A checklist was used to note the requirements I monitored today. Today Ms. Smith Owner /Administrator accompanied me on the walk through and assisted with today’s visit. This program currently operates with a three-star license issued January 25, 2024. Please be reminded to have all the staff’s education sent to WORKS to be evaluated. The hold harmless has been extended until further notice at this time. I monitored the indoor and outdoor environments for compliance with child care requirements. Staff/child ratios, supervision, use of space and capacity were monitored for compliance. The permit, sanitation, evacuation, safe arrival, and departure procedures, first aid chart, menus, activity plans, daily schedules, emergency care plan, emergency telephone numbers, staff records, and summary of NC Child Care Law, were posted at the time of the visit. The storage of medication and hazardous products was also monitored for compliance. A random selection of staff and children’s records were also reviewed today. Prior to the visit I received your staff and training worksheets. Your signature on these forms will serve as verification that the information provided is accurate. The children’s record worksheet was completed. During the visit the children in space #1 were observed participating in group time with numbers, and the children in space #2 were working on a Father’s Day activity. The lunch menu consisted of fish sticks, baked beans, bread, banana and apple slices, and milk. The last fire drill and your monthly playground inspections were completed 5/16/25.Your last EPR drill was a lockdown completed 516/25. I reminded you an EPR drill must be completed every three months and to keep all documentation on file for review. Your last fire inspection was dated 5/19/25, which I had received prior to today’s visit. Your last sanitation inspection was completed 3/21/25 with a superior rating. Please contact Environmental Health and your local fire inspector within 30 days of the due date to request an inspection to be completed. Once your inspections have been completed, mail or email them to me. I recommend that you place your due dates on a calendar or spreadsheet to help you maintain compliance. The following violation was documented and corrected during the visit. Violation Number Comment Rule 1897 The child care administrator and all staff did not complete the Recognizing and Responding to Suspicions of Child Maltreatment training within 90 days of employment. One staff member with a hire date of 8/1/23 did not complete the training within 90 days of employment. The training was completed 12/6/23. .1102(g) Childcare licensing requirements are established to ensure a safe and healthy childcare environment. Therefore, it is important for you to be knowledgeable of all of the licensing requirements that apply to your type of program. It is your responsibility to maintain compliance with all of the applicable laws and rules at all times. The best way for you to make sure that you are meeting all requirements is to periodically review the childcare law and rules. Technical assistance regarding the following items were reviewed with you today. All flexibilities expired, except for the flexibilities related to the star rated license. During the visit I reminded you the training for Recognizing and Responding to Suspicions of Child Maltreatment at must be completed for a new staff member within ninety days of employment. You stated you understood and did not have any questions. I reminded you that the health and safety training courses have been relocated from Pro-Solutions to Moodle on the DCDEE website and they are free of charge. I discussed various other training resources, including those online and in-person. Remember continuing professional development training provides you and your staff with the knowledge and skills needed to provide a quality child care program. Please be reminded the health and safety training courses are required to be completed every five years. CBC Provider Portal Technical Assistance & Notification to the Division of New Hires or Residents Technical Assistance Guidance As stated in G.S. 110-90.2 & .2703(r) child care operators are to notify the Division of any new child care providers working who were hired or moved into the child care facility within five business days. The process of notifying the Division has changed and is now captured in ABCMS. This change has been in effect since February 2024. Effective immediately, you will need to obtain a Business NCID and complete Provider Portal training in Moodle at https://www.dcdee.moodle.nc.gov/course/view.php?id=119. No action is needed on your part if you have completed the reference training and are currently using the ABCMS Provider Portal to update information regarding new hires or residents. Once the training has been completed and access has been given, you must verify your facility roster to ensure current staff are noted on the roster. This information should be updated in ABCMS in an ongoing basis as staff members are hired and when their employment is terminated. This satisfies the requirement to notify the Division of new child care providers working who were hired or moved into the child care facility within five business days. The compliance of this rule will be monitored during your next visit. Please note, the hard copy of the Change of Information form will no longer be needed or accepted. Clean Classrooms for Carolina Kids is a program designed to identify and eliminate exposure to lead and asbestos