelley. Two (2) staff files including one (1) new staff file, and two (2) children’s records were monitored per DCDEE procedures. Nutrition requirements were monitored per DCDEE procedures. Storage of hazardous items was monitored today. No medications were observed nor reported. The program does not provide transportation. The following violations were cited during today’s visit: Violation Number Comment Rule 823 Toxic plants were accessible to children. I observed a Virginia Creeper vine coming through the fence onto the plyaground area. .0604(l) 840 All corrosive agents, pesticides, bleaches, detergents, cleansers, polishes, any product which is under pressure in an aerosol dispenser, and any substance which may be hazardous to a child if ingested, inhaled, or handled were not stored in a locked room or cabinet. I observed an aerosol spray can of cooking spray out on the counter of the kitchen. .2820(b) Child Care programs are expected to achieve and maintain compliance at all times and are required by NC GS 110-90(4) (d) to achieve and maintain an eighteen-month compliance history score of at least seventy-five percent. Any violation(s) documented may impact the compliance history score. You must correct the violations cited during today's visit immediately and send me documentation verifying compliance on or before Tuesday, 9/17/24. This visit was conducted by Karen Young, Childcare Consultant with Kathy Kelley, Administrator. Your program currently operates with a FOUR (4) Star license. Restrictions include 1st shift daytime care only; meets enhanced ratios; meets enhanced space. The license was observed, and the restrictions were found in compliance. The NC Secretary of State website was reviewed on 9/6/23 and BROC North Wilkesboro Head Start was listed as current and active. The program’s compliance history was 96% prior to today’s visit. All programs are required to maintain at least 75% compliance. A walk-through of the facility was completed today. Indoor and outdoor areas were observed. Staff/child ratio and space capacity were monitored as indicated on the attached worksheet. Supervision was adequate during the visit. I observed positive interactions today. I observed children playing outside on the playground, and drawing pictures of their emotions/feelings using colored crayons. I observed developmentally appropriate materials and activities were available to the children in the classrooms. Your program was also monitored for compliance with implementing an approved curriculum as required for all four- and five-star licensed facilities where four-year-old children are enrolled. Your facility uses Creative Curriculum with Teaching Strategies Gold for lesson plans. The last annual compliance visit was conducted on 9/20/22. A sanitation inspection was completed 1/31/23 with a Superior classification and thirteen (13) demerits. The last fire inspection was conducted 8/16/23. A copy of this fire inspection was received during the visit today. Program records and required postings were monitored. A fire drill was conducted on 8/31/23. A shelter in place drill was documented on 4/21/23. Ms. Kelley has an emergency drill scheduled for this month, September 2023. There was no emergency drill for the month of August 2023. The last emergency drill was in April of 2023. I discussed and gave technical assistance that the Emergency drills should be conducted as soon as possible when the children start in August. Ms. Kelley stated that she will do this going forward. An outdoor inspection was documented on 8/30/23. The Emergency Preparedness Plan for this center has not been updated since 2021. Ms. Kelly was able to go into the portal today and print the 1st page updating in September 2023. The plan has not yet been reviewed by Ms. Kelly for any changes or updates. Ms. Kelley stated she will review the plan and then discuss any changes or updates, if any, with her staff at the next staff meeting. Her concern is that she is not able to upload the plan to send to Raleigh. The location of the center is non-existent according to Google maps which prevents her from uploading the plan. Staff files and children’s records were monitored per DCDEE procedures. Two Children’s files were monitored with no violations cited. One staff file was monitored with no violations cited. I stated to Ms. Kelly to attach all the Head Start trainings to the DCDEE staff In-Service training form. I also suggested to Ms. Kelly to attach all the Health & Safety training certificates to the Health & Safety training page provided by DCDEE. Both these forms can be found on the DCDEE website under the Provider tab, and then scroll down to forms and documents, then scroll down to find each form. The forms are listed alphabetically. Nutrition requirements were monitored per DCDEE procedures. Storage of hazardous items was monitored today. No medications were observed nor reported. The program does not provide transportation. You will receive more detailed information with tasks and activities as it gets closer to your prep year. • Go to the EPR portal and review/update your EPR plan annually or you will be locked out of the portal. Print the 1st page with the date of updates and any changes, and update staff on any changes, if any, at next staff meeting. • Sanitation - Make sure you are familiar with the new sanitation rules and plan to attend one of the two (2) virtual meetings in September. • Be sure to have your sanitation clean-up committee in place and jobs are assigned per new sanitation rules. * We discissed making sure the emergency lockdown or shelter in place drills were conducted as soon as the children return to Head Start in August.
