You, Wanda Joyner, Owner, were present for consultation during the visit. Your program currently operates with a 4-Star license, issued July12, 2022. The facility’s compliance history was reviewed with the operator. The program’s compliance history was ninety-seven (97) percent as of February 6, 2026. Restrictions on the permit include 1st, 2nd, and 3rd shift care, a maximum of five (5) preschool children cared for at any time, and outdoor play is limited to fenced area. The license was posted, and the restrictions were in compliance. A walk-through of your facility was completed today; all indoor and outdoor areas were monitored. Four (4) children between ages zero (0) and seven (7) are enrolled and two (2) were present today. The indoor space was a safe environment, and a variety of activities were available for the children. All children were adequately supervised. Appropriate toys and materials were observed in the childcare area. A bathroom is in close proximity to the childcare space. Upon arrival at your facility the children were preparing for lunch. Lunch consisted of spaghetti, corn, blueberries, and milk. After lunch the children prepared for rest time. Each child had an individual mat with individual linens. Routine toileting, handwashing, food service, and mat spacing were monitored, and requirements were met. During today’s visit, children were adequately supervised and you were actively engaged with them. The outdoor space had a variety of gross motor equipment including hula hoops, lawn mowers, tricycles, scooters, balls, wagons, trucks, cars, blocks, a sand box, and a dramatic play area. The facility’s Shaken Baby and Abusive Head Trauma, Safe Sleep Policies, and safe sleep checks were reviewed, and requirements were met. Violation Number Comment Rule 1847 A child care operator did not notify the Division of any new child care providers, as defined in G.S. 110-90.2(a)(2), who were hired or moved into the child care facility within five business days. The child care operator has not obtained a business ID nor completed the ABCMS Provider Portal training. A webinar will be scheduled later this month to share the implementation plan and will also provide resources that can assist you with understanding the new rules. Your family childcare home currently operates with a 4-star license issued July 12, 2022. The facility’s last annual compliance visit was conducted on August 17, 2023. The family child care home’s compliance history was reviewed with the operator. The program’s compliance history was ninety-eight (98) percent as of August 13, 2024. Restrictions on the permit include 1st, 2nd, and 3rd shift care, a maximum of five (5) preschool children cared for at any time, and outdoor play is limited to the fenced area. You, Wanda Joyner, were present and available for consultation during the visit. Two (2) children between the ages of five (5) and seven (7) are enrolled and zero (0) were present. All spaces used by the children, indoors and outdoors, were monitored. Ms. Joyner has a room set up exclusively for childcare. Upon arrival at your facility, you were seated in the childcare space. You reported that no children were present today. Observations of children will take place at your next facility visit. The outdoor space had a variety of gross motor equipment including hula hoops, lawn mowers, tricycles, scooters, balls, wagons, trucks, cars, blocks, a sand box, and a dramatic play area. Today all children files were monitored. Health and safety trainings were monitored, and requirements were met. Your facility’s safe sleep policy was monitored; however, safe sleep checks were not, because currently there are zero (0) infants enrolled. Today, you completed a copy of the FCCH Operator’s Statements of Responsibility and the Verification of Required Information for Operator and Additional Caregivers Form. You are required to complete ten (10) ongoing training hours per year, and you have completed 23.5. You have five (5) ongoing training hours that you may carry forward towards next year’s ongoing training hours. Items labeled “Keep out of reach of children” with no other warnings must be stored at a minimum of five feet off the floor. Hazardous cleaning supplies, including those kept under pressure in an aerosol can, as well as medications must be kept in locked storage. The definition of locked storage requires that the lock be unlocked with some type of device such as a key or combination. Regular childproofing locks do not meet this requirement. Ensure that all cleaning supplies and other items labeled “Keep out of reach of children” are kept inaccessible while children are in care. Today I suggested you keep all of your personal medications in locked storage and not near the childcare space. Emergency Drills: Fire drills shall be practiced monthly, and records shall be maintained as required. Records of monthly fire drills documenting the date and time of each drill, the length of time taken to evacuate the home, and the signature of the person who conducted the drill shall be available for review. Lockdown or shelter-in-place drills should be practiced at least every three months as part of your facility's EPR plan. These drills should be documented on the Emergency Drill Record. Frequent practice will allow you and the children to be familiar with the steps to take to keep everyone safe in an emergency. Today I suggested you plan the dates and times of your drills in advance and use calendar reminders to ensure they are completed at least every three months. Today, you reported that you have conducted fire drills, shelter in place, and lockdown drills; however, you could not find the find the emergency drill records for me to verify. I suggest you file all program records together in one (1) notebook to help ensure you can find them. FCCH-ITS-SIDS Training Family child care home operators licensed to care for infants 12 months and younger must: Complete the ITS-SIDS training within 12 months prior to applying for a family child care home license. Complete the ITS-SIDS training again no more than 3 years from the completion of previous ITS-SIDS training. Currently you have zero (0) infants enrolled, and today you reported that you are enrolled for an ITS-SIDS training on August 14, 2024. Water, Lead, and Asbestos Testing: Facilities should have been enrolled before May 1, 2024. State funds for mitigation are available through 2026, however, funds are limited so we recommend enrolling as soon as possible. You can work through the program in the way that works best for your facility. A few tips: • All three section enrollment surveys (lead in water, lead-based paint, and asbestos) must be completed by May 1, 2024 • Work on the enrollment surveys one section at a time to prevent duplicate data entry • Complete the enrollment for the asbestos section and the lead-based-paint section close together. They have similar questions, and if onsite visits are needed, they can be coordinated across these two program sections. As we discussed today, your facility’s previous water testing is valid for three (3) years. Please ensure that your facility is registered for lead-based paint and asbestos. The Current Operations Appropriations Act of 2021 (PDF) appropriated $20 million in nonrecurring funds to provide grants for child care facilities including NC Pre-K classrooms, child care centers and family child care homes in response to the COVID-19 pandemic, particularly in child care deserts and low-performing and high poverty districts. These Early Care & Learning Expansion and Access Grants shall be one-time awards (up to $125,000) to assist with new or expanded high-quality child care initiatives as follows: 1. start-up costs associated with establishing new licensed or regulated child care facility. 2. quality improvements for existing licensed or regulated child care facilities that increase the classroom or facility's capacity or upgrade its star rating; or 3. capital improvements or renovations to existing licensed or regulated child care facilities, including adding or upgrading outdoor play and learning environments or increasing a facility's total capacity.
