Name of Operation: EVERY CHILD IS SPECIAL Facility ID: 60000571 Consultant: LISA EDDINS-SMITH Operation Type: Family CC Home Case Number: Visit Date: 12/4/2025 Number Present: 5 Completed Date: 12/4/2025 Age: From 1 To 4 Total Minutes: 115 Time In: 11:20 AM Time Out: 01:15 PM Time In: Time Out: List to Use: Family CC Home Type Of Visit: Routine Unannounced Announced/Unannounced: Unannounced The purpose of today’s visit was to monitor your program for compliance with applicable child care requirements for a routine unannounced visit. The facility currently operates with a four-star license, issued December 13, 2019 earning 7 points in the education component, 2 points in the program standards component and 1 quality point by having obtain a BS/BA or higher in Early Childhood/Child Development. Upon arrival, I was greeted by the provider, Lori Norman. I stated the reason for the visit. The children were coming inside after outdoor play. I observed children in the indoor learning environment, engaged in teacher directed activity and manipulatives, and eating lunch. The provider was observed interacting with the children in a nurturing and caring manner. Supervision and ratio were observed in compliance. The following items were monitored during today’s visit, supervision, staff/child ratio, first aid, CPR, special training, ITS-SIDS training, criminal background checks, emergency medical care plan, administering of medication, storage of hazardous products, storage of medication, general safety, discipline, adequate/approved space, program records, license posted, permit restrictions. The verification form of required information from the last annual compliance visit conducted on April 23, 2025, was used to confirm FA/CPR, ITS-SIDS training and CBC are in compliance. ABCMS was reviewed November 3, 2025, and no roster is available for review. A violation was cited. Program records were monitored and found in compliance. The last fire drill and shelter in place were conducted November 25, 2025. The last sanitation was February 5, 2025. The following violation was cited today: Violation Number Comment Rule 1847 A child care operator did not notify the Division of any new child care providers, as defined in G.S. 110-90.2(a)(2), who were hired or moved into the child care facility within five business days. The ABCMS Roster is not available for review. G.S. 110-90.2 & .2703(r) Compliance Statement Child care programs are expected to achieve and maintain compliance at all times and are required by NC GS 110-90(4) (d) to achieve and maintain an eighteen-month compliance history score of at least seventy-five percent. Any violation(s) documented may impact the compliance history score. The violation(s) documented must be corrected immediately. On or before December 18, 2025, I must receive a written, dated, and signed compliance letter. Please be aware any information submitted by you is considered legal documentation. If it is determined the information provided in the letter is not true, this may be considered falsification of information. If sufficient information is not received by the due date, a follow-up visit may be completed. Based on Child Care Rule 10A NCAC 09 Section .2200, the Division of Child Development may take administrative action against the license and/or impose civil penalties based on the failure of the operator to correct any documented violations within the established time-period Technical Assistance: Reminders Continue to review emails from the Division of Child Development and Early Education (DCDEE) and from your assigned child care consultant. All the laws, rules and regulations, item number listing, sanitation requirements, and provider documents can be found on the website. Additionally, there are many resources such as DCDEE Moodle where you can complete health and safety trainings free of charge. The What’s New tab provides current information that is sent out through blast emails. ABCMS Roster We discussed updating your staff roster in ABCMS for each facility. I emailed you the current technical assistance document and the links below for easy access. An administrator will need to take the Moodle training and then each staff will need to link themselves to your facility. We discussed that you are considering applying for your Rated License using Pathway 2. You are currently taking training to learn more about completing FCCERS-3. You will plan and email me once you determine the Pathway best for you. I left a copy of the Pathway 1 and 2 charts. We discussed approved formative assessments. I emailed you a link to look at the assessments approved. You are currently using the CDC Milestones Chart for assessing tool. NC Rated License Assessment Project (NCRLAP) I shared the NCRLAP website training information with you. There are training and resources available at https://www.ncrlap.org/ for you to prepare for the FCCERS-3 if you choose to complete the assessments to apply for your license. Additionally, the Self-Study information can be accessed here. MOODLE Trainings DCDEE has added a new training module about Child Development. The training will provide a basic overview about child development and provide information about resources and professional agencies in North Carolina. DCDEE has also added another new training about Child Care Rule Rollout which includes new rules effective July 1, 2025. Both training modules can be found on the DCDEE Moodle Learning Platform at https://www.dcdee.moodle.nc.gov/. In-service training hours are received upon completion of the training sessions. DCDEE- I encourage you to utilize DCDEE’s website on a regular basis for updated information regarding rules and regulations, etc. DCDEE’s website address is https://ncchildcare.ncdhhs.gov/. You can find the Administering Medication in Childcare training required for Health and Safety on Moodle as well. Please complete this training and print the certificate.
