This visit was conducted with Rebecca Kallam, Lead Teacher. Currently this center operates with a Five Star license. Restrictions include daytime care only and meets all enhanced requirements and reduced ratio. This facility is owned and operated by Rockingham County Schools. The sanitation inspection was completed March 27, 2026. The facility received a superior rating with four (4) demerits. The last fire inspection on file was completed on October 13, 2025. A copy was received during a routine unannounced visit. Upon arrival staff/child ratio was observed and in compliance as indicated on the attached enrollment worksheet. Children were adequately supervised during today’s visit. All indoor and outdoor areas were observed during today's visit. Twenty-three (23) children were present during today’s visit. The children were observed playing indoors, completing routine tasks and playing outdoors. Fire drill reports and playground inspections were monitored during today's visit. The last fire drill was completed March 30, 2026. It took the children one (1) minute to evacuate. The last emergency drill, a lockdown drill, was completed on March 12, 2026. Emergency drills must be conducted every three (3) months. Children’s and staff files were reviewed according to the policy set by the Division of Child Development and Early Education. The principal’s criminal background check expired in September 2025. She has begun the process by applying in the ABCMS system but has not gotten her fingerprints completed. The lead teachers stated that no child enrolled has emergency medication. They do not provide routine transportation. The NC Pre-K requirements were monitored today. The facility currently has twenty-one (21) NC Pre-K children. The following violation was observed during today's visit. Violation Number Comment Rule 1044 Prior to the expiration date of the qualification letter, the child care provider did not complete and submit required forms to complete a criminal background check (a qualification letter is valid for a maximum of five years for the date of issuance). The principal's qualification letter expired in September 2025. G.S. 110-90.2(b) & .2703(n)&(o) Rated License Information: The QRIS modernization plan was discussed during a routine unannounced visit conducted in October. Today we discussed where the facility is in the process. Ms. Kallam stated that they are looking at Pathway one, Program Assessment. I reminded her that the self study must be completed three (3) months before the environment rating scale can be requested. She can begin the self study now and then when school resumes in the fall request the assessment. Compliance: You must correct the violation found during today's visit immediately. Please send me two (2) letters verifying compliance. The letters must be received by April 16, 2026. Please include in your letter each violation number and how you corrected each violation and what plan will be implemented to prevent these violations from occurring again. This visit was conducted with Rebecca Kallam, Lead Teacher Currently this center operates with a Five (5) Star license. The restrictions include daytime care only and meets all enhanced requirements and reduced ratios. This facility is owned and operated by Rockingham County Schools. Twenty-three (23) children were present during today’s visit. I observed the children playing indoors and outdoors, and completing routine tasks. The facility had a fire inspection completed on October 13, 2025. I received a copy today. The sanitation inspection was completed on April 23, 2025. The facility received a superior rating with four (4) demerits. The emergency drill log was monitored during today's visit. The last fire drill recorded was completed on October 23, 2025. The evacuation took one (1) minutes. The last emergency drill, a shelter in place drill, was conducted on August 30, 2025. There are two (2) new staff. The ABCMS system did not list these individuals on the staff roster. All staff have a current qualifying letter. They do not provide routine transportation for children enrolled this school year. The following violation was cited today. Violation Number Comment Rule 1805 A child care operator did not notify the Division of any new child care providers, as defined in G.S. 110-90.2(a)(2), who were hired or moved into the child care facility within five business days. There are two (2) new staff that are not listed on the staff roster in the ABCMS system. G.S. 110-90.2 & .2703(r) Rated License: I meet with Amy Rose, Preschool coordinator, on October 6, 2025 to review the QRIS modernization pathways. I completed a template documenting the pathway you plan to pursue, identifying needs, documenting a timeline for completion, resources, next steps, etc. Over the next few months, I’ll be checking in with you, ahead of your next visit to check on progress and determine if additional assistance is needed with WORKS, NCRLAP/ERS, accreditation, etc. Technical Assistance: Child Care administrators can now view and edit their facility’s staff roster in ABCMS, the DCDEE’s criminal background check system. Provider Access to ABCMS allows administrators to: •See the real-time background check status of staff members •Run a printable report of the staff roster to assist with compliance visits •See new background check applicants and add to staff roster To get started, complete the ABCMS Child Care Provider Portal Training in Moodle. The process of notifying the Division has changed and is now captured in ABCMS. This change has been in effect since February 2024. Effective immediately, you will need to obtain a Business NCID and complete Provider Portal training in Moodle at https://www.dcdee.moodle.nc.gov/course/view.php?id=119. No action is needed on your part if you have completed the reference training and are currently using the ABCMS Provider Portal to update information regarding new hires or residents. Once the training has been completed and access has been given, you must verify your facility roster to ensure current staff are noted on the roster. This information should be updated in ABCMS in an ongoing basis as staff members are hired and when their employment is terminated. This satisfies the requirement to notify the Division of new child care providers working who were hired or moved into the child care facility within five business days. The compliance of this rule will be monitored during your next visit. Please note, the hard copy of the Change of Information form will no longer be needed or accepted. Consultation: I recommend that the teachers review the Division’s website under the What’s New tab and the QRIS modernization tab. There is a rule roll out available on Moodle. One (1) staff needs to update her education in WORKS. It only has her listed as having a NCECC and not an Associate’s Degree in Early Childhood. The other new lead teacher needs to register a WORKS account and request to be evaluated as a DPI teacher. Compliance: You must correct the violation found during today's visit immediately. This visit was conducted by Sally Allen, Child Care Consultant and Rebecca , Kallam, Lead Teacher. Currently this child care center operates with a Five (5) Star license. Restrictions include daytime care only and meets all enhanced requirements and reduced ratio. The sanitation inspection was completed on April 11, 2024. The facility received a superior rating with two (2) demerits. The fire inspection was completed March 6, 2024. I received a copy at another visit. This facility is owned and operated by Rockingham County Schools. Twenty-two (22) children were present during today’s visit. The children were observed playing indoors and outdoors and completing routine tasks. The emergency drill log was monitored during today's visit. The last fire drill recorded was completed on October 31, 2024, with twenty-five (25) seconds to evacuate. The last emergency drill, a shelter in place drill, was completed on September 3, 2024. The staff files were not reviewed today. There is one (1) new staff. A substitute, Gayle Shelton, present today does not have a current criminal background check. Her background check expired June 3, 2024. She has fifteen (15) days to receive a current background check. If she has not received it by then she cannot return to the facility until she is qualified. Ms. Kallam stated that no child enrolled has emergency medication. They do not provide routine transportation. The following violation was cited today. It is not documented when the child should be wearing the vest. Please have the therapist write a statement on when the child should wear the vest and place the documentation in the child’s file. Child Care administrators can now view and edit their facility’s staff roster in ABCMS, the DCDEE’s criminal background check system. Health and Safety training topics, except for Recognizing and Responding to Suspicions of Child Maltreatment and CPR and First Aid trainings, must be completed within the first year of employment. The Recognizing and Responding, CPR, and First Aid trainings must be completed within ninety (90) days of employment. Then these trainings must be completed every five (5) years after the initial completion, except CPR and First Aid, which must be completed every two (2) years. Rated License -The hold harmless has been extended. An email will be sent with information on when the rated license process will begin.
