Latonia Marshall, administrator assisted me with the visit. Your program currently operates with a four – star license effective June 9, 2022, earning (7) points in the education component, (2) points in the program standards component (enhanced ratios) and 1 quality point by (staff benefits package and infrastructure of parent involvement). Your program was also monitored for compliance with implementing an approved curriculum as required for all four- and five-star licensed facilities where four-year-old children are enrolled. Your last annual compliance visit was December 3, 2024. The center's compliance history was reviewed with the operator. The program’s compliance history was 95 percent as of 10/20/25. The NC Secretary of State website was reviewed on 10/20/25, and EARLY BEGINNINGS CHILD CARE, INC. was listed as current- active. The license was posted, and the restrictions were in compliance. A walk-through of the facility was completed today, all indoor and outdoor learning environments were monitored. I observed children in their indoor learning environments and found supervision and staff/child ratios to be in compliance. Toddlers were engaged in free play activities on the carpet. Infant sleep checks were monitored, recorded, and maintained as required. Children throughout the center were engaged in free play and teacher directed activities. The caregivers were interacting and meeting the developmental needs for each of the children. Rated license requirements were discussed to ensure continued compliance. Your fire inspection remains current and is dated 11/5/24. Your last sanitation inspection is dated 9/11/25 with a superior rating. Snack consisted of peanut butter crackers and orange slices. The following violations were documented: Violation Number Comment Rule 544 Screen time was offered to children under three years of age. In space #1, screen time was offered to (3) infants and (6) one-year-old children. This was corrected by removing the screen from the children. .0510(f) 1124 Emergency and identifying information, including the child's name, photograph, emergency contact information and/or a copy of the emergency medical care information form was not in the vehicle for each child being transported. Rated license requirements were reviewed to ensure compliance was maintained with current program and education components as well as the quality point. The last sanitation inspection is dated 3/11/24. The last fire inspection is dated 11/8/23. Lunch consisted of pork chops, mashed potatoes, fruit cocktail, sweet peas, and milk. A follow-up visit shall be conducted due to the nature of the violation cited during today’s visit. The following violation of childcare requirements cited: Violation Number Comment Rule 301 Minimum staff/child ratios and group sizes for the number and ages of children in care were not met. In space #2, 1 teacher cared for (1) two-year-old and (9) three-year-old children. In space #4, 1 teacher cared for (5) four-year-old children, (4) five-year old children, and (7) school age children. This was corrected by removing a three-year-old from space #2 and placing them in space #4. An extra teacher was also added to space #4. GS 110-91(7);.0713(a-d) Child care programs are expected to achieve and maintain compliance at all times and are required by NC GS 110-90(4) (d) to achieve and maintain an eighteen-month compliance history score of at least seventy-five percent. NC PRE- K UPDATES 1. NC Pre-K classroom ratio has changed to 1:10 2. Make sure you change the posted Staff/Child Ratio sheet posted in each NC Pre- K classroom. 3. If you want to increase your capacity in the NC Pre-K classroom to 20, your room space capacity must be able to accommodate the increase. 4. If you wish to increase your room capacity, you will need to make sure your floor plan can accommodate 20 children at the required space requirements of 25 square feet per child or 30 square feet per child if meeting enhanced space. A follow-up visit shall be conducted due to the nature of the violation cited during today’s visit. The following violation of childcare requirements cited: Violation Number Comment Rule 301 Minimum staff/child ratios and group sizes for the number and ages of children in care were not met. In space #2, 1 teacher cared for (1) two-year-old and (9) three-year-old children. In space #4, 1 teacher cared for (5) four-year-old children, (4) five-year old children, and (7) school age children. This was corrected by removing a three-year-old from space #2 and placing them in space #4. An extra teacher was also added to space #4. GS 110-91(7);.0713(a-d) Child care programs are expected to achieve and maintain compliance at all times and are required by NC GS 110-90(4) (d) to achieve and maintain an eighteen-month compliance history score of at least seventy-five percent. Any violations documented may impact the compliance history score. The violations documented must be corrected immediately. On or before 8/28/24, I must receive a written, dated, and signed compliance letter that describes accurately and in detail, how and when the violations were corrected. Please be aware any information submitted by you is considered legal documentation. If it is determined the information provided in the letter is not true, this may be considered falsification of information. If sufficient information is not received by the due date, a follow-up visit may be completed. The teachers ask questions and maintained the children’s attention. Infants were cared for in a nurturing and caring manner. Technical assistance was given: Today we discussed regulations regarding room requirements and staff/child ratios extensively. • Keep in mind when combining age groups, the ratio for the youngest child must be maintained for the entire group. • Children of all ages can be cared for together during the first and last operating hour of the day, provided the ratio for the youngest child is maintained. NC PRE- K UPDATES 1. NC Pre-K classroom ratio has changed to 1:10 2. Make sure you change the posted Staff/Child Ratio sheet posted in each NC Pre- K classroom. 3. If you want to increase your capacity in the NC Pre-K classroom to 20, your room space capacity must be able to accommodate the increase. 4. If you wish to increase your room capacity, you will need to make sure your floor plan can accommodate 20 children at the required space requirements of 25 square feet per child or 30 square feet per child if meeting enhanced space.
