Darlene Murphy, Administrator, accompanied me on a walk-through of the premises. The program operated with a four-star license, issued June 13, 2019, earning seven points for education, two points for program standards, and one quality point for complying with a programmatic option. License restrictions include daytime care, meets enhanced ratios and meets enhanced space. The last annual compliance visit was conducted on February 11, 2025. The sanitation inspection was completed July 18, 2024, with a “Superior” classification. The last fire inspection was conducted on August 25, 2025, and your facility meets the satisfactory fire safety conditions. The program’s compliance history was ninety-nine percent as of January 6, 2026. The NC Secretary of State website was reviewed on January 6, 2026, and Precious Angels’ Day Care, INC was listed as current- active. Children were observed during outdoor free play activities. Teachers were observed interacting with children while they played, transition, personal care routines, and lunch was observed. Children under twelve months old receive care according to individual needs including diapering. Proper hand-washing techniques and diaper changing procedures were observed. Age-appropriate materials and equipment were accessible to children. Children were adequately supervised. Lunch consisted of hamburger steak, rice, string beans, roll, peaches, and milk. The following violation was observed during today’s visit. Violation Number Comment Rule 104 Center has not passed required sanitation inspection and received an approved or superior rating. The last sanitation inspection on file is dated July 18, 2024. The administrator has requested an inspection from Robeson County Environmental Health. 10A NCAC 09 .0304(b) Child Care programs are expected to achieve and maintain compliance at all times and are required by NC GS 110-90(4) (d) to achieve and maintain an eighteen-month compliance history score of at least seventy-five percent. Any violation(s) documented may impact the compliance history score. On or before January 21, 2026, I must receive a written, dated, and signed compliance letter that describes accurately and in detail, how and when the violations were corrected. Sonya Morrison, Owner, accompanied me on a walk-through of the premises. The program operated with a four-star license, issued June 13, 2019, earning seven points for education, two points for program standards, and one quality point for complying with a programmatic option. License restrictions include daytime care, meets enhanced ratios and meets enhanced space. The program’s compliance history was ninety nine percent as of October 8, 2024. A walk-through of the facility was completed today, all indoor and outdoor areas were monitored. I observed children in both the indoor and outdoor learning environments and found supervision and staff/child ratios to be in compliance. Children were observed during rest time, participating in free play in activity areas and personal care routines. Teachers were interacting and meeting the developmental needs for each of the children. Age-appropriate materials and equipment were accessible to the children. Children were adequately supervised. One new staff files were reviewed due to there being no new employees. Snack consisted of gram crackers, orange, and milk Violation Number Comment Rule 1890 Each staff member did not have the required medical report, proof of tuberculosis test or screening and/or completed health questionnaire in a medical file, maintained separately from the staff member's individual personnel file. One new staff file did not maintained a separate medical and personnel file. The Administrator separated the staff medical and personnel file in two different folders. .0701(d) Child care programs are expected to achieve and maintain compliance at all times and are required by NC GS 110-90(4) (d) to achieve and maintain an eighteen-month compliance history score of at least seventy-five percent. Any violation(s) documented may impact the compliance history score. Technical assistance was also offered on playing music during free play or other group activities without an intended purpose. Sometimes when music is played in the background as a filler, it can take away the opportunity for meaningful conversations and interactions to take place. At other times it can cause the noise level in the classroom to be higher than normal because individuals have to speak over the music in order to be heard. Try limiting times when music is played to music/movement time, as a transitional prompt or during rest periods.
