A checklist was used to note the requirements I monitored today. Upon arrival Ms. Williams, Lead teacher greeted me and contacted Ms. Simmons, Administrator, who stated she would be at the facility within thirty minutes. The Administrator arrived and assisted with the visit and signed the documentation. Prior to the visit the corporation status of Telamon Corporation was currently active using the Secretary of State website. This program currently operates with a five -star license issued December 6, 2017. Please be reminded to have all the staff’s education sent to WORKS to be evaluated. The hold harmless has been extended until further notice. I monitored the indoor and outdoor environments for compliance with child care requirements. Staff/child ratios, supervision, use of space and capacity were monitored for compliance. The permit, sanitation, evacuation, safe arrival, and departure procedures, first aid chart, menus, activity plans, daily schedules, emergency care plan, emergency telephone numbers, staff records, and summary of NC Child Care Law, were posted at the time of the visit. The storage of medication and hazardous products was also monitored for compliance. Prior to the visit I received your staff and training worksheets. Your signature on these forms will serve as verification that the information provided is accurate. A random selection of children’s files and staff files were reviewed, and the children’s record worksheet was completed. NC Pre-K During today’s visit, I monitored one classroom for NC Pre-K requirements in section .3000 of the child care rules. The center uses Creative Curriculum and completes the Teaching Strategies Gold checklist to document the evidence of children’s ongoing process. The checkpoints are completed three times a year during the fall, winter, and spring. A parent teacher conference is held three times a year or more if needed. The classrooms operate from 8am-2:30pm. Newsletters are sent home monthly which include information on current themes, activities, and upcoming events. The last rating scale assessment overall score received was 5.24. Upon arrival the children were observed in the morning group time and later playing outside on the playground. The theme in the lesson plan was buildings. The lunch menu for today consisted of spaghetti with meat sauce, salad, ½ banana, and milk. Your last fire drill was completed 1/30/25 and your monthly playground inspection was dated 1/31/25. Your last EPR drill was a shelter-in-place dated 2/3/25. I reminded you an EPR drill must be completed every three months and to keep all documentation on file for review. Your last fire inspection expired 1/18/24 and your current fire inspection was dated 1/27/25. A violation was documented for the expired fire inspection. Your last sanitation inspection was completed 9/19/24 with a superior rating. Please contact Environmental Health and your local fire inspector within 30 days of the due date to request an inspection to be completed. Once your inspections have been completed mail or email them to me. I recommend that you place your due dates on a calendar or spreadsheet to help you maintain compliance. One violation was documented and corrected during the visit. Violation Number Comment Rule 106 Operator has not scheduled and obtained a fire inspection within 12 months of the previous inspection. Operator did not submit the original approved report to DCDEE within one week of the inspection visit on a form provided by the Division. Therefore, it is important for you to be knowledgeable of all of the licensing requirements that apply to your type of program. It is your responsibility to maintain compliance with all of the applicable laws and rules at all times. The best way for you to make sure that you are meeting all requirements is to periodically review the childcare law and rules. Technical assistance regarding the following items were reviewed with you today. Today I reviewed with you the annual fire inspection must be completed prior to the previous inspection expiration date. You stated you understood, and you would make sure you contact the fire inspector prior to the expiration date in the future. The violation was documented and has been corrected as of 1/27/25. All flexibilities expired, except for the flexibilities related to the star rated license. I reminded you that the health and safety training courses have been relocated from Pro-Solutions to Moodle on the DCDEE website and they are free of charge. I discussed various other training resources, including those online and in-person. Remember continuing professional development training provides you and your staff with the knowledge and skills needed to provide a quality child care program. Please be reminded that the health and safety training courses are required to be completed every five years. CBC Provider Portal Technical Assistance & Notification to the Division of New Hires or Residents Technical Assistance Guidance As stated in G.S. 110-90.2 & .2703(r) child care operators are to notify the Division of any new child care providers working who were hired or moved into the child care facility within five business days. The process of notifying the Division has changed and is now captured in ABCMS. This change has been in effect since February 2024. Effective immediately, you will need to obtain a Business NCID and complete Provider Portal training in Moodle at https://www.dcdee.moodle.nc.gov/course/view.php?id=119. No action is needed on your part if you have completed the reference training and are currently using the ABCMS Provider Portal to update information regarding new hires or residents. Once the training has been completed and access has been given, you must verify your facility roster to ensure current staff are noted on the roster. This information should be updated in ABCMS in an ongoing basis as staff members are hired and when their employment is terminated. This satisfies the requirement to notify the Division of new child care providers working who were hired or moved into the child care facility within five business days. The group size, supervision, ratio, capacity and approved space were in compliance. The restrictions, license and emergency care plan were posted. First Aid/CPR, storage of hazardous materials and the NC Child Care Summary of the Law was posted. I monitored the program requirements, furnishings and equipment, outdoor area, and medications. Upon arrival there was one classroom of children who were observed inside their classrooms in group time with their teacher. Later