You, Shan Cowan, Owner/Operator, assisted me with today’s visit. The last annual compliance visit was conducted on September 11, 2024. The center's compliance history was reviewed with the operator. The program’s compliance history was ninety-six percent prior to today’s visit. The center's three-star rated license, NC Child Care law summary dated 2003, emergency phone numbers, tobacco restriction, and Emergency Medical Care Plan were prominently posted. The following was monitored during today’s visit: supervision, staff/child ratios, permit restrictions, group size, capacity, adequate and approved space, and hazardous product storage. Children were observed engaging in free choice activities, toileting and handwashing routines, lunch, and rest time. Fire drills were completed monthly as required. The last fire drill was completed on July 1, 2025. Emergency drills are being conducted every three months as required. The last emergency drill was completed on June 4, 2025. Your outdoor area meets child care safety standards. The last outdoor inspection was completed on July 1, 2025. No concerns were observed. Materials, toys, and equipment throughout the facility was of sufficient quantity, developmentally appropriate, and in good repair. You stated that no children currently enrolled have medications or Medical Action Plans. Your personnel file and all children’s files were monitored during today’s visit. Transportation requirements were monitored and found to be in compliance during today’s visit. Your facility has enrolled in Clean Water for Carolina Kids. Your facility has not completed the ABCMS portal roster. Your mother stopped by the facility to visit during today’s visit. The following violations were documented today: Violation Number Comment Rule 1804 Safe sleep policy and poster about safe sleep practices was not posted in a prominent place in the infant sleeping room or area where parents and caregivers are able to view daily. The safe sleep policy was not posted. .1724(b) 1847 A child care operator did not notify the Division of any new child care providers, as defined in G.S. 110-90.2(a)(2), who were hired or moved into the child care facility within five business days. We discussed the safe sleep policy that you have in your enrollment packets should be posted in a prominent location in your childcare room. DCDEE and the NC Child Care Commission will continue the rulemaking process to add the rule language to child care requirements. This process with take several months. Hold Harmless provisions have been extended. Star rated license reassessments are postponed until the QRIS rulemaking process has been completed. Star rated license assessments are still required for new child care programs. A pathway for child care programs currently accredited through the approved accrediting bodies may now move to a 3- or 5-star license if they are not already at this star level. A walkthrough of the indoor and outdoor environment was completed. Children were observed playing with toys, singing songs, and engaging in free choice activities in the garage. Fire drills were completed monthly as required. The last fire drill was completed on September 3, 2024. Emergency drills are being conducted every three months as required.
