The purpose of today’s visit was to monitor your program for compliance with applicable child care requirements for an annual compliance visit. The facility currently operates with a five-star license, issued June 7, 2019 earning 7 points in the education component, 5 points in the program standards component and 1 quality point by offering a staff benefits package, infrastructure of parent involvement and having approved enhanced policies. The last annual compliance visit was conducted on May 1, 2024. Segreta Mason, Program Coordinator, assisted me with the visit. I arrived prior to the children’s arrival and was provided notebooks with all the paperwork I needed to review during the annual compliance visit. Program records were monitored. The emergency drill log was reviewed and found meeting compliance. The last fire drill was conducted March 17, 2025. A lockdown and shelter-in-place drill was conducted January 14, 2025, however was not conducted at least every three months. The previous shelter in place drill was conducted September 16, 2024. The playground inspections were reviewed and found in compliance. The incident log was reviewed and found in compliance. The last sanitation inspection was completed February 6, 2025, with a Superior classification. The last fire inspection was conducted on November 19, 2024. Public School Off-Site Records Verification forms for staff, children and transportation for the 2024-2025 school year were reviewed today. The Staff and Training Worksheet was used to verify required documents were present in each file. Each group leader is current with First Aid and CPR , and on-going training. One staff member needs to complete Administration of Medication Health and Safety Training, All staff at this site have their CBC qualification letter and BSAC. I reviewed the current ASEP bulletin board outside the cafeteria and observed all information required to be posted. Current activity plans were reviewed, and interest centers were set up. The teacher directed activity plans were observed posted on a bulletin board in the cafeteria. The menu was posted and current. It was reported that no children currently have emergency medication. The children use the cafeteria as their primary space. As children arrived, they placed their belongings down and attendance was taken. I observed children in the indoor learning environment and found supervision and staff/child ratios to be in compliance. Activity areas such as reading, writing, manipulatives, math, science, and social studies and board games are set up in the cafeteria. Children were observed participating in arrival procedures, personal care routines, free choice of activity centers and snack. Snack consisted of fruit cups and milk. Staff were observed interacting with children in a nurturing and caring manner. Cleaning supplies were observed properly stored. General safety requirements were monitored, and outlets were observed uncovered. I was unable to monitor the outdoor play area due to inclement weather. The following violations were cited: Violation Number Comment Rule 1811 Shelter-in-place or lockdown drills were not practiced every three months and/or drill record was incomplete. The last shelter in place drill was conducted January 14, 2025.The previous shelter in place drill was conducted September 16, 2024. .0604(u);.0302(d)(8) 1898 Staff did not complete the health and safety training within one year of employment. One (1) staff member did not complete Administration of Medication health and safety training. .1102(a) Compliance Statement: Child care programs are expected to achieve and maintain compliance at all times and are required by NC GS 110-90(4) (d) to achieve and maintain an eighteen-month compliance history score of at least seventy-five percent. Any violation(s) documented may impact the compliance history score. The violation(s) documented must be corrected immediately. On or before April 21,2025 I must receive a written, dated, and signed compliance letter that describes accurately and in detail, how and when the violations were corrected. The What’s New tab provides current information that is sent out through blast emails. ABCMS (Criminal Background System): North Carolina child care administrators can now view and edit their facility’s staff roster in ABCMS, the DCDEE’s criminal background check system. Provider Access to ABCMS allows administrators to: • See the real-time background check status of staff members. • Run a printable report of the staff roster to assist with compliance visits. • See new background check applicants and add to staff roster. As stated in G.S. 110-90.2 & .2703(r) child care operators are to notify the Division of any new child care providers working who were hired or moved into the child care facility within five business days. The process of notifying the Division has changed and is now captured in ABCMS. This change has been in effect since February 2024. Effective immediately, you will need to obtain a Business NCID and complete Provider Portal training in Moodle at https://www.dcdee.moodle.nc.gov/course/view.php?id=119. No action is needed on your part if you have completed the reference training and are currently using the ABCMS Provider Portal to update information regarding new hires or residents. Once the training has been completed and access has been given, you must verify your facility roster to ensure current staff are noted on the roster. This information should be updated in ABCMS in an ongoing basis as staff members are hired and when their employment is terminated. This satisfies the requirement to notify the Division of new child care providers working who were hired or moved into the child care facility within five business days. The hold harmless legislation was extended and signed into law on Monday June 12th, 2023. This legislation allows facilities to remain at their current star level without a reassessment until June 30, 2024, and when reassessed it reduces the education evaluation requirements for lead teachers from 75% to 50% until June of 2026. To prepare for the reassessment process, DCDEE has developed a cohort system. There are three cohorts, and each includes a preparation year and a reassessment year.
