A checklist was used to note childcare requirements monitored today, and a copy was left with you. The last annual compliance visit was conducted 1/22/26. This family childcare home currently operates with a three (3) star license issued 1/27/20. The owner/operator Robin Harris assisted me during today’s visit. Jamila Williams, additional caregiver was also present. Four preschool and three school-age children are enrolled. Care is provided for first shift. Three preschool children were present today. There were no new children enrolled. Children were observed playing in activity areas, playing outside, and routine care activities. The children use a designated separate room and bathroom as designated childcare spaces. The last fire inspection was completed 1/28/26. The provider does not administer medication. A full assessment of applicable childcare requirements was conducted today. The following violations were observed today: Violation Number Comment Rule 929 Developmentally appropriate activities for the ages of children in care, were not provided as planned on the written schedule and activity plan. The posted plan was incomplete and did not represent planning based on NC Foundations. G.S.110-91(12) & .1718(a)(6) 2019 Operator did not complete Recognizing and Responding to Suspicions of Child Maltreatment training within the required time frame. The training for J. Williams was due by 2/6/26. .1703(a)(5) You were provided an opportunity to ask questions regarding interpretation and implementation of all childcare requirements. Each violation cited was discussed with Ms. Harris. The violation(s) documented above must be corrected immediately. A signed and dated letter of compliance must be received on or before 7/8/26. The letter must include the following: *Facility Name and ID number *List of each violation number *How each violation was corrected All items must be included, or the corrective action letter will be returned for corrections. CONSULTATION: We reviewed the family and community engagement standards today. For three-stars, you are required to do the foundational practices with one additional option. We discussed how to document these practices by adding a family policy to your parent handbook on how you are incorporating the practices. Review your parent handbook to see how you may already be meeting these foundational practices. You will write down how you are meeting the practices for review prior to completing the rated license. Each pathway requires the completion of the facility CQI plan. This will be your professional development plan moving forward. I will be looking to see items 1-4 completed at the time we renew your rated license. Once you complete your rated license assessment, you will use that information as you complete this form. You and J. Williams will complete a form. You will document progress towards goals. If you complete your goals, you will begin a new form. You will always be working on goals. You began your self-study in May. I received the Request for Assessment and Application for Assessment today. I will submit your request for assessment to NCRLAP. They will contact you to schedule your window. Once the assessment is complete, you will use the report to complete the goals for the self-study and the action plan. Once I receive the scores, I will schedule a visit with you to review the scores and complete your rated license. J. Williams must complete the health and safety trainings by 11/6/26 and complete the training log. You must complete an additional six hours of ongoing training by 12/31/25. The Emergency Preparedness Plan must be updated annually. Any pages where updates occur must be reprinted and place with the plan. If J. William’s child is present in the home while she is an additional caregiver, she must have a complete children’s file and count towards the total enrollment. An annual fire inspection is required. The last inspection was completed on 4/11/24. .1721(f)(5) 1846 An individual over the age of 15, who resides in a family child care home or a center located in a residence on a permanent or temporary basis, or those who had their 16th birthday after the initial licensing of a family child care home; did not complete and submit required forms within five business days. The letter for N. Straughn was due by 6/10/25 and was received 7/17/25. G.S. 110-90.2 & .2703(q) You were provided an opportunity to ask questions regarding interpretation and implementation of all childcare requirements. Each violation cited was discussed with Ms. Harris. The violation(s) documented above must be corrected immediately. A signed and dated letter of compliance must be received on or before 2/5/26. I left copies of the information sheets for Pathway one and two. We also reviewed the DCDEE website for the QRIS Modernization page and the NCRLAP website for information on the FCCERS 3. A copy of the latest fire inspection was not left at the facility. Today you called the inspector for a copy. I must receive the inspection tomorrow. If it is not received or was delinquent, a violation may be added to