Valen Rogers, Lead Teacher assisted me with the visit. The program operated with a five-star license, issued April 4, 2019, earning seven points for education, seven points for program standards, and one quality point for complying with a programmatic option. License restrictions include daytime care only, enhanced ratios, and meets enhanced space. The last annual compliance visit was conducted February 27, 2024. The sanitation inspection was completed December 11, 2023, with a “Superior” classification. The last fire inspection was conducted February 12, 2024, and your facility was approved for daytime care only. The program’s compliance history was ninety-eight percent as of February 12, 2025. Children were observed during teacher lead activities and transition to lunch. Age-appropriate materials and equipment were accessible to children. Children were adequately supervised. Lunch consisted of walking chicken taco, uncrustable peanut butter, jelly, ranchero beans, salsa, lettuce, tomato, and milk. Violation Number Comment Rule 104 Center has not passed required sanitation inspection and received an approved or superior rating. The last sanitation inspection was dated December 11, 2023. The Administrator has requested an inspection from Environmental Health. 10A NCAC 09 .0304(b) 106 Operator has not scheduled and obtained a fire inspection within 12 months of the previous inspection. Operator did not submit the original approved report to DCDEE within one week of the inspection visit on a form provided by the Division. The last fire inspection received is dated February 12, 2024. The Administrator has requested a fire inspection from the Fire Marshal. 10A NCAC 09 .0304(a) 439 Space and time for active indoor activities was not provided when children could not play outside. Space #2, children observed watching movie during outdoor play time due to the weather. Teachers turned off the movie and allowed children to do gross motor activities inside the classroom. 524 When children 3 years and older were in care, screen time was not used to stimulate a developmental domain; was not limited to 30 minutes a day and no more than a total of two and a half hours per week, per child; and/or was not documented on a cumulative log or the activity plan that is available for review. Space #2, children were observed watching the Lion King cartoon which was not capture on the activity plan or screen time documented on a log. The teacher assistance printed the log, updated the activity plan and log. .0510(d)(2)(A-C) Child Care programs are expected to achieve and maintain compliance at all times and are required by NC GS 110-90(4) (d) to achieve and maintain an eighteen-month compliance history score of at least seventy-five percent. The program operated with a five-star license, issued April 4, 2019, earning seven points for education, seven points for program standards, and one quality point for complying with a programmatic option. License restrictions include daytime care only, meets enhanced ratios, and meets enhanced space. The program’s compliance history was one hundred percent as of October 23, 2023. You stated Public Schools of Robeson County are still the legal owners of East Robeson Preschool. A walk-through of the facility was completed today, all indoor and outdoor areas were monitored. I observed children in both the indoor and outdoor learning environments and found supervision and staff/child ratios to be in compliance. Children throughout the facility were participating in group time, free play in activity areas, transitions and personal care routines. Teachers were interacting and meeting the developmental needs for each of the children. Three new files for new staff were reviewed. Fire and sanitation inspections have not occurred since the last visit and remain current. Violation Number Comment Rule 604 Lavatories were not kept clean, in good repair and kept free of storage. Space #1, #2, and #3 lavatories stored cots, toys, and supplies. 15A NCAC 18A .2818(a) 1041 Prior to employment a Criminal Background Check was not completed. Use nonverbal techniques such as modeling and repeating actions. For example, point out photos on the shelves that show where material belongs or model cleaning-up. Recognize and affirm children’s involvement in activities. Identify what is working and what is not and encourage them to keep trying. Reminder There was no qualification letter for Ms. Monica Britt on file or available for review. Ms. Britt was present during the visit today. Ms. Rogers stated that Ms. Britt left the preschool classroom and will not return until she has her current qualifying letter check from DCDEE. I discussed with Ms. Rogers that Ms. Britt could not return until she had received her current qualifying criminal background check. Ms. Rogers stated that she understood. The hold harmless legislation was extended and signed into law on Monday June 12th, 2023. This legislation allows facilities to remain at their current star level without a reassessment until June 30, 2024, and when reassessed it reduces the education evaluation requirements for lead teachers from 75% to 50% until June of 2026. To prepare for the reassessment process, DCDEE has developed a cohort system. You are part of cohort two, I recommend you consider completing the following tasks and activities that will help prepare you for your reassessment year, which will be sometime between July 1,2024 and June 30, 2025. If possible, we will align the reassessment with your annual compliance visit timeframe. • Have all staff update WORKS accounts to reflect all currently completed coursework (DCDEE-WORKS) • Request technical assistance with your child care consultant and local partners • Participate in local CCR&R and NCPC quality related training/workshops (CCRR Information) • Review NCRLAP website ERS resources (www.NCRLAP.org).
