MEGHAN'S JOYFUL JOURNEY'S PRESCHOOL Facility ID: 30000141 Consultant: CAROLYN CONLEY Operation Type: Family CC Home Case Number: Visit Date: 6/4/2026 Number Present: 4 Completed Date: 6/4/2026 Age: From 2 To 4 Total Minutes: 210 Time In: 11:10 AM Time Out: 02:40 PM Time In: Time Out: List to Use: Family CC Home Type Of Visit: Temp Time Period Announced/Unannounced: Unannounced The purpose of today's visit was to monitor your program for compliance with all applicable childcare requirements during the second temporary time period visit. Upon arrival, I was greeted by you, Meghan McCue and I stated the reason for my visit. Your Temporary License was issued on January 21, 2026, and will end on July 21, 2026. We reviewed the facility input form and permit to ensure that there were no changes to your facility. The facility is owned/operated by you, Meghan McCue. As the owner/operator, you are required by Child Care Rule .0102 (19) to reside in the home where the license is issued and according to General Statute 110-91(8) to be the full-time caregiver to the children enrolled at the family child care home. You stated you live in the home and that you are the full time caregiver. I observed the four present children during free choice activities indoors, hand-washing routines, lunch, nap time, waking up from nap and afternoon snack. Positive interactions between you and the children was observed today. I monitored the indoor and outdoor spaces used by the children. There are six children enrolled, including your child. One new child enrolled since my last visit and that file was monitored today. I monitored your file and you have not completed the Recognizing and Responding to Child Maltreatment training which is required to completed within the first 90 days. You pulled up the required training during today’s visit to make sure it was the correct one. All required documents were posted, and the attendance was current and accurate. The last fire drill was conducted on May 7, 2026, and the last outdoor inspection was completed on May 14, 2026. You also conducted a shelter in place and lockdown drill on May 7, 2026. We discussed that it is best practice to conduct the fire drill and emergency drills on different days so that children are aware of the different types of emergencies and what to do. You are required to conduct a shelter in place or a lockdown drill every three months. You do not need to do both each quarter. RATED LICENSE/QRIS-PATHWAYS PROCESS: During the visit conducted on March 3, 2026, we reviewed the following documents, and hard copies were given to you. -Rated License Application -Continuous Quality Improvement (CQI) for Family Child Care Homes (FCCH)(Rule .3221) -Education Standards for FCCH Operators (Rule .3217) -Family & Community Engagement Standards for FCCH (Rule .3220) -Pathway 1 Program Assessment -Pathway 2 Classroom & Instructional Quality We discussed during today’s visit that you would like to apply for Pathway 2- Classroom & Instructional Quality. EDUCATION STANDARDS: Prior to today’s visit I monitored the WORKS database and as of April 21, 2026, you qualified as a family child home provider because you have a high school diploma. On May 12, 2026 the WORKS Unit submitted a return letter to you requesting official transcripts be sent to them and I emailed you a copy of the letter. You stated that you were unaware of the letter from May 12th. You stated that you had contacted the college and requested that the official transcripts be sent to WORKS but for some reason they were not. You will attempt to have this task completed. We discussed that what is in WORKS will determine your stars in education standards. We reviewed the enhanced education standards (CC Rule .3217) today. You stated that you have 10 years of experience in the early education field, not in NC. We discussed completing the staff application and listing your work experience and signing and dating the application and send it to me as documentation of your experience. FAMILY AND COMMUNITY ENGANGEMENT: -We reviewed the document and we discussed you will need to send me documentation of how you will implement the foundational practices and the options you choose. CQI PLAN FOR OPERATOR: -We reviewed the document and the items that will need to be completed and submitted to me. We discussed the items that you will document an on-going basis throughout the year. CURRICULUM AND FORMATIVE ASSESSMENT: -You are able to choose any of the approved curricula and formative assessment as long as it is for the ages of children you care for. You are required to provide documentation that you received training in both. (4-5 Star eligibility) -Prior to today’s visit I emailed you a Q & A document that is on the DCDEE website that is a helpful resource and can be found at: https://ncchildcare.ncdhhs.gov/Provider/Licensing/Star-Rated-License/QRIS-Modernization -The commission updated the approved list of curricula and formative assessments in May 2026 which can also be found on the DCDEE website. I had emailed them for easy reference. COACHING AND TRAINING OPTIONS: We reviewed the options available and that you will need to submit to me which option you will meet annually: 1. annual completion of five hours of coaching or mentoring by a center administrator of a licensed child care center with a star-rating of five stars, an operator of another licensed family child care home with a star-rating of five stars, or a community resource partner; 2. annual completion of five on-going training hours, in addition to applicable requirements in Rule .1703(f) of this Chapter and Rule .3217 of this Section; or 3. annual completion of 0.5 continuing education unit, in addition to applicable requirements in Rule .1703(f) of this Chapter and Rule .3217 of this Section. Please submit to me no later than June 21, 2026 all the required documents needed to apply for the rated license. We reviewed the three different capacity options and age requirements: 1. A maximum of eight children, with no more than five children who are from birth to 5 years of age, plus three school-age children. (five children 0-5yrs, three school-age children, total of 8 children) 2. A maxi mum of three children from birth to 24 months of age, plus three children from 2 to 5 years of age and three school-age children up to 13 years of age, for a total of nine children. (three children 0-1yr old, three children 2-5yrs