Anita Spaulding, Director, accompanied me on a walk through the premises. The program operated with a three-Star License, issued February 28, 2019, earning four points in the education component, two points in the program component, and one quality point for complying with a programmatic option. License restrictions include daytime care only and meet enhanced ratios. The last annual compliance visit was conducted January 14, 2025. The sanitation inspection was completed May 9, 2025, with a “Superior” classification. The last fire inspection was conducted December 31, 2024, and your facility meets the satisfactory fire safety conditions. Children were observed during teacher lead activities and free play. Teachers were observed interacting with children while they played. Age-appropriate materials and equipment were accessible to children. Children were adequately supervised. Lunch consisted of tomato soup, cheese toast, kiwi and milk. Violation Number Comment Rule 1048 All staff did not successfully complete certification in First Aid appropriate to the age of children in care. Verification of staff completion of First Aid training from an approved training organization was not in the staff file. One staff did not complete certification in First Aid within 90 days of employment. .1102(c) 1049 All staff did not successfully complete certification in CPR training appropriate to the age of the children in care. Verification of staff completion of the CPR course from an approved training organization was not in the staff file. One staff did not complete certification in CPR within 90 days of employment .1102(d) You are required to maintain compliance with all applicable child care rules and regulations at all times. NCGS 110-90(4)(d) requires all child care facilities to maintain a compliance history score of at least 75% for the past 18 months or during the length of time the facility has operated, whichever is less. Failure to do so may result in the issuance of a provisional license or other administrative action. The violation(s) documented must be corrected immediately. On or before December 3, 2025, I must receive a written, dated, and signed compliance letter that describes accurately and in detail, how and when the violations were corrected. Please be aware any information submitted by you is legal documentation. If it is determined the information provided in the letter is not true, this may be considered falsification of information. As you prepare to transition to Classroom and Instructional Quality Pathway it is important review the different curriculums and formative assessments tools for all ages of children you serve. Look options for coaching/training options for you as the administrator and lead teachers. You want to ensure staff has submitted all necessary information to DCDEE WORKS for their current position or the position they desire to be in by the time you submit your application for assessment. Bray Locklear, Lead Teacher, assisted me during the visit. The program operated with a four-star license, issued February 28, 2019, earning four points for education, two points for program standards, and one quality point for complying with a programmatic option. License restrictions include daytime and meets enhanced ratios. The program’s compliance history was one hundred percent (100%) as of May 28, 2025. The license was posted, and the restrictions were in compliance. The NC Secretary of State website was reviewed on May 28, 2025, and Heavenly Host Christian Daycare Center, LLC was listed as current- active. A walk-through of the facility was completed today; all indoor and outdoor areas were monitored. I observed children during indoor free play activities and found supervision and staff/child ratios to be in compliance. Teachers were interacting and meeting the developmental needs for each of the children. Age-appropriate materials and equipment were accessible to children. Children were adequately supervised. One new staff file was reviewed. Violation Number Comment Rule 1805 A child care operator did not notify the Division of any new child care providers, as defined in G.S. 110-90.2(a)(2), who were hired or moved into the child care facility within five business days. The facility did not have roaster in the ABCMS system. G.S. 110-90.2 & .2703(r) Child Care programs are expected to achieve and maintain compliance at all times and are required by NC GS 110-90(4) (d) to achieve and maintain an eighteen-month compliance history score of at least seventy-five percent. Any violation(s) documented may impact the compliance history score. The violation documented must be corrected immediately. On or before June 12, 2025, I must receive a written, dated, and signed compliance letter that describes accurately and in detail how and when the violations were corrected.
