Ashlynn Vaughan, Child Care Consultant, accompanied me during today’s visit. The last annual compliance visit was conducted on June 5, 2023. This facility operates with a four-star license effective August 6, 2019, with a capacity of 8 children on first shift and second shift, and 5 children on third shift ages 0-12 years of age. The following restrictions are listed on the license: daytime and overnight; maximum of five preschool children at any time; children in care on ground level only; no shift overlaps. This program is part of cohort two and will be going through the rated license process between July 1, 2025, and June 30, 2026. The 18-month compliance history prior to this visit was at 100%. The legal owner is Joyce's Family Child Care Inc., the status with the N.C. Secretary of the State is current and active. Upon arrival, we were greeted by you, Dishon Willis, owner. I used the "Annual Compliance Monitoring Checklist for Family Child Care Homes". The children were observed during free choice activities, practicing letters and numbers at the table and a provider directed activity at the table. The outdoor play area, outdoor inspections and the emergency drill report were monitored. We monitored the program files, your file, and a portion of the children’s files. There are three new children enrolled since my last visit. The following forms were completed during today’s visit: -“VERFICIATION OF REQUIRED INFORMATION FOR OPERTOR AND ADDITIONAL CAREGIVERS” -“FCCH OPERATOR'S STATEMENTS OF RESPONSIBILITY” form. The following violation was observed during today’s visit. Violation Number Comment Rule 2030 Operator did not provide a written statement to parents regarding the smoking and tobacco restriction. Two children files monitored did not have documentation that the families received the smoking and tobacco restriction. .1719(a)(11) TECHNICAL ASSITANCE: -We discussed adding the “No Tobacco Use” policy to the parent handbook instead of a separate policy sheet. When families read the parent handbook they sign and date acknowledging that they are aware of and understand all your policies and procedures. CONSULTATION: -The NCRLAP (https://www.ncrlap.org/) has virtual trainings available for free and https://www.dcdee.moodle.nc.gov/ does as well. There is a Moodle training that reviews the new rules that came into effect January 1, 2024. REQUIRED RESPONSE: Violations must be corrected immediately. You shall submit a written/typed, signed and dated statement to me at the address noted below or email me detailing how the violations were corrected with exact dates and details including how you plan to prevent reoccurrence of such violations which must be received by June 3, 2024. Failure to correct the violation(s) and send the written statement by the established deadline listed above may result in an unannounced follow-up visit or an administrative action may be recommended based on Child Care Rule 10A NCAC 09 .2200.