this visit. I left a copy of the DCDEE activity plan. We reviewed the NC Foundations requirements today. A copy of the health and safety training log was left with you today. J. Williams must complete Recognizing and Responding to Suspicions of Child Maltreatment by 2/6/26. This can be found at www.preventchildabusenc.org. The Moodle account for R. Harris is showing as suspended. Email technical support at DCDEE_MOODLE_SUPPORT@dhhs.nc.gov. Detail the problem and someone will contact you. We discussed the use of screen time today. Children under three years of age are not allowed to use screen time. Children over three may have screen time up to thirty minutes per day. It must be for a developmental purpose and the child’s time recorded on a screen time log. If you plan to enroll infants, you must change the age range on your permit. You may contact me anytime to do this. We will also review the requirements for infants at that time. R. Harris and J. Williams must retake ITS/SIDS prior to caring for infants. The criminal background letter for R. Harris and V. Harris will expire 5/6/26. Plan to begin the renewal process at least 45 days prior to the expiration date. The CPR/FA for R. Harris will expire 1/31/2026 and the health questionnaire on 2/15/26. Upon arrival at the home, I was greeted by the provider, Robin Harris, who was present with four preschool children and two school age children. The children were observed participating in free play in the designated child care space. During the visit I monitored indoor and outdoor space. The provider uses the finished garage of the home as the playroom space. The space included a variety of age appropriate toys and materials. The provider’s license and required information was posted. The provider’s file, children’s files, outdoor inspection and fire drill report were reviewed. There are no new children enrolled since the last visit. The provider only provides transportation for emergencies. The provider has no pets. The provider stated there are no other residents in the home besides her son and husband, listed on the verification sheet. Your compliance history is 97% before this visit. A full assessment of child care requirements were monitored during today's visit. Two violations were observed. Upon my arrival I was greet by the provider, Robin Harris, and she assisted me during the visit. There were eight children present, 6 preschool age and 2 school age. The children were observed participating in free play in the designated play space. The provider was observed teaching the children sign language. The last annual compliance visit was conducted February 19, 2024. The family child care home currently operates with a Three Star License that was issued on January 27, 2020. During today’s visit, a partial assessment of applicable Child Care Requirements was conducted. Capacity, CPR/FA, Adequate and Approved Space, General Licensing Requirements, Storage of hazardous items, and Posting of the License were monitored. There are no new residents in the household. The fire drills and playground inspections were monitored. The following violations were observed during today’s visit. Violation Number Comment Rule 102 Number of preschool children exceeded five children, including the provider's own preschool children. The provider was caring for six (6) preschool age children. Technical Assistance During today’s visit, the provider had 6 preschool age children (0-5 years of age), I explained that she had 1 too many preschool age children. Your license allows 5 preschool age children and 3 school age children. The provider stated she would talk with parents to make some schedule changes. A follow up visit will be made to monitor capacity. I spoke with the provider about removing a cloth cover from the diaper changing pad to prevent the spread of germs, the provider removed it during today’s visit. I recommended just using the mat because it is easier to clean. She stated she would sanitize the pad after every use. Use one medication form per medication and be sure the brand name of the medication is on the form. The provider had a question about the activity plan, I reviewed the plan and it was developmentally appropriate. Rated License Information The Division of Child Development has announced their plan to resume the Star Rated License process. Facilities have been divided into 3 Cohorts. Each cohort will have a preparation year and an assessment year. You are in cohort two, your prep year began July 1, 2024 and will end June 30, 2025. Your assessment year will begin July 1, 2025 and will end June 30, 2026. The operator must provide documentation of self-study/self-assessment using the Family Child Care Rating Scale over a 3-month time period. Documentation such as an ERS book with score sheets, self-assessments and program adjustments shall be reviewed by the Division as part of the rated license assessment. More information regarding the three month self study will be shared in the up coming year. RESOURCES The Health and Safety Trainings are now being offered on the DCDEE Moodle format as well.
