This facility operates with a Three Star License issued January 22, 2018. The last annual compliance visit was completed June 17, 2025. A checklist was used to note the requirements monitored during the visit. J. Kearney, Owner/Operator, was present and available to assist. Three (3) children were present during the visit. The children were observed in caregiver directed activities. The caregiver interacted with the children in a positive manner. A walk-through of the facility was completed. This family child care home is licensed to serve eight (8) children. Fire drills, shelter in place/lockdown drills, and playground inspections were all current. You stated you currently do not provide transportation; however, you do meet transportation requirements. This program is owned and operated by Jacqueline Kearney, Sole Proprietor. The following violations of child care requirements were documented. Violation Number Comment Rule 930 Prior to the expiration date of the qualification letter, the child care provider did not complete and submit required forms to complete a criminal background check (a qualification letter is valid for a maximum of five years from the date of issuance). Prior to the expiration date of the qualification letter December 15, 2025, the provider did not complete and submit required forms to complete a criminal background check. G.S. 110-90.2 & .2703(n) & (o) The following violations must be corrected immediately. The letter must describe, in detail, specifically how each violation has been corrected and any supporting documents. You can mail or email me with verification of compliance regarding the violations that were documented. If you choose to mail, two signed and dated copies must be sent and received by June 24, 2026. Please be aware that any written information submitted by you regarding correction of the violations documented during today's visit is legal documentation. It is important that all information submitted be accurate and truthful. Please be aware that if it is determined that information submitted was inaccurate or willfully falsified, Administrative Action, including Revocation of the facility's license, could be issued. Therefore, it is important for you to be knowledgeable of all the licensing requirements that apply to your type of program. It is your responsibility to maintain compliance with all the applicable laws and rules always if they have been monitored or specifically discussed with you in the past. The best way for you to make sure that you meet all requirements is to periodically review the child care law and rules. Compliance History: Prior to today's visit, this facility maintained an 18-month compliance score of 100%. TECHNICAL ASSISTANCE/CONSULTATION: CAREGIVER & CHILDREN RECORDS: Verification of required information for operator form was received and the information was verified in compliance except the criminal background check. Children records were monitored and verified in compliance. CRIMINAL BACKGROUND APPLICATIONS: A New feature links criminal background applications to facilities. The training has been completed; however, the caregiver must link the criminal background check to the facility. Please remember, this information should be updated in ABCMS on an ongoing basis as staff members are hired and when their employment is terminated. This satisfies the requirement to notify the Division of new child care providers working who were hired or moved into the child care facility within five business days. Please note, the hard copy of the Change of Information form will no longer be needed or accepted. Should you need assistance please contact the Criminal Background Check Unit at 1-800-859-0829 and someone will assist you. The caregiver did not complete and submit the required information to obtain a criminal background check prior to the expiration date of December 15, 2025. Mrs. Kearney has two weeks to obtain a current qualification letter. You should contact me once the qualification letter is obtained. CLEAN WATER FOR US KIDS: The Clean Water for Carolina Kids status for lead in water is “section complete”. For the lead base paint and asbestos, the status is “section complete”. This information was verified in the clean water for US kids facility data. STAR RATED LICENSE (SRL/QRIS): This facility is choosing to meet the Classroom and Instructional Quality Pathway 2. Mrs. Kearney has been working towards meeting requirements for Pathway 2 and submitted the required information on April 30, 2026. The following information pertains to the QRIS Pathway to the Stars Classroom and Instructional Quality Pathway. Minimum licensed capacity options are required for a three-star rated license. A maximum of eight children, with no more than five children who are from birth to 5 years of age, are allowed for this family child care home. The Family and Community Engagement Foundational Practices with the one (1) additional choice and the Continuous Quality Improvement Plan for the operator were reviewed and met requirements. This family child care home uses “Planning Playtime” curriculum. The coaching and training requirement has not been met. Mrs. Kearney has an NCFCC or equivalent and completion of at least 6 semester hours in ECE/CD with 30 years of early childhood work experience. This was verified and meets three-star education requirements. The information provided and observed appears to meet Three Star requirements for pathway two (2). However, the coaching and training requirement should be met. Once completed, you should contact me to process your rated license. PROVIDER DOCUMENTS/FORMS: You should visit the website often to ensure you’re using all updated forms. You can find the application for a Rated License and all required forms are hyperlinked. All requirements must be included if you choose to use any of your own forms electronically or hard copy. Child care rules were updated effective July 1, 2025.
