C. Glover, director, was present and assisted with the visit. Currently, this center operates with a Three-Star License issued May 23, 2017, earning four (4) points in the Education Component, two (2) points in the Program Component and one (1) Quality point. The last Annual Compliance visit at this center was completed February 25, 2025. The last sanitation inspection was completed December 4, 2025 earning a “Superior” rating. The last fire inspection was completed on February 18, 2026 and the facility was approved for daytime care only. Children were observed engaging in group time reviewing days of the week, activity center play, infant feeding, outdoor play and lunch time. Observed interactions between children and teachers were positive and nurturing in nature. FACILITY PROFILE This facility is owned by Kidz Place 2 Bee, Inc. The corporation listed as owner of this facility is documented as current and active in the Secretary of State Database and is required to remain so per child care rules. I reviewed contact information for the owner and the facility with you and you verified the current information listed with DCDEE remains correct. The following violations of child care requirements were documented. Violation Number Comment Rule 125 Daily records of arrival and departure times for children at the center were not maintained as children arrive and depart and/or were not made available for review. There were several missing arrival/departure times and signatures for space #5 and #6. 10A NCAC 09 .0302(d)(4) The violations documented above must be corrected immediately. A signed and dated letter of compliance can be mailed or emailed to me and must be received by March 4, 2026. If mailing, you must submit two (2) signed and dated copies. My mailing and email addresses are noted at the bottom. The letter of compliance must detail how you plan to maintain compliance in the future in addition to how it was corrected. Please be aware that any written information you submit regarding the correction of the violation is legal documentation. Therefore, it is important that all submitted information is accurate and truthful. If it is determined that submitted information was inaccurate or willfully falsified, an Administrative Action, including Revocation of the facility’s license could be issued. COMPLIANCE HISTORY Prior to today’s visit your compliance history was 99% over an eighteen (18) month period. STAFF RECORDS I monitored two (2) new staff records and ten (10) percent of remaining staff records. No violations were documented. CHILDREN’S RECORDS I monitored ten (10) percent of children’s records and no violations were documented. PROGRAM RECORDS I observed several missing arrival and departure times for spaces #5 and #6. Spaces #5 and #6 share a sign in/out sheet for the group of preschool and school age children that share the space. The space may be separated by a partition. Child Care Rules require that arrival and departure times be noted as they occur and not later in the day or evening. Should parents fail to do so staff may sign children in or out and note their initials or signature. This item was discussed as technical assistance during the last visit. TECHNICAL ASSISTANCE & REMINDERS Technical assistance given regarding having staff observe their centers and work on increasing numbers and types of blocks for use by children. Also ensuring that each space has a music center, enough books, and enough equipment and play items in the dramatic play areas. Each center must have enough items for at least three (3) children to play there at one time. Discuss with staff that create activity plans for the infant group that there must be four (4) different activities noted for each day that stimulate some of the five (5) developmental domains. These activities must be age appropriate. A copy of the infant/toddler activity plan found on the DCDEE website, noted below, under “Provider Documents” for reference. At least weekly children must have the opportunity to engage in play with music and rhythm, science and nature, and sand or water play while in attendance. Items discussed as technical assistance may warrant a violation if observed out of compliance. Late last year DCDEE was excited to announce partnerships with 16 North Carolina colleges and universities to establish Child Care Academies, intensive early childhood career preparation programs designed to help address staffing shortages in our field. These partnerships are now well underway, and many Child Care Academies are accepting applicants for upcoming sessions. We invite you to share these opportunities with members of your community who are interested in establishing themselves as early childhood educators. Because this initiative is funded by the federal Preschool Development Grant, there is no cost to program participants. The one at Nash Community College begins April 20th and June 1st. OUTDOOR ENVIRONMENT While monitoring the playgrounds I observed at least three (3) ant hills on the far end of the large playground. Two (2) large ant hills were marked with a cone. Pests, such as ants, create a chance for children to be bitten by them. I recommend having the areas treated while children are not in care and checking for new ant hills frequently. That way they can be contained before becoming a large problem. ENVIRONMENTAL RATING SCALES You were reminded that the hold harmless state has been extended. Therefore, programs that were in cohorts 1 and 2 do not have to proceed with the Environmental Rating Scale assessments (ERS). ERS is voluntary at this time, and you will be notified when this