Your program currently operates with a 5-Star license effective October 16, 2023. Childcare Consultant, Tammy Ross assisted with today's visit. The center's compliance history was reviewed with the operator. The program’s compliance history was ninety-eight (98%) percent as of March 26, 2025. The license was posted, and the restrictions were in compliance. The most recent sanitation inspection was conducted on February 19, 2025, with a superior rating. The most recent fire inspection was conducted on October 15, 2024. There are eight (8) approved indoor spaces and one (2) approved outdoor spaces. Sixty (60) children between the ages of three (3) and five (5) are enrolled and fifty-three (53) children were present today. A walk-through of the facility was completed today. All approved indoor and outdoor spaces being used by the children were observed. Indoor spaces are arranged into activity areas that include but are not limited to language, blocks, art, math, science, sensory, dramatic play, and manipulatives. A variety of age-appropriate learning materials were observed in each classroom. The attendance for each classroom was accurately completed. Daily schedules and activity plans were available for each group of children. The theme for this week was, “farm” and there was evidence in the classroom of the activities being completed related to the theme. NC PreK children in spaces 110 and 113, and exceptional children in space 114 were observed outside playing in fenced area. The children were observed playing with balls, riding toys, sliding, sand play, block, rock climbing, swinging, and exploring the outdoor area for “four leaf clover.” NC PreK students in spaces 111 and 115 were observed participating in free choice activities. Free choice activities included playdough, drawing with markers, Legos, magnetic shapes, sand play, trucks, dramatic play, science, playing games, exercise bike, reading books, and dramatic play. NC PreK students in space 112 were observing group time – they practiced the sounds of the letters, talked about the meaning of certain words, and also talked about the book they are reading this week, entitled, “Plant the Tiny Seeds.” I also observed some children complete handwashing routines and prepared for lunch. Lunch consisted of popcorn chicken, honey yeast roll, corn, applesauce, and milk. Staff/Child ratios were in compliance and all children were adequately supervised. Good interactions were observed between caregivers and children. Health and Safety trainings and the Shaken Baby and Abusive Head Trauma Policy were monitored today, and requirements were met. Violation Number Comment Rule 428 A current activity plan was not posted for each group of children for reference. IN classroom #114, the date was changed on the activity plan and there was no evidence that the curriculum was being followed. Due to the recent impacts of Hurricane Helene and other natural disasters, the Clean Classrooms for Carolina Kids™ enrollment deadline has been revised statewide, and schools and child care facilities that have not yet enrolled should complete the online process by May 31, 2025. The lead-based paint and asbestos enrollment surveys must be completed for ALL schools and child care facilities within school districts prior to receiving on-site inspections. Your facility’s status, according to the Clean Classrooms for Carolina Kids website, shows the following: • Water Testing-Completed on February 19, 2021. Childcare Consultant, April Bosse, assisted with today’s visit. Your program currently operates with a 5-Star license effective March 15, 2019, earning seven (7) points in the education component, seven (7) points in the program standards component, and one (1) quality point for a programmatic option. The center's compliance history was reviewed with the operator. The program’s compliance history was one hundred (100) percent as of March 20, 2024. The NC Secretary of State website was reviewed on March 20, 2024, and Carteret County Public School Foundation was listed as current-active. The license was posted, and the restrictions were in compliance. Administrator, Kimberly Hughes, was available for consultation during the visit. There are eight (8) approved indoor spaces and two (2) approved outdoor spaces. Sixty (60) children between the ages of three (3) and five (5) are enrolled and fifty-two (52) children were present today. At least five (5) activity areas including language, blocks, manipulatives, dramatic play, and art were available in your classrooms. Age-appropriate materials and activities were provided for all children. All children were appropriately supervised. Daily schedules were available for each group of children. Activity plans were observed posted in each classroom. Space one (1) is used as a therapy room. Today there was one therapist and one child in the room cleaning up after their session. Preschool children in Space two (2) entered the classroom from outdoor play, washed hands, and sat for group time singing songs together. Children in Space three (3) were engaged in activity areas in a farm sensory table, blocks, and a farm center. Children in Spaces four (4) and five (5) were outside in the learning area running with each other, swinging on swings, playing in the sandbox, and pushing wheelbarrows. Children in Space six (6) were pretending to work at a restaurant, sorting colors, and making face art with stamps and crayons. Children in Space seven (7) were engaged in circle time singing and dancing and then engaged in activity areas with art, counting, and farm activities. Lunch served today consisted of chicken tenders, fries, applesauce, and milk. Health and Safety trainings and the Shaken Baby and Abusive Head Trauma Policy were monitored today, and requirements were met. NC Pre-K Site Monitoring Tool: The NC Pre-Kindergarten Program (NC Pre-K) Site Monitoring Tool had not been completed by the NC Pre-K Agency during the facility’s annual compliance visit conducted on October 9, 2023. The NC Pre-K Site Monitoring Tool was completed October 30, 2024, and reviewed today. One violation was observed today and corrected during the visit. Violation Number Comment Rule 536 Formula and other beverages which require refrigeration were not identified for each child or properly refrigerated. A bottle of formula in Space 7 which required refrigeration was not identified for one child with a name and date. 15A NCAC 18A .2804(d) Child Care programs are expected to achieve and maintain compliance at all times and are required by NC GS 110-90(4) (d) to achieve and maintain an eighteen-month compliance history score of at least seventy-five percent. Any violations documented may impact the compliance history score. Any violations documented must be corrected immediately. A compliance letter is not needed as the violation was corrected during the visit. Technical Assistance: Labeled Bottled Beverages: Today we discussed ensuring that all beverages that enter your classroom and are stored in the refrigerator are labeled with that child’s name and the date it was received. All human milk, formula, and other bottled beverages, including beverages in sippy cups, that are sent from home shall be fully prepared and labeled with the date received at the child care center and the name of the child to whom the milk, formula, or beverage belongs before being brought to the child care center. All human milk, formula, and other bottled beverages shall be sent home with the child whose name is on the label or discarded at the end of each day. Formula and other beverages that require refrigeration, baby food that has been opened, and human milk shall be labeled with the name of the child to whom the beverage, baby food, or milk belongs and shall be refrigerated at 45 degrees Fahrenheit or below. A few tips: • All three section enrollment surveys (lead in water, lead-based paint, and asbestos) must be completed by May 1, 2024 • Work on the enrollment surveys one section at a time to prevent duplicate data entry • Complete the enrollment for the asbestos section and the lead-based-paint section close together.
