This visit was conducted with Misty Carson, operator. Your program currently operates with a two-star license. Restrictions include first shift, maximum of 5 preschool children at any time, children in care on ground level only, may not use trampoline; No more than 2 infants under 1 year of age; Children under 2 may not use the outdoor climbing/slide structure. The license was observed, and the restrictions were found in compliance. The NC Secretary of State website was reviewed on 10/29/2025 and Lil Love Bugs LLC was listed as active not current. The program’s compliance history was 100% prior to today’s visit. All programs are required to maintain at least 75% compliance. A walk-through of the home designated as child care was completed today. Indoor and outdoor areas were observed. The provider stated the smoke detector was in working order. It was not tested as one child becomes upset. Capacity was monitored as indicated on the attached worksheet. Supervision was adequate during the visit. I observed staff/child interactions today. I observed children engaged in developmentally appropriate activities and lunch. I observed materials and activities that were available to the children in the space set up for child care. The children were served a lunch consisting of pizza rolls, potatoes, mangos, bread and milk. The last annual compliance visit was conducted on 11/07/2024. A Verification of Required Information for Operator and Additional Caregivers form was completed during the visit for the operator. A FCCH and Centers Located in a Residence Operator’s Statement of Responsibility form was reviewed and signed during the visit. We discussed owner status of this facility. I have asked Ms. Carson, who lives in the home and have recorded her answer on the Verification of Required Information for Operator and Additional Caregiver Form with her signature. Be reminded that everyone living in the home must have criminal record checks conducted every five (5) years. You may go to the Division of Child Development & Early Education's website at https://ncchildcare.ncdhhs.gov and complete this process six (6) months prior to the expiration date on your qualifying letter. Program records and required postings were monitored. A fire drill was conducted on 10/24/2025. A lock down drill was documented on 10/01/2025. An outdoor inspection was documented on 10/24/2025. There are two pets inside the home and all vaccinations, and parent acknowledgement forms were monitored. Staff files and children’s records were monitored per DCDEE procedures. Nutrition requirements were monitored per DCDEE procedures. Storage of hazardous items was monitored today. Storage and administration of medication were monitored. Medication authorization was monitored for one child with Desitin. The program does not provide transportation. The following violation was cited at today’s visit. Violation Number Comment Rule 1847 A child care operator did not notify the Division of any new child care providers, as defined in G.S. 110-90.2(a)(2), who were hired or moved into the child care facility within five business days. The provider had not completed the ABCMS Portal. G.S. 110-90.2 & .2703(r) Child Care programs are expected to achieve and maintain compliance at all times and are required by NC GS 110-90(4) (d) to achieve and maintain an eighteen-month compliance history score of at least seventy-five percent. Any violation(s) documented may impact the compliance history score. You must correct the violation cited during today's visit immediately and send me documentation verifying compliance on or before November 13, 2025. The following information must be included in your signed and dated compliance letter: • the name of your center • facility ID number • date • title of the person who signs the letter • each violation number(s) • describes accurately and in detail how and when you corrected each violation You may email the letter to pamela.hauser@dhhs.nc.gov or mail two copies of the letter to: Pam Hauser P.O. Technical assistance discussed during today’s visit: During the visit, we discussed that the ABCMS provider portal was not in use. I emailed you April 23, 2025, with the following consultation: I want to send this email as a reminder to complete the ABCMS Requirement. This change has been in effect since February 2024 and was originally sent in in an email blast on January 19, 2024, Raise NC Weekly Newsletter. I wanted to follow-up to make everyone aware. You would include yourself and any household members 16 years of age and older who live in the home. As stated in G.S. 110-90.2 & .2703(r) child care operators are to notify the Division of any new child care providers working who were hired or moved into the child care facility within five business days. During the visit Ms. Carson began working on completing the ABCMS portal. Ms. Carson checked her mail on her phone; she did not see email. Beginning in October, child care consultants will begin discussing the new rules in Section .3200; Standards for Two through Five Star Rated Licenses during licensing visits. Consultants will review the pathway options, identify facility needs, answer questions, and work with the facility operator to establish an individualized timeline for transition to a new rated license.
