Laura McIntyre, FCCH provider assisted me with today’s visit. Your program currently operates with a four-star license, issued December 8, 2022, earning 7 points in the education component, 2 points in the program standards component (completed 3- month self-study) and 1 quality point for obtaining an infant/ toddler certificate. Your last annual compliance visit was conducted on July 16, 2025. Your fire inspection remains current, is dated September 4, 2025, and was approved for daytime and nighttime care. The center's compliance history was reviewed with the operator. The program’s compliance history was 99% as of today. License restrictions were maintained and found in compliance. I observed children in their indoor learning environments and found supervision and staff/child ratios to be in compliance. Children throughout the FCCH were playing in centers, participating in transitions, teacher directed activities, and personal care routines. You interacted and met the developmental needs of each child. You interacted with the children on their level. Lunch consisted of chicken, rice, sweet peas, apple sauce and milk. The following violation was documented and corrected during the visit: Violation Number Comment Rule 910 Copy of each child's health assessment, including the operator's own preschool child(ren), was not on file within 30 days of enrollment. One child was enrolled 9/2/25. The child's health assessment is dated 10/14/26. The provider stated that all health assessments are required to be on file within 30 days of enrollment. Starting today, if a child's health assessment is not on file within 30 days the child will not be able to return until it is. Personalized suggestions for your program were given, questions answered and hard copies of the below forms were made available for you to take home. • Application For Assessment for a Rated License for a FCCH- You stated that you will submit your application by the beginning of July. • Family and Community Engagement Standards Family Child Care Homes- TBD • Family Child Care Home (FCCH) Operator Continuous Quality Improvement (CQI) Plan and Professional Development (PD) Plan • Approved Curriculum- TBD- Formative Assessment- TBD • Pathway 2 – Classroom & Instructional Quality - You have an AAS/EC and 21 years of experience in Early Childhood – make sure to send me a copy of your WORKS status letter. - You have chosen annual completion of five on-going training hours, in addition to applicable requirements in Rule .1703(f) of this Chapter and Rule .3217 of this Section. You are currently operating with a 4-Star license and stated that you wish to remain a 4-star. Pending a full review and your responses, you may qualify for a 4-star license. Technical Assistance was given on the Following: I highly suggest the center strengthen its portfolio by organizing documentation around practices it already implements consistently, such as annual or biannual family outreach events, resource distribution efforts, and ongoing professional development planning for staff. These existing strengths should be compiled into clearly labeled sections within the binder to demonstrate intentional family engagement, staff growth, and continuous quality improvement. Recommended sections include: (1) Family Outreach and Engagement, containing flyers, sign in sheets, photos, and summaries of outreach events; ( 2) Family Resource Supports, including samples of materials shared with families and documentation of partnerships; (3) Professional Development Plans, with individual staff plans, certificates, and reflections; and (4) Continuous Improvement, highlighting areas the center has already identified for growth and the steps taken to address them. The following violation was documented during the visit: Violation Number Comment Rule 1847 A child care operator did not notify the Division of any new child care providers, as defined in G.S. 110-90.2(a)(2), who were hired or moved into the child care facility within five business days. Documentation was not on file and could not be located online. G.S. 110-90.2 & .2703(r) Child care programs are expected to achieve and maintain compliance at all times and are required by NC GS 110-90(4) (d) to achieve and maintain an eighteen-month compliance history score of at least seventy-five percent. Any violations documented may impact the compliance history score. The violations documented must be corrected immediately. On or before 7/30/25, I must receive a written, dated, and signed compliance letter that describes accurately and in detail how and when the violations were corrected. Please be aware any information submitted by you is considered legal documentation. If it is determined the information provided in the letter is not true, this may be considered falsification of information.
