This visit was conducted with Melinda Lescar, Child Care Consultant, and Sharon Hiatt, Director. Your program currently operates with a Three Star license. Restrictions include 1st shift daytime care; meets enhanced ratios; Room #4 School Age only. The license was observed, and the restrictions were found in compliance. The NC Secretary of State website was reviewed on February 27, 2026, and Hiatt Child Care Center, Inc. was listed as current and active. The program’s compliance history was 96% prior to today’s visit. All programs are required to maintain at least 75% compliance. A walk-through of the facility was completed today. Indoor and outdoor areas were observed. Staff/child ratio and space capacity were monitored as indicated on the attached worksheet. Supervision was adequate during the visit. I observed staff/child interactions today. I observed children in free play activities, free play, small group activities, and lunch. I observed materials and activities that were available to the children in the classrooms. The last annual compliance visit was conducted on March 10. 2025. A sanitation inspection was completed December 3, 2025, with a Superior classification. The last fire inspection was conducted October 27, 2025. Program records and required postings were monitored. A fire drill was conducted on February 16, 2026. A shelter in place drill was documented on December 29, 2025. An outdoor inspection was documented on February 20, 2026. Staff files and children’s records were monitored per DCDEE procedures. Nutrition requirements were monitored per DCDEE procedures. Storage of hazardous items was monitored today. Hazardous items were stored in locked closet and locked cabinet in the kitchen. Storage and administration of medication were monitored. Medication authorization was monitored. The program does not provide transportation. The following violations were cited during today’s visit: Violation Number Comment Rule 824 Outdoor play area was not enclosed by fence with a minimum height of 4 feet. The top of the fence, less than six feet, was not free from protrusions. A tree fell on a section of the outdoor fence resulting in the fence being less than 4 feet. The provider is going to install a temporary fence until the tree is removed and the fence is repaired. The previous cohort model is no longer in effect. Starting on February 1, 2025, the ECERS-3, ITERS-3, and FCCERS-3, also known as the "3s” will be used for DCDEE environment rating scale assessments. The DCDEE and the North Carolina Rated License Assessment Project (NCRLAP) are collaboratively working on preparations for the transition to the third editions.
