C. Sonet, Operator, assisted me with the visit. This facility was issued a temporary license effective March 4, 2026 – September 4, 2026, providing first shift care. This facility is owned and operated by Little Moments FCCH, LLC. The NC Secretary of State website was reviewed on April 15, 2026 and Little Moments FCCH, LLC was listed as current- active. We reviewed your facility contact information listed on the Division of Child Development and Early Education (DCDEE) website and all information is current. Contact me if you need to make any changes to your contact information, e.g., phone numbers, mailing address. Children were engaged in a play activity involving cars. Ms. Sonet added two long tubes that were elevated at an angle. The children counted down 3. 2. 1. Go, and placed a car inside each of the tubes. The children moved quickly to see the cars exit the tubes and race towards the front door. The caregiver sat on the floor at the exit point of the tubes and engaged the children in back-and-forth exchanges of conversation. The children transitioned to circle time. A music and movement activity occurred using the names of the children before getting into the lesson. This week’s activity plan was entitled “In the Nest.” Today’s lesson was a discussion about “Bird Food.” Ms. Sonet asked the children, “if you were a bird, would you want to eat worms or seeds?” The children said, “seeds” with elevated voices. The children created worms using yarn and visualized bird seeds on a pictured poster. The letter Ww, the sound it makes and the words watermelon, whale and water were reviewed. During story time the children listened to “Hello Bird” and learned some bird facts. The children learned the female version of a peacock is called a peahen and that hummingbirds fly forward and backward. After story time, the children engage in an art activity using markers. Within the childcare space children’s artwork was on display and included paintings and 3-D art like bird’s eggs. A butterfly enclosure was added to the Discovery area. Ten (10) butterflies have hatched and were inside. One came out of its’ chrysalis this morning and the children discussed its wings being turned in a little. They also discussed how they were once a cup of full caterpillars and now they are beautiful butterflies. Handwashing routines were occured. The outdoor play space included portable toys and materials. The deck leading to the outdoor space included a sand box, a mounted chalkboard, chalk, balls, a playhouse, ring toss and a Little Tikes golf set. Exiting the deck there are trees for shade and a mud kitchen. The gate surrounding the pool was locked. The children were engaged in play at the mud kitchen. A repurposed kitchen sink was added, along with a mounted mailbox serving as an oven. Flower pots, buckets, and plastic storage containers were the pots and pans; while shovels, scoops and measuring spoons were the cooking utensils. Soil and leaves were pretend food. The children tested the sizes of various pots to determine which would fit inside the mailbox/oven. Lunch included macaroni and cheese, carrot straws, apple sauce, and milk. The following violation was documented. Violation Number Comment Rule 1893 Application did not include all required information including, but not limited to: child's full name, named to be called, child’s date of birth, any allergies, including symptoms and the type of response required, and any fears or behavior characteristics a child has. The health care needs section of the enrollment application for one (1) out of two (2) children's files was blank. 10A NCAC 09 .1721 (a)(3)(A)(B)(C)(E) * The violation documented must be corrected immediately. On or before 4/30/26, I must receive a written, dated, and signed compliance letter that describes accurately and in detail, how and when the violation was corrected. Please be aware any information submitted by you is legal documentation. If it is determined the information provided in the letter is not true, this may be considered falsification of information. If sufficient information is not received by the due date, a follow-up visit will be conducted. An example is: Jane Doe, Administrator AAA Child Care ID # 12345678 Technical Assistance with the Documented Violation: Children’s Records (Health Care Needs) – Accurate and current emergency medical information is necessary when faced with an emergency medical situation. Child care providers must know about a child’s special health care needs so they can provide potentially lifesaving information to medical staff when speaking on the child’s behalf while awaiting the arrival of a parent or guardian. This information must be obtained during the enrollment process. The health care needs section of the enrollment application for 1 out of the 2 children enrolled was blank. You indicated you would have the parents complete the section. Before signing off on enrollment applications, review it to ensure it is filled out completely. Consultation: Developmentally Appropriate Practices - Often, early childhood educators give children worksheets because they and the parents want to see evidence that the children are learning. However, all young children learn best through appropriate hands-on experiences and interactions with others. During the visit the children engaged in using markers and a coloring sheet. You indicated it was a part of The Experience Early Learning Curriculum. I recommend using the coloring sheet as a poster to further enhance circle time but providing the children with plain paper for free art expression. Playing and talking with friends enhances children’s whole development. Continuous opportunities to think and act creatively are essential if children are to develop their minds to the fullest potential. Children need to be involved with many meaningful problem-solving situations, rather than sitting inactively while filling in worksheets. Rated License Discussion: Discussions occurred today regarding the Pathways to the Stars. You indicated plans to apply for the 5-Star Level of Pathway 2 (Classroom and Instructional Quality). (1) Application for Assessment for a Rated License for a FCCH – We reviewed the application today. An electronic and hard copy was left with you today. Please submit the application and all supporting documentation on or before July 4, 2026. (2) Capacity – You are licensed to serve children ages 2-6 years old, meeting the requirement at the 5-star level to provide care for no more than 4 children under age 24 months. (3) Family and Community Engagement Standards for FCCH – We reviewed the form and the five-star requirements that must be met. A hard copy was left with you today. You can also access it electronically by clicking on the link embedded within the application emailed to you today. (4) FCCH Operator Continuous Quality Improvement (CQI) and Professional Development Plan (PDP) -We reviewed the form and a hard copy was left with you today. You can also access it electronically by clicking on the link embedded within the application emailed to you today. (5) Education Standards - We reviewed the Enhanced Education Standards for Family Child Care Home Operators (Rule .3217) form. Based on your WORKS evaluation, you are meeting the 5-Star Level in Section .3217 (e) 1 (a) of child care rules. (6) Approved Curriculum – You have chosen to implement The Experience Early Learning Curriculum. I observed lesson plans, materials and activities based on the curriculum. (7) Approved Formative Assessment – You have chosen to implement the Experience Early Learning Authentic Assessment which compliments the Experience Early Learning Curriculum. (8) Child Assessments – Assessments utilizing the formative assessment of your choosing must be shared with families twice annually. (9) Coaching & Training – You have opted to meet the annual completion of five hours of coaching or mentoring by a center administrator of a licensed child care center with a star-rating of five stars, an operator of another licensed family child care home with a star-rating of five stars, or a community resource partner. Reminders: Unannounced Visits - I will conduct at least one additional temporary time period visit. Ensure you document updates on your verification of required information for operator form for future monitoring.