old, three school-age children, total of 9 children) 3. A maximum of 10 children if all children are older than 24 months of age. (all children must be 2 yrs old and older, total of 10 children) The following violations were cited during today's visit. Violation Number Comment Rule 910 Copy of each child's health assessment, including the operator's own preschool child(ren), was not on file within 30 days of enrollment. A child that was enrolled on 3/9/26 did not have a health assessment on file. GS 110-91(1); 10A NCAC 09.1721(a)(1) 925 Signed and dated statement which attests that a copy of the discipline policy was given to and discussed with a parent/guardian of each child prior to enrollment was not on file in the home. A child that was enrolled on 3/9/26 did not have a sign and dated statement from the family that they received this policy. G.S.110-91(10); .1727(a)&(b) 1828 The Family Child Care Home operator did not discuss the operational policies with parents on or before the child's first day of attendance. A child that was enrolled on 3/9/26 had a copy of the operational policies in their file and the last page that was the Acknowledgement Form was attached and not signed and dated by the family. 10A NCAC 09. 1715(b) 2019 Operator did not complete Recognizing and Responding to Suspicions of Child Maltreatment training within the required time frame. The operator received her temporary license on January 21, 2026 and was required to have this training completed by April 21, 2026. .1703(a)(5) TECHNICAL ASSISTANCE: -I encouraged you to print out the Health and Safety Log so that you can document the required trainings as you complete them. Make sure to attach the training certificates as well to show that they were completed. -We discussed the importance of monitoring the enrollment paperwork to ensure the families have completed all the documents, including but not limited to signatures and dates. -It may be helpful to attach the children’s file check list to the outside of each folder so that you can check and document when paperwork is received and if not you can remind the families what is needed. CONSULTATION: -We discussed that you are able to have an additional caregiver or substitute. Please make sure that you have a file for them and that the file includes all the required information. I gave you a copy of the file checklist for substitutes and additional caregivers today. This can also be found the DCDEE website. -We discussed that families can give you physical forms from the doctor’s office but you will need to make sure that all the required items are on the doctor’s form. I gave you a copy of the “Children’s Medical Report” that is on the DCDEE website that has all the required sections. It may be helpful to give this to the families so that they can make sure it is completed correctly. -Sunblock lotions brought in from home will need to be stored at least five feet from the floor or in locked storage. Sunblock in aerosol cans will need to be kept in locked storage. -I monitored the Automated Background Check Management System (ABCMS) Roster and you and your husband are not listed. You and your husband had the training certificates documenting that both of you have completed the ABCMS Child Care Provider Portal Training. Once the training has been completed and access has been given, you must verify your facility roster to ensure you, family members and additional caregivers , if applicable are noted on the roster. This information should be updated in ABCMS in an ongoing basis as staff members are hired and when their employment is terminated. This satisfies the requirement to notify the Division of new child care providers working who were hired or moved into the child care facility within five business days. You attempted to complete this task during today’s visit but you received an error message. Should you need assistance please contact the Criminal Background Check Unit at (919) 814-8401 and someone will assist you. When you are asked to send a compliance letter to me, it is expected and required that your compliance letter be sent to me no later than the date indicated in this documentation. EDUCATION STANDARDS: Prior to today’s visit I monitored the WORKS database and as of April 21, 2026, you qualified as a family child home provider because you have a high school diploma. On May 12, 2026 the WORKS Unit submitted a return letter to you requesting official transcripts be sent to them and I emailed you a copy of the letter. You stated that you were unaware of the letter from May 12th. You stated that you had contacted the college and requested that the official transcripts be sent to WORKS but for some reason they were not. You will attempt to have this task completed. We discussed that what is in WORKS will determine your stars in education standards. We reviewed the enhanced education standards (CC Rule .3217) today. You stated that you have 10 years of experience in the early education field, not in NC. We discussed completing the staff application and listing your work experience and signing and dating the application and send it to me as documentation of your experience. FAMILY AND COMMUNITY ENGANGEMENT: -We reviewed the document and we discussed you will need to send me documentation of how you will implement the foundational practices and the options you choose. CQI PLAN FOR OPERATOR: -We reviewed the document and the items that will need to be completed and submitted to me. We discussed the items that you will document an on-going basis throughout the year. CURRICULUM AND FORMATIVE ASSESSMENT: -You are able to choose any of the approved curricula and formative assessment as long as it is for the ages of children you care for. You are required to provide documentation that you received training in both. I had emailed them for easy reference. COACHING AND TRAINING OPTIONS: We reviewed the options available and that you will need to submit to me which option you will meet annually: 1. annual completion of five hours of coaching or mentoring by a center administrator of a licensed child care center with a star-rating of five stars, an operator of another licensed family child care home with a star-rating of five stars, or a community resource partner; 2. annual completion of five on-going training hours, in addition to applicable requirements in Rule .1703(f) of this Chapter and Rule .3217 of this Section; or 