changes. TECHNICAL ASSISTANCE & REMINDERS Continue to ensure that the children are signed in and out as they arrive and depart. Rules require that all arrival and departure times be documented as they occur. Remember that if parents fail to sign in and out the staff may do so and note their name/initials. If you like to note who drops off or picks up a child noting “mom” or “dad”, etc. by the staff’s name is one way to do so. These items may warrant a violation if not kept in compliance with child care rules. North Carolina child care administrators can now view and edit their facility’s staff roster in ABCMS, the DCDEE’s criminal background check system. Provider Access to ABCMS allows administrators to: See the real-time background check status of staff members, run a printable report of the staff roster to assist with compliance visits, and see new background check applicants and add to staff roster. To get started, complete the ABCMS Child Care Provider Portal Training in Moodle which consists of a video tutorial followed by a few questions. Effective this month centers must use their business NCID, or create one, and complete the above-mentioned training. Then providers must verify their facility roster to ensure current staff are noted on the roster in ABCMS and update as new staff are hired. This satisfies the requirement to notify DCDEE of new child care providers hired within five (5) business days. Currently, this center operates with a Three-Star License issued May 23, 2017, earning four (4) points in the Education Component, two (2) points in the Program Component and one (1) Quality point. The last Annual Compliance visit at this center was completed March 29, 2023. The last sanitation inspection was completed December 7, 2023 earning a “Superior” rating. The last fire inspection was completed February 26, 2024 and the facility was approved for daytime care only. You confirmed that the program does not administer medication during operating hours outside of diaper creams. Children were observed engaging in group time reviewing days of the week and the alphabet. Children also participated in teacher director writing activities and a session with a visiting music teacher. Interactions between children and teachers were positive and nurturing in nature. The staff person hired 2/14/23 completed the health questionnaire and emergency information forms on 1/11/23 and should have updated these forms prior to or before 1/11/24. The forms for this staff person were completed 1/19/24. ENVIRONMENTAL RATING SCALES You were reminded that this facility is in cohort one related to resuming the environmental rating scales (ERS). This means that the preparation year for your facility began July 1, 2023, through June 30, 2024. The assessment year begins July 1, 2024, through June 30, 2025, and the program must complete the rated license assessment process during that year. While your program does not participate in the ERS the license must still be reassessed. You may visit the North Carolina Rated License Assessment Project (NCRLAP) website for information related to quality child care and if you are ever interested in completing an ERS assessment. Ensure that all new and current staff have submitted all education to DCDEE WORKS for evaluation prior to the rated license assessment to ensure the maximum amount of education points. TECHNICAL ASSISTANCE & REMINDERS Technical assistance given regarding monitoring the metal spikes used to secure the black plastic border surrounding the play equipment on playground #2. If they begin to slowly protrude, they must be secured back in to place so they don’t pose a hazard. I recommend having age-appropriate books within reach of children in the classroom used for infants. I observed books in a cabinet that can only be accessed by teachers. Ensure that there are four different activities daily and a gross motor activity noted on activity plans that can be completed in or outdoors. There should always be enough materials in each activity center for three (3) children to use in classrooms serving children who are three (3) years old and older. The Clean Water for Carolina Kids program is expanding to the Clean Classrooms for Carolina Kids program. This is a legislatively mandated effort to address lead and asbestos hazards in North Carolina public schools, licensed child care centers, and licensed family child care homes. Participation allows facilities to meet all rule requirements for identified lead and asbestos hazards, as required by law. Rules 10A NCAC 41C .1001 through .1007 require all programs to be free of lead and asbestos hazards. RTI is coordinating all the lead in water, paint and asbestos testing and remediation. There are webinars that child care providers can watch to get instructions. Go to https://www.cleanwaterforuskids.org/en/carolina/ for more information. Currently operating child care facilities are required to test for lead in paint and asbestos once unless the consultant notes a concern during a visit and refers the program to environmental health. All existing licensed programs must complete the application summary for their program regarding lead paint and asbestos by May 1, 2024. The application is on the following website: https://www.cleanwaterforuskids.org/en/carolina/. The rule requires all licensed child care centers to test all drinking water faucets and food preparation sinks for lead contamination once every three years. Your facility tested in October 2020 and should re-test immediately if you did not do so last year. A violation may be warranted during the next visit if not completed.
