Upon arrival, I was greeted by the Teachers, who remained present and cooperative throughout the visit. A walkthrough of the classrooms was completed, attendance was verified, and observations were conducted. Children were observed engaged in free play outside on their designated playground. The center is currently operating under a Five-Star License issued on April 30, 2018. The last Annual Compliance Visit was conducted on September 12, 2025. The most recent sanitation inspection was completed on March 19, 2026, with an “Superior” rating. During today’s visit: • There are no new staff, and four children’s records were reviewed • Fire drills and playground safety inspections were monitored • A full assessment of applicable childcare requirements was conducted The center’s compliance was previously at 95%. Based on today’s observations, the following violation was observed. Violation Number Comment Rule 125 Daily records of arrival and departure times for children at the center were not maintained as children arrive and depart and/or were not made available for review. Classroom 1 did not have a sign in/out sheet for today. 10A NCAC 09 .0302(d)(4) The above violation must be corrected immediately, and a letter must be sent to me no later than June 1, 2026 stating how each item was corrected and a plan to maintain compliance with the requirement. If I do not receive your letter by June 1, 2026 and/or if you do not address all violations, a return visit to your program will be made to monitor for compliance of violations and to obtain your compliance letter. Child care licensing rules and regulations are established to ensure a safe and healthy environment for children in care. The center currently has a 5-star license and has two NC PreK classrooms. We discussed the following: • The center meets enhanced ratios • The family and community engagement requirements • CQI plans for the facility and the staff (sent by email) The Environment Rating scales must be used to set goals. • The center uses Creative Curriculum as its curriculum and formative assessment. The program is waiting to have the Environment Rating Scales conducted. The program is closed during the summer, the completion of the rated license process will possibly be next school year (2026-2027) RESOURCES The Health and Safety Trainings are offered on the DCDEE Moodle format. Upon my arrival I was greeted by the Teachers, they assisted me during today’s visit. I completed a walk-through of the classroom spaces, enrollment and attendance were documented, and observations were made. The children were observed participating in free play outside and participating in free play in their classrooms. The last annual compliance visit was conducted October 3, 2024. The center is operating five star license that was issued April 30, 2018 . The license was earned with 7 points in program standards, 7 points in education and 1 quality point. Permit restrictions were in compliance. The last sanitation inspection was conducted May 15,2025 the center received a Superior rating. Fire drills and playground inspections were monitored. Staff files and five children’s files were monitored. NC Pre-K requirements were monitored. Your compliance history is 97%, this may change following today’s visit. During today’s visit, a full assessment of applicable Child Care Requirements was conducted. The following violations were observed during today’s visit. Violation Number Comment Rule 125 Daily records of arrival and departure times for children at the center were not maintained as children arrive and depart and/or were not made available for review. As of 10:00 am, no children had been signed in. 10A NCAC 09 .0302(d)(4) 840 All corrosive agents, pesticides, bleaches, detergents, cleansers, polishes, any product which is under pressure in an aerosol dispenser, and any substance which may be hazardous to a child if ingested, inhaled, or handled were not stored in a locked room or cabinet. The was an aerosol can of saline on a shelf over the sink. .2820(b) 1043 All staff records, except financial records, were not made available for review. The Teacher Assistant in space 1, did not have a file available for review. Starting later this year, providers will be able to choose from three star-rating pathways—Program Assessment, Classroom & Instructional Quality, or Accreditation—allowing you to align your strengths with the rating method that best fits your program. Now is the time to evaluate your current practices, staff credentials, curriculum use, and classroom interactions to determine which pathway is the best fit. Programs are encouraged to begin preparing for updates to staff qualification standards and assessment tools. While existing star ratings will remain valid for now, all new star ratings will be subject to the new system. Your program’s quality should reflect not just compliance—but a commitment to best practices, child development, and continuous improvement. Stay informed, stay proactive, and take advantage of technical assistance and training opportunities as they become available. Upon my arrival I was greeted by the Teachers, they assisted me during today’s visit. I completed a walk-through of the classrooms, attendance was documented, and observations were made. The children were observed participating in free play in their classrooms. One group of children were observed listening to a story. The last annual compliance visit was conducted October 13, 2023. The center is operating five star license that was issued April 30, 2018. The license was earned with 7 points in program standards, 7 points in education and 1 quality point. All permit restrictions were in compliance. The last sanitation inspection was conducted March 25, 2024 the center received a Superior rating. Fire drills and playground inspections were monitored. The program is operated by the Randolph County School System. Teachers files were monitored along with 10 children’s files. The program has a new Administrator/Principal, Jamie Horner. The program also has a Long Term Lead Teacher Sub in space 2, and a sub Assistant in space 1. Your compliance history is 99%, this may change following today’s visit. During today’s visit, a full assessment of applicable Child Care Requirements was conducted. The following violations were observed during today’s visit. Violation Number Comment Rule 802 Safe pick-up and delivery procedures were not communicated to parents and/or were not posted where they can be seen by the parents.The procedures were not posted. .1003(b) 812 Electrical outlets and power strips, not in use, which were located in space used by children did not have safety outlets or were not covered with safety plugs unless located behind furniture or equipment that cannot be moved by a child. The teacher assistants were present and assisted me during the visit. Children were observed participating in free play in their classrooms and outside. The last sanitation inspection was completed March 25, 2024 with a “Superior” classification. There are no new staff since the last annual compliance visit. During today’s visit, a partial assessment of applicable child care requirements was conducted. I observed the following violations. The violation(s) must be corrected immediately, and a letter must be sent to me no later than May 9, 2024 stating how each item was corrected and how you plan to maintain compliance with the requirement. Resources The Division of Child Development has announced their plan to resume the Star Rated License process. Facilities have been divided into 3 Cohorts. Each cohort will have a preparation year and an assessment year. Your facility is in Cohort 1. Your preparation year began July 1, 2023 and will end on June 30, 2024. Your assessment year begins July 1, 2024. The preparation year is an opportunity to focus on your Star Rated License and consider strategies to help maintain or increase your star rating. It could be helpful to consider areas where refresher information might be helpful. These ideas can then be incorporated into ongoing training and/or professional development plans as you prepare for your assessment year when the regular star rated license reassessment process is required. Some preparation year ideas to consider are: 1. Review your previous ECERS-R and ITERS-R assessments. 2. Look for assessment related resources at www.ncrlap.org 3. Seek out webinars and/or in-person trainings related to topics of interest. 4. Start a self-study process to become more familiar with the ERS or priority areas relevant to your program 5. Schedule staff meetings to discuss topics related to the Environment Rating Scales 6. Support and encourage staff during a self-study process. Connect them with resources at ncrlap.org 7.
