Name of Operation: N & L Academy Facility ID: 04000237 Consultant: RASHEKA WHEELER Operation Type: Family CC Home Case Number: Visit Date: 7/1/2026 Number Present: 1 Completed Date: 7/1/2026 Age: From 4 To 4 Total Minutes: 90 Time In: 09:10 AM Time Out: 10:40 AM Time In: Time Out: List to Use: Family CC Home Type Of Visit: Temp Time Period Announced/Unannounced: Unannounced The purpose of my unannounced visit was to monitor for compliance with applicable childcare requirements for a second temporary time-period and discussed/reviewed Pathway #2 requirements towards achieving 5-Star rating. Michell Kocan, assigned Child Care Consultant, accompanied me on today’s visit. Currently this center operates with a Temporary License, issued on January 22, 2026, to July 22, 2026. The building capacity is 8 children on 1st shift and 8 children on 2nd shift. I used the Family Child Care Home Item Number Listing as a basic monitoring tool to assess compliance with all applicable childcare requirements pertinent to this facility. The following items were posted in the classrooms that were monitored: Daily schedules, activity plans, emergency numbers, emergency procedures, arrival/departure procedures, summary of law and menus. Indoor Learning Environment: Staff/child ratio was observed and in compliance. There were (1) preschool age children present and there are three (3) preschool age children enrolled on first shift. Upon arrival, the child was engaged to play in the den area with fine motor materials and dramatic play materials. The outdoor inspections and fire drill report forms were reviewed during today’s visit. The forms were current and up to date. The last fire drill was conducted on May 29, 2026. The last monthly playground inspection was completed on June 08, 2026. Transportation: You are approved to provide transportation. We discussed with the provider always leaving the fire extinguisher in the vehicle. Weapons: Your facility is in compliance with Child Care Requirements regarding firearms. The following violation were cited during today's visit. Violation Number Comment Rule 1853 The operator did not conduct a monthly fire drill. The provider did not conduct a fire drill for the month of June. .1719(a)(15) & .1721( e)(2) The provider's adult daughter moved into the home. We verified that she had a current criminal background letter on file during today's visit. Curriculum/Formative Assessment: You stated you already use Teach Strategies, LLC with NC Foundations. Teaching Strategies Gold for Formative Assessment. Ms. Chambers formative assessment training certificate was on file and available for review during today’s visit. Ms. Chambers submitted CQI for the Operator for me to review. We discussed that 1-6 on the CQI will have to be completed and required documentation should be kept on file for her assigned child care consultant unannounced monitoring visit. Family Engagement: Ms. Chambers selected three additional foundational Family & Community Engagement Foundational Practices. Communication Option: C-3-The Operator offers a family conference twice annually to discuss child needs and progress toward individual goals and to receive feedback from families about their child’s experiences at home and the family child care home. During each conference, families are offered an opportunity to set a goal (s) for their child. Conferences are conducted in a manner that is convenient for the family, such as by telephone, virtually, or in person. I discussed with Ms. Chambers documentation such as conference notes that indicate dates/time for each child; a telephone log documenting the conference held via telephone, should be kept on file and available for review. The provider has documented times and signatures from family for conferences held in April 2026. Engagement and Leadership Option: EL-2 The operator offers an enrollment orientation that includes an opportunity for families and child(ren) to visit the family child care home prior to the first day of enrollment. I verified documentation within the providers welcoming enrollment packet during the visit. The provider also provided signatures of new families interests in her FCCH during the orientation time frame. Educational Opportunity Option: EO-4 The operator communicates with families regarding at least one educational opportunity annually regarding social, emotional health, challenging behaviors, or culturally responsive practices. I verified resources (Partnership for children, educational pamphlets, and referral services) for social and emotional health, challenging behaviors, and culturally responsive practices. She also collaborates with Karen Gerald at Anson County Partnership for Children for EC practices. Education Requirement met: AAS or higher in ECE/CD received 12/12/2019 and 14 Years of early childhood work experience. For a 5 Star license, you can have no more than 4 children under the age of 24 months of children who are birth-5 years of age when meeting NCGS 110-91 (7) (b) (1). Pathways to the Stars packet will be submitted to my supervisor to determine if all requirements were met for a 5-Star Rating. Technical Assistance: The fire extinguisher was observed in the kitchen area and the provider stated that she was uncomfortable leaving the fire extinguisher in the car because of the heat index. We explained that we have observed many fire extinguishers in the licensed vehicles and they did not cause an issue. We worked with the provider on suggested ways to secure the fire extinguisher within the visit. Compliance History: Prior to today's visit, your program maintained 100% compliance. Please note that any violations cited today or during future visits will negatively impact your compliance history. North Carolina General Statute 110-90(4)(d) requires all child care facilities to maintain a compliance history of at least seventy-five percent (75%) for the past 18 months or during the length of time the facility has operated, whichever is less. Failure to do so may result in the issuance of a provisional license or other administrative action against the facility's license.
