    Name of Operation: MAGNOLIA EARLY CHILDHOOD PROGRAM Facility ID: 78000292 Consultant: NAKITA BELLAMY Operation Type: Center Case Number: Visit Date: 10/9/2025 Number Present: 24 Completed Date: 10/9/2025 Age: From 4 To 5 Total Minutes: 180 Time In: 09:30 AM Time Out: 12:30 PM Time In: Time Out: List to Use: Center Type Of Visit: Annual Comp Full Announced/Unannounced: Unannounced The purpose of today’s unannounced visit was to monitor compliance with applicable child care requirements for an annual compliance. Heather Hunt, Lead Teacher assisted me with the visit. The program operated with a five-star license, issued February 5, 2018, earning seven points for education, seven points for program standards, and one quality point for complying with a programmatic option. License restrictions include daytime care only, meets enhanced ratios minus one, and meets enhanced space. The last annual compliance visit was conducted November 7, 2024. The sanitation inspection was completed May 20, 2024, with a “Superior” classification. The last fire inspection was conducted November 21, 2024, and your facility was approved for daytime care only. You visited each indoor and outdoor space with me. Children were observed children during outdoor free play activities, personal care routine, and transition to teacher lead activities. The Teachers were observed interacting with children while they played. Proper hand washing techniques procedures were observed. Age-appropriate materials and equipment were accessible to children. Children were adequately supervised. The following violation was observed today. Violation Number Comment Rule 104 Center has not passed required sanitation inspection and received an approved or superior rating. The last sanitation inspection on file is dated May 20, 2024. The Pre-K Program Coordination has requested a current sanitation inspection from Robeson Environment Health. 10A NCAC 09 .0304(b) You are required to maintain compliance with all applicable child care rules and regulations at all times. NCGS110-90(4)(d) requires all child care facilities to maintain a compliance history score of at least 75% for the past 18 months or during the length of time the facility has operated, whichever is less. On September 4, 2025, I met with Jamie Flanagan, Pre-K Supervisor for Robeson County Schools, to review the different pathways. During that meeting Ms. Flanagan stated they are exploring pathway #3, accreditation. A determination will be made once the coordinators have reviewed and met with each accreditation agency. At the completion of the visit, this visit summary was printed, reviewed, and a copy was left with you.
