Ina Collins, Lead Teacher, assisted me with the visit. The program operated with a five-star license, issued January 10, 2017, earning seven (7) points for education, seven (7) points for program, and one (1) quality point for complying with an education option. License restrictions include daytime care only, meets all enhanced requirements and reduce ratios minus one. Children were observed during free play activities. Teachers observed interacting with children while they played. Age appropriate materials and equipment were accessible to children. Children were adequately supervised. The following violation was observed during today’s visit. Violation Number Comment Rule 104 Center has not passed required sanitation inspection and received an approved or superior rating. The last sanitation inspection on file is dated November 22, 2024. The Title One Preschool supervisor requested a current inspection from Robeson County Environmental Health Department. 10A NCAC 09 .0304(b) Child Care programs are expected to achieve and maintain compliance at all times and are required by NC GS 110-90(4)(d) to achieve and maintain an eighteen-month compliance history score of at least seventy-five percent. The program compliance history was one hundred percent as of April 27, 2026. The violation(s) documented must be corrected immediately. On or before May 12, 2026, I must receive a written, dated, and signed compliance letter that describes accurately and in detail, how and when the violations were corrected. Please be aware that any information submitted by you is considered legal documentation. If it is determined the information provided in the letter is not true, this may be considered falsification of information. Ms. Flanagan has decided to move forward with Pathway #2: Classroom and Instructional Quality. During our meeting, we reviewed the following documents: Family and Community Engagement Standards • CQI Facility Form • CQI Individual Form • ERS Assessment Standards All required documentation for the current process will be completed by Ms. Flanagan. You attended the NCRLAP on March 20, 2026, to review ECERS 3 as preparation for the upcoming Environmental Rating Scales assessments. As a reminder the NCRLAP provides resources on their website to help with preparation for assessment. A new license will be mailed directly to you and must be posted upon receipt. At that time, you will return the old license to me as it remains the property of the State of North Carolina. Nelson Freeman, Lead Teacher assisted me with the visit. The program operated with a five-star license, issued April 28, 2017, earning seven points for education, seven points for program standards, and one quality point for complying with the education option. License restrictions include daytime care only, meeting enhanced ratios minus one, and meets enhanced space. The program’s compliance history was one hundred percent as of May 20, 2025. I observed children during rest time, person care routines, and transition to free play activities. The teachers were interacting and meeting the developmental needs for each of the children. No new staff files were reviewed due to there being no new employees. Violation Number Comment Rule 1805 A child care operator did not notify the Division of any new child care providers, as defined in G.S. 110-90.2(a)(2), who were hired or moved into the child care facility within five business days. A facility roster was not completed in the ABCMS system and was not available for review during todays visit. G.S. 110-90.2 & .2703(r) Child Care programs are expected to achieve and maintain compliance at all times and are required by NC GS 110-90(4) (d) to achieve and maintain an eighteen-month compliance history score of at least seventy-five percent. Any violation(s) documented may impact the compliance history score. The violation(s) documented must be corrected immediately. On or before June 5, 2025, I must receive a written, dated, and signed compliance letter that describes accurately and in detail how and when the violations were corrected.