the children were observed playing in activity areas inside their classroom. The theme of the lesson plans was friendship. The lunch menu for today consisted of turkey sandwich with lettuce, tomato, and cheese, honey dew, and milk. The program currently operates with a five- star license issued December 6, 2017. The Administrator was not present. This is a one classroom head start facility that utilizes an off-site administrator. The visit was conducted with the Lead Teacher. The last annual compliance visit conducted at the center was on February 15, 2023. A fire inspection was completed at the center on November 10, 2022. On September 27, 2023 the center completed a Sanitation Inspection. A Superior classification with two demerits was received. The last fire drill was documented as conducted on October 26, 2023 at 9:55am. The log reflected that it took one minute and 15 seconds to evacuate. The facility has not conducted a shelter-in-place or lockdown drill this school year. The most recent shelter in place drill was conducted on March 8, 2023. They were closed from the end of May until the end of August. The last outdoor inspection was documented as completed on September 29, 2023. The requirements monitored today included supervision, staff/child ratios, CPR and First Aid, special training, storage of hazardous substances, medication storage, adequate/approved space, program records, license posted and permit restrictions. Children were observed participating in free play, teacher-directed activities, and participating in group time. Teachers were observed interacting with children while they played. Age appropriate materials and equipment were accessible to the children. No new staff have been hired since the annual compliance visit. Therefore, the staff files were not monitored today. The violation observed during today's visit was discussed with you even though the handwritten visit summary was used. The following violation was documented during today's visit. The most recent shelter-in-place or lockdown drill was conducted on March 8, 2023. .0604(u);.0302(d)(8) Child care licensing requirements were established to ensure a safe and healthy child care environment. Therefore, it is important for you to be knowledgeable of all the licensing requirements that apply to your type of program. It is your responsibility to maintain compliance with all the applicable laws and rules at all times. The best way for you to make sure that you are meeting all requirements is to periodically review the child care law and rules. I explained that you have access to the on-line version of the Child Care Rule Book, as well as a hard copy of the rules. I recommended that you visit the Division of Child Development's website (www.ncchildcare.nc.gov) on a regular basis to find out what's new in childcare. You could also find any needed Child Care forms by going on the web site and clicking on the "Provider" tab and then clicking on the "Provider Documents" tab. The health and safety trainings must be completed every five years. The health and safety trainings have now been relocated from Pro-Solutions to Moodle on the DCDEE website and remain free of charge. I encouraged you to use the Health and Safety tracking log to ensure all topics are covered. I noted that both Medication Administration and Recognizing and Responding to Suspicions of Child Maltreatment are part of this series. The hold harmless state of Rated License Assessments has been extended, however you may request to have your rated license reassessed at any time. We discussed that your facility is in Cohort 1 for resuming rated license reassessments. Your planning year began on July 1, 2023. Your reassessment will be conducted in 2024. Therefore, it is imperative that you and your staff ensure all education information is updated in the WORKS database. The North Carolina Rated License Assessment Project’s website (www.ncrlap.org) has a wealth of information regarding planning year assessments and preparation for your reassessment, if you plan to request them for the Rated License Reassessment. You stated today that you might be interested in having a preparation year assessment. I asked that you contact me when you are ready to request the assessment. We also discussed that the Governor lifted the State of Emergency related to COVID on August 15, 2022. With the lifting of the State of Emergency COVID signage is no longer required. You may take down the Health and Safety certificate issued at the beginning of the pandemic, as well as any other door signage related to COVID. Pursuant to GS 110-90(1a) the Division establishes an annual fee for licensed child care facilities. The invoices for the fees are assessed based on your licensed capacity and mailed after the 1st of November every year. You will only receive one invoice and payment is due in FULL within 30 days. Please closely monitor your mail and be on the lookout for your invoice. If you have not received your invoice by November 15th you should contact the Division at 1-800-850-0829. Please don’t delay making your payment and be aware that Payment Plans are NOT available. In addition, please be aware that failure to pay a license fee within 30 days of receipt will result in late charges. If payments are made late and late charges are applied, the fee as well as the late charge must be resolved. Please be reminded that, failure to pay a license fee could also result in the facility's child care license being revoked. All violations must be corrected immediately. Please send me a compliance letter (written statement) describing how and when the above violations were corrected. The compliance letter must be received no later than November 14, 2023. The compliance letter may be sent to me via email, if you do not have access to email, please ensure that your compliance letter is mailed in a timely manner and that you allow for delays with the mail service. If your compliance letter is mailed, a handwritten signature must be included. Contact me if you have questions regarding correction of the violations documented during today’s visit. If you are unable to correct all violations within the specified timeframe please submit a request for an extension as soon as you determine you will not meet the imposed timeframe. This request should include a specific plan to correct the remaining violations and any time frames needed. This request will need to be approved by DCDEE management. A follow up visit may be conducted in the near future to verify compliance with violations documented during the visit.
