This facility operates with a Three (3) Star License issued December 21, 2021, earning four (4) points in Program Standards, three (3) points in Staff Education, and one (1) quality point. The last sanitation inspection was completed on October 3, 2025 earning a “Superior” classification. The last fire inspection was completed on December 3, 2024 and was approved for day time and night care. The center's last annual compliance visit was on November 19, 2025. M. Vaughan, Owner, was present and available to assist. Thirteen (13) children age ranging zero (0) to three (3) years of age were present. Children were observed in free choice play, teacher directed activities, toileting and hand washing routines, and lunch. Lunch consisted of fish sticks, corn, pineapples, and milk. All interactions with staff and children were positive and nurturing. You stated you do not provide transportation. I used the Annual Compliance Monitoring Checklist for Child Care Centers and the Child Care Center Item Number Listing as a basic monitoring tool to assess compliance with all applicable child care requirements pertinent to this facility. Ten percent of staff records and ten percent of children’s records, and all program records were monitored. All program records and children’s records were found to be in compliance. Two (2) violations were documented for staff records, and one (1) violation was documented for annual inspections. Any violations observed today were discussed with you and documented on the computer- generated visit summary reviewed with you at the end of the visit. Staff development plan and annual staff evaluation were not updated annually for N. It is your responsibility to maintain compliance with the applicable laws and rules; always whether they have been monitored or specifically discussed with you in the past. The process of notifying the Division has changed and is now captured in ABCMS. This change has been in effect since February 2024. Effective immediately, you will need to obtain a Business NCID and complete Provider Portal training in Moodle at https://www.dcdee.moodle.nc.gov/course/view.php?id=119. No action is needed on your part if you have completed the reference training and are currently using the ABCMS Provider Portal to update information regarding new hires or residents. Once the training has been completed and access has been given, you must verify your facility roster to ensure current staff are noted on the roster. This information should be updated in ABCMS on an ongoing basis as staff members are hired and when their employment is terminated. This satisfies the requirement to notify the Division of new child care providers working who were hired or moved into the child care facility within five business days. This facility operates with a Four (4) Star License issued October 25, 2019, earning five (5) points in Program Standards, four (4) points in Staff Education, and one (1) quality point. The last sanitation inspection was completed on September 30, 2024 earning a “Superior” classification. The last fire inspection was completed on November 29, 2023 and was approved for day time and night care. The center's last annual compliance visit was on November 7, 2023. M. Vaughan, Owner, was not present at today’s visit. M. Ricks, Assistant Administrator, was present and available to assist. Twenty (20) children age ranging zero (0) to five (5) years of age were present. Children were observed in outdoor play, free choice play, teacher directed activities, toileting and hand washing routines, and lunch. Lunch consisted of chicken nuggets, green peas, applesauce, whole grain crackers, and milk. All interactions with staff and children were positive and nurturing. You stated you do not provide transportation. I used the Annual Compliance Monitoring Checklist for Child Care Centers and the Child Care Center Item Number Listing as a basic monitoring tool to assess compliance with all applicable child care requirements pertinent to this facility. Ten percent of staff records and ten percent of children’s records, and all program records were monitored. All program records and children’s records were found to be in compliance. One (1) violation was documented for staff records. This program currently operates with a Three-Star license, issued June 22, 2022, earning three (3) points in the education component, four (4) points in the program standards component and one (1) quality point. The last sanitation inspection was completed November 3, 2023, with a “Superior” classification. A current copy of the sanitation inspection was submitted today. The last fire inspection was conducted November 23, 2022 and your facility was approved for daytime and night time care. The last annual compliance visit was conducted December 1, 2022. You, M. Vaughan, Owner/Director was available and assisted with the visit. Eighteen (18) children were in attendance. The children were observed in free play activities, teacher directed activities and outdoor play. All staff interacted with children in a positive, nurturing manner. I used the Annual Compliance Monitoring Checklist for Childcare Centers and the Childcare Center Item Number Listing as a basic monitoring tool to assess compliance with all applicable childcare requirements pertinent to this facility. A computer-generated visit summary was reviewed and left with you at the conclusion of the visit. The following violation of childcare requirements was documented. Therefore, it is important for you to be knowledgeable of all licensing requirements that apply to your facility. Childcare programs are expected to achieve and maintain compliance at all times and are required by NC GS 110-90(4) (d) to achieve and maintain an eighteen-month compliance history score of at least seventy-five percent. It is your responsibility to maintain compliance with the applicable laws and rules; always whether they have been monitored or specifically discussed with you in the past. The best way for you to ensure that you are meeting all requirements is to periodically review the childcare laws and rules on the Division of Child Development and Early Education (DCDEE) website. Any violation(s) documented may impact the compliance history score. The violation(s) documented must be corrected immediately. On or before November 21, 2023, I must receive a written, dated, and signed compliance letter that describes accurately and in detail, how and when the violations were corrected. TECHNICAL ASSISTANCE/ CONSULTATION STAFF RECORD KEEPING One (1) staff member did not complete Recognizing and Responding to Suspicions of Child Maltreatment training within the required 90 days of hire. The staff was hired on Jan. 13, 2023. We discussed all staff is required to complete the training within 90 days of hire. HEALTH AND SAFETY TRAININGS DCDEE has partnered with the NC Child Care Health and Safety Resource Center to offer health and safety trainings in MOODLE. These trainings will remain at no charge for staff. The contract with ProSolutions ended on September 30, 2020. Health and safety trainings are due every five (5) years, including the Recognizing and Responding to Suspicions of Child Maltreatment. The Recognizing and Responding to Suspicions of Child Maltreatment training must be completed via the Prevent Child Abuse NC website at www.preventchildabusenc.org. The enrollment process and completion of course materials tend to work best with a windows laptop or desktop using Firefox, but other devices and Google Chrome should also work. You can access the health and safety trainings available in Moodle and Frequently Asked Questions by logging in using NCID and completing the following steps: • From the Moodle home page, students need to log-in with their NCID and password. The log-in is in the upper right corner of the screen. If you do not have a current log-in you will need to create one. • After log-in, the student should scroll to the bottom of the page. In the ‘Search courses’ box, the student should type in the short name “Year 2023 CCDF” and then click go. The student should not register for prior year courses as they are no longer available. • After completing the course search for “Year 2023 CCDF”, the student should be able to register for the course. • Once registered, the student will then need to use the “ADDITIONAL DIRECTIONS” for step-by-step instructions. EARLY CHILDHOOD EQUIVALENCY EXAM NOW ON DCDEE MOODLE: The North Carolina Early Childhood Equivalency Exam is a new pathway option comparable to a NC Early Childhood Credential. Applicants who achieve a score of 80% or higher on the NC Early Childhood Equivalency Exam earn the new North Carolina Early Childhood Equivalency Certificate. This certificate is equivalent to a North Carolina Early Childhood Credential and will qualify the individual to be a lead teacher in an early childhood classroom.