hazards in buildings. By May 31, 2025 all facilities must be enrolled for lead in paint, and water, and asbestos at www.cleanwaterforuskids.org/carolina. The group size, supervision, ratio, capacity, and approved space were in compliance. The restrictions, license and emergency care plan were posted. First Aid/CPR, storage of hazardous materials and the NC Child Care Summary of the Law was posted. I monitored the program requirements, furnishings and equipment, outdoor area, and medications. I completed a walk- through of the facility with the Administrator/Owner Ms. Smith. You stated your email address was correct and hasn’t not changed. Upon arrival the toddlers were observed playing in activity areas inside their classroom with two staff members. The preschool children were observed tracing letters of the alphabet. The theme in the lesson plans were on manners and talking about the color yellow and corn. The lunch menu consisted of noodles, ham, string beans, peaches, crackers, and milk. This program currently operates with a three- star license issued January 25, 2024. The hold harmless has been extended until further notice. Please use this prep time to make sure all your staff’s education has been submitted to WORKS for evaluation. Your last fire drill and playground inspection was completed 10/14/24. Your last EPR drill was a shelter-in-place dated 8/16/24. I reminded you that an EPR drill must be completed every three months. Please keep all documentation on file for review. Your last fire inspection was dated 5/7/24. Your last sanitation inspection was completed 9/3/24 with a superior rating. Please contact Environmental Health and your local fire inspector within 30 days of the due date to request an inspection to be completed. Once your inspections have been completed mail or email them to me. I recommend that you place your due dates on a calendar or spreadsheet to help you maintain compliance. One violation was documented and corrected during the visit. Violation Number Comment Rule 533 Human milk, formula and other bottled beverages including sippy cups, sent from child's home were not fully prepared, dated, and labeled for the appropriate child. One child's bottle and one sippy cup in the toddler room were not labeled and dated during today's observation. The bottle and sippy cup were labeled and dated during the time of today's visit. 15A NCAC 18A .2804(d) Childcare licensing requirements are established to ensure a safe and healthy childcare environment. Therefore, it is important for you to be knowledgeable of all of the licensing requirements that apply to your type of program. It is your responsibility to maintain compliance with all of the applicable laws and rules at all times. Annual Licensing Fee: Pursuant to GS 110-90(1a) the Division establishes an annual fee for licensed child care facilities. The invoices for the fees are assessed based on your licensed capacity and mailed after the 1st of November every year. You will only receive one invoice, and payment is due in FULL within 30 days. Please closely monitor your mail and be on the lookout for your invoice. Please don’t delay making your payment and be aware that Payment Plans are NOT available. In addition, please be aware that failure to pay a license fee within 30 days of receipt will result in late charges. If payments are made late and late charges are applied, the fee as well as the late charge must be resolved. Please be reminded that failure to pay a license fee could also result in the facility's child care license being revoked. Upon arrival I was greeted by Ms. Smith, Owner/Administrator who assisted with today’s visit. I monitored your classroom environments, outdoor playgrounds, staff, and children's records and required center records. You stated you will not be providing transportation. I used the North Carolina Child Care Requirements and Compliance Listing as basic monitoring tools during the visit. Your classrooms have a variety of developmentally appropriate learning materials with equipment and the activity centers are all arranged. The license was posted along with the NC Summary of the Law and safe arrival and departure procedures. The emergency medical care plan and emergency telephone numbers were also posted. The classrooms were visited today. Staff/child ratios were posted in each classroom. Activity plans were available. Daily schedules were posted. No concerns with supervision were observed during the visit. Teachers were interacting with the children and moving about the classroom and the outdoor area. I observed the toddler playing with a staff member with blocks. The preschool children were observed making crafts inside and later playing outdoors. and the infants during routine care and transitions. Lunch consisted of turkey slices, wheat bread, sliced cucumber, banana, and milk. Five children’s records were reviewed today, and one violation was documented. Using a checklist helps verify information on file. All staff files were reviewed today and were found to be in compliance. The last fire drill was completed 8/16/23. The last outdoor inspection was completed 8/15/23.Your EPR drill was a shelter-in-place completed 8/18/23. Today I reminded you to complete an EPR drill every three months and to keep all paperwork on file for review. The following violation of child care requirements was observed today: Violation Number Comment Rule 114 A summary of the NC Child Care Law was not given to a parent of every child enrolled in the center. Two children's files were missing a signed copy