Dakota Locklear, Lead Teacher assisted me with the visit. The program operated with a 5-Star License, issued January 29, 2018, earning seven points in the education component, seven points in the program component, and one quality point for complying with a programmatic option. License restrictions include daytime care only, meets enhanced ratios, meets enhanced space, and meets enhanced ratios minus one. The last annual compliance visit was conducted March 5, 2024. The sanitation inspection was completed April 24, 2024, with a “Superior” classification. The last fire inspection was conducted on December 2, 2024 and your facility was approved for daytime care only. You visited each indoor and outdoor space with me. Children were observed during teachers lead activities, fire drill, and transition to free play activities. The Teachers were observed interacting with children while they played. Age-appropriate materials and equipment were accessible to children. Children were adequately supervised. Violation Number Comment Rule 1044 Prior to the expiration date of the qualification letter, the child care provider did not complete and submit required forms to complete a criminal background check (a qualification letter is valid for a maximum of five years for the date of issuance). One staff did not and complete and submit required forms to complete a criminal background check prior to the expiration of their qualifications letter. G.S. 110-90.2(b) & .2703(n)&(o) 1757 A valid qualification letter was not on file and available to review at the facility. A current qualification letter was not on file and available one staff member due the qualification had expired. G.S. 110-90.2(b) & (d) & .2703(e) Child Care programs are expected to achieve and maintain compliance at all times and are required by NC GS 110-90(4) (d) to achieve and maintain an eighteen-month compliance history score of at least seventy-five percent. Any violation(s) documented may impact the compliance history score. On or before March 12, 2025, I must receive a written, dated, and signed compliance letter that describes accurately and in detail how and when was corrected. Please be aware any information submitted by you is considered legal documentation. If it is determined the information provided in the letter is not true, this may be considered falsification of information. If sufficient information is not received by the due date, a follow-up visit will be conducted. Dakota Locklear, Lead Teacher assisted me with the visit. The program operated with a 5-Star License, issued January 29, 2018, earning seven points in the education component, seven points in the program component, and one quality point for complying with a programmatic option. License restrictions include daytime care only, meets enhanced ratios, meets enhanced space, and meets enhanced ratios minus one. The program’s compliance history was ninety-five percent as of October 10, 2023. You stated Public Schools of Robeson County are still the legal owners of Piney Grove Early Childhood Program. A walk-through of the facility was completed today, all indoor and outdoor areas were monitored. I observed children in both the indoor and outdoor learning environments and found supervision and staff/child ratios to be in compliance. Children throughout the facility were participating in group time, free play in activity areas, transitions and personal care routines. Teachers were interacting and meeting the developmental needs of the children. No new files for new staff were reviewed. Fire and sanitation inspections have not occurred since the last visit and remain current. Violation Number Comment Rule 604 Lavatories were not kept clean, in good repair and kept free of storage. Space #2, two lavatories contained cots, supplies, and boxes. 15A NCAC 18A .2818(a) 1775 NC Pre-K program staff/child ratios and group sizes were not met. There was one teacher on the playground with 12 children for a period of time. .3009 Child Care programs are expected to achieve and maintain compliance at all times and are required by NC GS 110-90(4) (d) to achieve and maintain an eighteen-month compliance history score of at least seventy-five percent. Any violation(s) documented may impact the compliance history score. The violation(s) documented must be corrected immediately. For example, after a cup of milk has spilled ask the children what they need to do to clean up, how many paper towels they will need, and how well the paper towels absorbed the milk. Provide opportunities for children to come up with a range of ideas for how they can creatively plan to complete tasks. Use expansion, back-and-forth exchanges and follow-up questions to aid children who are learning and encourage them to keep communicating. Use nonverbal techniques such as modeling and repeating actions. For example, point out photos on the shelves that show where material belongs or model cleaning-up. Recognize and affirm children’s involvement in activities. Identify what is working and what is not and encourage them to keep trying.
