Evette Fairley, Administrator, assisted me with the visit. The center's compliance history was ninety-nine percent (99%) as of 2/24/2025 and was reviewed with Mrs. Fairley. The license was posted, and the restrictions were in compliance. The NC Secretary of State website was reviewed during the visit and Johnston-Lee-Harnett Community Action, Incorporated was listed as current-active. Rated license requirements were reviewed to ensure compliance was maintained with current program and education components as well as the quality point. The last fire inspection was conducted on 10/1/2024 the last sanitation inspection was conducted on 11/15/2024 and received a superior rating. A walk-through of the facility was completed today, and all indoor and outdoor areas were monitored. I observed children in both the indoor and outdoor learning environments and found supervision and staff/child ratios to be in compliance. Children throughout the facility were participating in group time, free play in activity areas, outdoor play, transitions and personal care routines. The caregivers were interacting and meeting the developmental needs for each of the children. No new staff have been employed since my last visit. Rated license requirements were reviewed to ensure compliance was maintained with current program and education components as well as the quality point. Lunch consisted of barbecue meatballs, spinach, cooked apples, rolls and milk. The following violations were documented during today’s visit: Violation Number Comment Rule 415 A current schedule was not posted for each group of children for reference. The activity plan posted in the space used by the preschoolers was dated 2/10-2/21. GS 110-91(12);.0508(a) 807 A safe indoor and outdoor environment was not provided for the children. An unraveled water hose was located on playground #4 by the outside by the door that leads to and from the building. 10A NCAC 09 .0601(a) A compliance letter is not required at this time. Child Care programs are expected to achieve and maintain compliance at all times and are required by NC GS 110-90(4) (d) to achieve and maintain an eighteen-month compliance history score of at least seventy-five percent. Any violation(s) documented may impact the compliance history score. Technical assistance was offered on using prompts during transitions in between free play and outdoor time. Consider giving verbal prompts at least five minutes before each transition begins in order to prepare the children for the upcoming change in the routine. Say things like “in five minutes we are going” or “you have five more minutes until the timer goes off for us to clean up”. Also try turning off the lights or clapping your hands in a pattern or rhythm to get the children’s attention to alert them of the change. Technical assistance was offered having other personnel present at the facility to go and out and check the playground and around the building for potential hazards prior to the children going outside for the day. Remind staff to put hoses and other materials or items that may be potential hazards away once they are done using them. The facility operated with a Four-Star License, issued April 6, 2017, earning five (5) points in the education component, five (5) points in the program component and one quality point for complying with the education option. License restrictions include daytime care only, Per EHS maximum 123 persons present at one time, meets enhanced space, meets enhanced ratios and children under 2 ½ years in classrooms with direct exits only. Evette Fairley, director, assisted me with the visit. The program compliance history was ninety-seven (97) percent as of 8/28/2023. Due to technical issues I was not able to review the NC Secretary of State website. I visited each indoor and outdoor space. Children enrolled were observed in free play in the centers, outdoor play and participating in teacher directed activities. Although the facility is licensed for transportation, it is not currently being offered. The following violation was observed during the visit: Violation Number Comment Rule 807 A safe indoor and outdoor environment was not provided for the children. The barrier surrounding the bike trail is broken with sharp edges. 10A NCAC 09 .0601(a) Child Care programs are expected to achieve and maintain compliance at all times and are required by NC GS 110-90(4) (d) to achieve and maintain an eighteen-month compliance history score of at least seventy-five percent. Any violation(s) documented may impact the compliance history score. The violation(s) documented must be corrected immediately on or before September 13, 2023 (due to the Labor Day Holiday), I must receive a written, dated, and signed compliance letter that describes accurately and in detail, how and when the violations were corrected. Please be aware any information submitted by you is legal documentation. If it is determined the information provided in the letter is not true, this may be considered falsification of information. If sufficient information is not received by the due date, a follow-up visit will be conducted. On the NCRLAP website, there are training videos, sample questions and clarifying information regarding the assessments you may find helpful. Your facility is in Cohort 1 of the rated license process. Your prep year will begin 7/1/2023-6/30/2024.