that the parent had received the summary of the NC Child Care Law. GS 110-102 The above violation is required to be corrected immediately. Mail or email a signed letter to me by September 25, 2023, stating that the violation was corrected. List each violation separately with a description of how you corrected the violation and how you will meet compliance in the future. If you have any changes to your phone number, email or mailing address, please update me so I can make changes in Regulatory. This information is what DCDEE uses on the Search for Childcare site, it is also the only way DCDEE communities with you. Discussion was held regarding the Rated License requirements and your intent to apply for a star rated license. Copies of the point sheets for staff, program standards, and a quality point were provided to you during the visit. I provided the application form for a star rated license and you stated you were not interested in having the Environment Rating Scales completed at this time. Your center will be assessed for points in two areas: education standards of staff and program standards. Staff can earn from 1 to 7 points based on their education. The center can earn from 1 to 7 points in program standards. You may also apply for a quality point that, if eligible, would be added to your total points in education and program standards. EDUCATION STANDARDS: The education of the Administrator, Lead Teacher, Teacher, Group Leaders and Program coordinator will be assessed for points for the star rated license. Reminders: Submit official transcripts to WORKS and have employees submit all other information using “WORKS” (Workforce online reporting and knowledge system). All staff education should be current and in WORKS prior to the rated licensed being processed. PROGRAM STANDARDS: Your center may receive 2 points in program standards by meeting enhanced staff child ratios or enhanced space, by providing the required activity centers and supplemental centers, and having approved operational and personnel policies. You already provided a copy of your operational and personnel policies for review to Ms. Remington and they were approved. You will need to place a job description in each staff member's file, and they must sign a statement that they were given a copy of their job description. They must also have an evaluation tool that is used and a professional development plan in their files. To receive more than 2 points in program standards, you would need me to refer your program to the NCRLAP for the Environment Rating Scale assessment. You stated you did not want to have the Environment Rating Scale completed. QUALITY POINT: Review the requirements to receive a quality point. TOTAL POINTS AND STAR LICENSE INFORMATION: The total points received in both education and program standards and the quality point will determine the star license issued to your center. To receive a 3 Star License 7 to 9 points is required. SUBSIDY: Child Care Centers with a Temporary License in good standing may be eligible for participation in the NC Child Care Subsidy System during their first 6 months of operation. Legislative changes, however, will only allow centers with a 3 Star or higher license to continue to participate in the Subsidy System after the first 6 months of operation. You should begin making plans now to obtain at least a 3 Star License by the expiration of your Temporary License if you intend to participate in the NC Subsidized Child Care System. COMPLIANCE HISTORY: - We discussed the monitoring process that will take place during the Temporary Time Period. The Temporary License will be issued for six (6) months. During that time, at least three unannounced visits will be made. During each visit observed violations will be documented. It is very important that you maintain compliance with all applicable requirements at all times since you will be building a compliance history. In order to move to a star rated license at the end of the Temporary Time Period, you must have at least a 75% compliance history. Please be mindful of the fact that even a few violations, especially those associated with staff/child ratio, supervision of children, licensed capacity, and meeting license restrictions, could have a negative impact on your compliance status. Programs whose compliance history is below 75% could be issued an administrative action including denial of a license at the end of the Temporary License period. New Criminal Background Check Legislative Changes: The 2022-2023 Appropriations Bill (HB 103) signed by Governor Cooper on July 11, 2022, made two important changes to North Carolina General Statute 110-90-2 regarding child care Criminal Background Checks. 1.The period for background check qualification renewals was revised from three years to five years. You can update the due date on your qualifying letter. New ones will not be sent to you. 2.The provisional qualification period was reduced to forty-five days. Letters are generated in the Criminal Background Check portal. Foundations (NCFELD) You should be using Foundations when planning weekly activities. Children’s experiences and the skills and characteristics they develop during the preschool years are critically important to their success later in school. What children learn between birth and the time they start kindergarten lays the foundation for their learning and development for years to come. The goals from Foundations are to be used with weekly activity planning. Each activity should relate to a goal from one of the five domains.