3. annual completion of 0.5 continuing education unit, in addition to applicable requirements in Rule .1703(f) of this Chapter and Rule .3217 of this Section. Please submit to me no later than June 21, 2026 all the required documents needed to apply for the rated license. We reviewed the three different capacity options and age requirements: 1. A maximum of eight children, with no more than five children who are from birth to 5 years of age, plus three school-age children. (five children 0-5yrs, three school-age children, total of 8 children) 2. A maxi mum of three children from birth to 24 months of age, plus three children from 2 to 5 years of age and three school-age children up to 13 years of age, for a total of nine children. (three children 0-1yr old, three children 2-5yrs old, three school-age children, total of 9 children) 3. A maximum of 10 children if all children are older than 24 months of age. (all children must be 2 yrs old and older, total of 10 children) The following violations were cited during today's visit. Violation Number Comment Rule 910 Copy of each child's health assessment, including the operator's own preschool child(ren), was not on file within 30 days of enrollment. A child that was enrolled on 3/9/26 did not have a health assessment on file. GS 110-91(1); 10A NCAC 09.1721(a)(1) 925 Signed and dated statement which attests that a copy of the discipline policy was given to and discussed with a parent/guardian of each child prior to enrollment was not on file in the home. A child that was enrolled on 3/9/26 did not have a sign and dated statement from the family that they received this policy. G.S.110-91(10); .1727(a)&(b) 1828 The Family Child Care Home operator did not discuss the operational policies with parents on or before the child's first day of attendance. A child that was enrolled on 3/9/26 had a copy of the operational policies in their file and the last page that was the Acknowledgement Form was attached and not signed and dated by the family. 10A NCAC 09. 1715(b) 2019 Operator did not complete Recognizing and Responding to Suspicions of Child Maltreatment training within the required time frame. The operator received her temporary license on January 21, 2026 and was required to have this training completed by April 21, 2026. .1703(a)(5) TECHNICAL ASSISTANCE: -I encouraged you to print out the Health and Safety Log so that you can document the required trainings as you complete them. Make sure to attach the training certificates as well to show that they were completed. -We discussed the importance of monitoring the enrollment paperwork to ensure the families have completed all the documents, including but not limited to signatures and dates. -It may be helpful to attach the children’s file check list to the outside of each folder so that you can check and document when paperwork is received and if not you can remind the families what is needed. CONSULTATION: -We discussed that you are able to have an additional caregiver or substitute. Please make sure that you have a file for them and that the file includes all the required information. I gave you a copy of the file checklist for substitutes and additional caregivers today. This can also be found the DCDEE website. -We discussed that families can give you physical forms from the doctor’s office but you will need to make sure that all the required items are on the doctor’s form. I gave you a copy of the “Children’s Medical Report” that is on the DCDEE website that has all the required sections. It may be helpful to give this to the families so that they can make sure it is completed correctly. -Sunblock lotions brought in from home will need to be stored at least five feet from the floor or in locked storage. Sunblock in aerosol cans will need to be kept in locked storage. -I monitored the Automated Background Check Management System (ABCMS) Roster and you and your husband are not listed. You and your husband had the training certificates documenting that both of you have completed the ABCMS Child Care Provider Portal Training. Once the training has been completed and access has been given, you must verify your facility roster to ensure you, family members and additional caregivers , if applicable are noted on the roster. This information should be updated in ABCMS in an ongoing basis as staff members are hired and when their employment is terminated. This satisfies the requirement to notify the Division of new child care providers working who were hired or moved into the child care facility within five business days. You attempted to complete this task during today’s visit but you received an error message. Upon arrival, I was greeted by you, Meghan McCue and I stated the reason for my visit. Your Temporary License was issued on January 21, 2026, and will end on July 21, 2026. We reviewed the facility input form and permit to ensure that there were no changes to your facility. The facility is owned/operated by you, Meghan McCue. As the owner/operator, you are required by Child Care Rule .0102 (19) to reside in the home where the license is issued and according to General Statute 110-91(8) to be the full-time caregiver to the children enrolled at the family child care home. You stated you live in the home and that you are the full time caregiver. I observed the four present children during free choice activities indoors, hand-washing routines, lunch, nap time, waking up from nap and afternoon snack. Positive interactions between you and the children was observed today. I monitored the indoor and outdoor spaces used by the children. There are six children enrolled, including your child. One new child enrolled since my last visit and that file was monitored today. I monitored your file and you have not completed the Recognizing and Responding to Child Maltreatment training which is required to completed within the first 90 days. You pulled up the required training during today’s visit to make sure it was the correct one. All required documents were posted, and the attendance was current and accurate. The last fire drill was conducted on May 7, 2026, and the last outdoor inspection was completed on May 14, 2026. You also conducted a shelter in place and lockdown drill on May 7, 2026. We discussed that it is best practice to conduct the fire drill and emergency drills on different days so that children are aware of the different types of emergencies and what to do.
