The allegations are as follows: There are concerns about violations of child care requirements. Staff/child ratio, group size, supervision, use of licensed space, space capacity, license restrictions, and the outdoor environment were monitored. The license and emergency care plan were posted. Menu, fire drills, incident logs, incident reports, medication administration, and storage of hazardous products were also monitored. One staff should have been available for review, but no file was available at the facility. Children were observed during lunch, personal care routines, and rest time. Lunch consisted of lasagna, bread, peas, oranges, and milk. One employee was present at the facility during today’s visit. I spoke with Kelly Council, Owner by phone regarding the allegations. Ms. Council stated menus are updated whenever there needs to be adjustments due to a change. Children are served a variety of different foods to meet their nutritional needs and required meal patterns. Parents also receive the menu ahead monthly and if a change is made. Ms. Council informs parents of foods children eat well and food they will introduce to the children as they aim to introduce new items every ten days. Based on menu documentation and interviews, the allegation regarding nutrition is unsubstantiated. Ms. Council continues to meet the qualification of an owner and staff requirements for child care. Based on interviews, the allegation of staff qualifications is unsubstantiated. The following violations were observed during today’s visit. Violation Number Comment Rule 526 Menus for all meals and snacks were not current or posted where easily seen by parents and cook. The menu was posted in the kitchen on a clip board not easily seen by parents. 10A NCAC 09 .0901(b) 1043 All staff records, except financial records, were not made available for review. One staff record was not available for review during today's visit. G.S. 110-91( 9) Child Care programs are expected to achieve and maintain compliance at all times and are required by NC GS 110-90(4) (d) to achieve and maintain an eighteen-month compliance history score of at least seventy-five percent. Any violation(s) documented may impact the compliance history score. The violation(s) documented must be corrected immediately. On or before April 29, 2026, I must receive a written, dated, and signed compliance letter that describes accurately and in detail, how and when the violations were corrected. Kelly Council, Assistant Administrator, assisted me during the visit today. The program currently operates with a four-star rated license, issued July 2, 2025, earning seven points in Staff Education, three points in Program Standards and one point in Quality by meeting a programmatic option. The program’s compliance history was one hundred percent as of March 4, 2026. A walk-through of the family child care home was completed today, all indoor and outdoor areas were monitored. I observed a child during indoor free play, personal care routines, lunch, rest and found supervision and staff/child ratios to be in compliance. The caregiver was interacting and meeting the developmental needs of the child. Rated license requirements were reviewed to ensure compliance was maintained with the current program and education components. One new staff file was reviewed during today’s visit. Lunch consisted of chicken tenders, peas, peaches, bread, and milk. The following violations were observed today. Violation Number Comment Rule 544 Screen time was offered to children under three years of age. Children one to three years of age was observed watching children relaxation video while transitioning to personal care runtiness and rest. The teacher told off the tv and changed to using a speaker to play relaxing music. .0510(f) Child Care programs are expected to achieve and maintain compliance at all times and are required by NC GS 110-90(4) (d) to achieve and maintain an eighteen-month compliance history score of at least seventy-five percent. Technical Assistance was offered on planning outdoor activities during allergy season Schedule outdoor time during low pollen periods, such as early morning hours. Consult local pollen forecasts daily via weather apps. Protective gear & hygiene: Encourage children to wear wide-brimmed hats, long sleeves, and sunglasses to minimize exposure. After outdoor play, have children wash hands/face, change clothes, and encourage wipe-downs to reduce allergen transfer. Your program currently operates with a 4-star rated license, issued November 14, 2022, earning 7 points in Staff Education, 2 points in Program Standards and 1 point in Quality by meeting a programmatic option. Your program was also monitored for compliance with implementing an approved curriculum, Creative Curriculum, as required for all four and five-star licensed facilities where four-year old children are enrolled. Turkeshia McCormick, Licensing Consultant, accompanied me during today’s visit. A walk-through of the facility was completed today, all indoor and outdoor areas were monitored. I observed children during outdoor free play and found supervision and staff/child ratios to be in compliance. Children were participating in free play in activity areas, transitions and personal care routines. Teachers was interacting and meeting the developmental needs for each of the children. Age-appropriate materials and equipment were accessible to the children. No new staff files were reviewed due to no new employees. Rated license requirements were reviewed to ensure compliance. Violation Number Comment Rule 106 Operator has not scheduled and obtained a fire inspection within 12 months of the previous inspection. Operator did not submit the original approved report to DCDEE within one week of the inspection visit on a form provided by the Division.
