Your program currently operates with a 5-Star license issued March 1, 2021. Childcare Consultant, Tammy Ross, assisted with today’s visit. Due to travel time, we arrived at your facility at 9:17am The last annual compliance was conducted on January 11, 2024. The sanitation inspection was completed November 20, 2024, with a “Superior” classification. The last fire inspection was conducted on June 4, 2024. Your facility was approved for 1st shift care and the facility meets enhanced ratios and enhanced space. The center's compliance history was reviewed with the operator. The program’s compliance history was ninety-six (96) percent. The NC Secretary of State website was reviewed on December 12, 2024, and Coastal Community Action, Inc., was listed as current-active. There are nine (9) approved indoor spaces and three (3) approved outdoor spaces. One hundred and thirty-five (135) children were enrolled, and one hundred and seventeen children (117) children are present today. At least five (5) activity areas including language, blocks, manipulatives, dramatic play, and art were available in your classrooms. Age-appropriate materials and activities were provided for all children. A walk-through of the facility was completed today. All indoor and outdoor areas were monitored. Daily schedules and activity plans were observed posted in all classrooms. Preschool children assigned to indoor spaces #1, #7, and #8 were engaged in a variety of free play activities which included playdough, drawing with markers, Legos, magnetic shapes, cutting and gluing construction paper, sand play, bristle blocks, trucks, large colored blocks, cooking, and writing letters. Preschool children assigned to indoor spaces #3, #4, #5, and #6 were observed in the outdoor spaces. Children in the outdoor spaces were riding scooters and tricycles, playing in the shade covered sand box with sand toys, climbing, sliding, and running, and playing musical instruments. Staff/child ratios were maintained in all classrooms. All children were adequately supervised, and caregivers and children interacted in a positive and appropriate manner. NC Pre-K Monitoring: This facility has a NC PreK classroom, space #9. NC Pre K students were also observed participating in free choice activities. I observed children making a Christmas wreath with magazine cut outs. NC Pre-K Requirements were monitored today. The program follows the Craven County School calendar, the length of the day meets requirements, and all staff meet education requirements. The Creative Curriculum has been implemented and the assessment tool, Teaching Strategies Gold, is in place. Three formal assessments with parent conferences are scheduled throughout the school year. Portfolios are maintained and were available for review. All required screenings were completed at the beginning of the year. The NC Pre-Kindergarten Program (NC Pre-K) Site Monitoring Tool is complete and available for review. Health and safety trainings were monitored, and requirements were met. Today you reported that you currently are not providing transportation. Today, you provided me with a Preservice Administrator Form and an updated Legal Designee Information Form for your facility’s new administrator. It will be submitted with this annual compliance visit paperwork. Violation Number Comment Rule 805 Fire drills were not practiced monthly and/or the drill record was incomplete. An incident log must be cumulative, maintained in a separate file, and be available for review by a representative of the Division. This log shall be completed on a form provided by the Division. You may access and use the incident report and incident log forms by visiting the DCDEE website ncchildcare.ncdhhs.gov, looking under the Provider tab for Provider Documents and Forms, and then selecting Incident Report or Incident Log. Fire Drills: Fire drills shall be practiced monthly, and records shall be maintained as required. Records of monthly fire drills documenting the date and time of each drill, the length of time taken to evacuate the building, and the signature of the person who conducted the drill shall be available for review. Today I suggested marking a date on your calendar so that you can ensure that a fire drill is performed monthly. It may also help to plan these drills for different times of the day so children and staff can be prepared to evacuate no matter activity or routine is taking place. CPR/FA-All staff must obtain: For the health and safety of the children, all staff members are required to obtain CPR and First Aid certification and keep it current. Renewing this certification is crucial for staff to be refreshed in first aid and other lifesaving techniques as well as receive the most up to date information. I suggest you set a reminder on your calendar to keep track of expiration dates and/or seek out training from additional approved agencies when staff is not able to attend courses offered locally or at the facility. 2024 Annual License Fees: Invoices were emailed to the facility addresses on file by November 30, 2024. Online payments will be due by December 31, 2024. Annual Immunization Report: The reporting period for child care immunizations is now open. Reporting for 2024-2025 has been extended due to Hurricane Helene. Children have a grace period from requirements until November 30, 2024, and reports will be accepted until January 15, 2025. QRIS Update: Starting on February 1, 2025, the ECERS-3, ITERS-3, and FCCERS-3—also known as the "3s"—will be used for DCDEE environment rating scale assessments. The DCDEE and the North Carolina Rated License Assessment Project (NCRLAP) are collaboratively working on preparations for the transition to the third editions. These third editions come with a spiral binding at the top, replacing the current revised editions. Updated COVID and Flu Vaccines: As seasonal respiratory illnesses surge, NCDHHS is urging people to get tested and seek treatment early to prevent severe illness. The latest data show high numbers of people being seen in hospital emergency departments with respiratory illness symptoms across North Carolina. People with mild symptoms should seek testing and treatment from their regular health care provider, urgent care, or a telehealth provider, rather than going to the emergency department during this spike in COVID-19, flu, RSV, and other respiratory illnesses. Your program currently operates with a 5-Star license issued March 1, 2021. The last annual compliance was conducted on January 17, 2023. The sanitation inspection was completed November 1, 2023, with a “Superior” classification. The last fire inspection was conducted on June 9, 2023. Your facility was approved for 1st shift care, and the facility meets enhanced ratios and enhanced space. The center's compliance history was reviewed with the operator. The program’s compliance history was ninety-four (94) percent. The NC Secretary of State website was reviewed on January 11, 2024, and Coastal Community Action, Inc. was listed as current-active. One hundred thirty-four (134) children, between the ages of three (3) and five (5) years old are enrolled and one hundred fourteen (114) were present today. There are nine (9) approved indoor spaces and one (1) approved outdoor space. At least five (5) activity areas including language, blocks, manipulatives, dramatic play, and art were available in the classroom. Age-appropriate materials and activities were provided for all children. Young preschool children were observed in group time, free play activities, and outdoor activities. Group time activities included singing classroom rules, weather watcher activities, and group discussions about thunderstorms and outside clothing. Free play activities included magnetic shapes, puzzles, tractors, tools, cooking legos, people, taking care of baby dolls, writing letters, gluing, lock manipulatives, listening to the inside of large shells, brick block building, animals, counting bears, and reading books. Children in the outdoor space were riding, climbing, skipping, and jumping. Older preschool children assigned to the NC Pre-K classroom were engaged in a variety of activities which included sand play, painting and gluing winter pictures, magic connectors, building with wooden blocks, writing, drawing, and spaceship and astronaut play. All staff members were actively engaged with the children. During transitions, toileting and handwashing procedures were monitored, and requirements were met. The outdoor space had a variety of gross motor equipment including a small rock climber, small lighthouse climber with two (2) slides, stationary kiddie kopter, two (2) small basketball goals, medium climber with three (3) slides, gears, and stairs, basketballs, soccer balls, hula hoops, tricycles, and riding cars. Other activities in the outdoor space included a large, covered sand box, a playhouse, and a large covered dramatic play area.
