Kayla Ward and Richard Ward, director assisted me with the visit. Your program currently operates with a three-star license, issued June 14, 2023, earning 4 points in education, 2 points in program (meeting enhanced space) and 1 quality point by using a curriculum as defined in Rule .0102 (10). Restrictions include: First and second shift only. The sanitation inspection was completed May 1, 2025, with a “Superior” classification. The last fire inspection was conducted on December 1, 2025, and your facility was approved for daytime care only. The center's compliance history was reviewed with the operator. The program’s compliance history was 88% as of today. The NC Secretary of State website was reviewed on December 10, 2025, and K & L Ministries, Inc was listed as current- active. I visited each indoor and outdoor space. The children were observed during teacher directed activities, and playing in centers. Infants were cared for in a nurturing caring manner. Each child’s needs were met. Safe sleep charts were monitored. You stated that currently you are not transporting children or administering medication. Lunch consisted of chicken, rice, sweet peas, peaches, and milk. The following violations were documented during today’s visit: Violation Number Comment Rule 544 Screen time was offered to children under three years of age. In space #3a, screen time was offered to (2) infants and (4) toddlers. This was corrected by turning the screen around so that the children could not view it. .0510(f) 840 All corrosive agents, pesticides, bleaches, detergents, cleansers, polishes, any product which is under pressure in an aerosol dispenser, and any substance which may be hazardous to a child if ingested, inhaled, or handled were not stored in a locked room or cabinet. In space #3a, a can of disinfectant spray was located in an unlocked cabinet by the entrance of the room. This was corrected by removing the can and storing it in a locked cabinet. .2820(b) 858 Plastic bags, materials that could be torn apart and toy parts small enough to be swallowed were accessible to children under three years of age. In space #3a, plastic bags containing diapers were located on low shelves in an unlocked cabinet. In space #3b, plastic bags containing diapers were located in an unlocked cabinet under the sink. This was corrected by removing all the plastic bags and storing them at least 5 ft. above the floor. .0604(q) 1045 New staff, who had contact with children, did not receive at least 16 hrs. orientation within first 6 weeks. One staff member hired 9/24/25, was short 10 hrs. .1101(a) 1048 All staff did not successfully complete certification in First Aid appropriate to the age of children in care. Verification of staff completion of First Aid training from an approved training organization was not in the staff file. Documentation was not on file for one staff member hired 9/29/25. .1102(c) 1049 All staff did not successfully complete certification in CPR training appropriate to the age of the children in care. Verification of staff completion of the CPR course from an approved training organization was not in the staff file. Documentation was not on file for one staff member hired 9/29/25. .1102(d) 1805 A child care operator did not notify the Division of any new child care providers, as defined in G.S. 110-90.2(a)(2), who were hired or moved into the child care facility within five business days. One staff member hired 9/10/25, had not been added to the system. This was corrected by adding the staff member to the ABCMS portal. G.S. 110-90.2 & .2703(r) Child care programs are expected to achieve and maintain compliance at all times and are required by NC GS 110-90(4) (d) to achieve and maintain an eighteen-month compliance history score of at least seventy-five percent. Any violations documented may impact the compliance history score. The violations documented must be corrected immediately. Due to the holidays, on or before December 31, 2025, I must receive a written, dated, and signed compliance letter that describes accurately and in detail, how and when the violation was corrected. The ITTI Care Project’s Every Relationship Matters training is a perfect resource to strengthen the support systems you rely on during this busy season. We now offer a free 1.5-hour online training via DCDEE Moodle. - Focuses on building resilient relationships with co-workers, staff, families, and community partners. - Helps adults cope with stress by making adult-to-adult connections a priority. - Reinforces the idea that strong professional relationships create calmer, more nurturing environments for children — especially important during the holidays. Encourage staff to complete this training now, so they enter the holiday season with stronger connections and strategies to lean on. After she opened the door, she walked through the foyer and back to her room. Shortly after my arrival, I was joined by Kayla Ward, director. Kayla Ward assisted me with today's visit. Your program currently operates with a three-star license issued 6/14/23. The center’s compliance history was reviewed with the operator. The program’s compliance history was ninety four percent as of today. The license was posted, and the restrictions were in compliance. The NC Secretary of State website was reviewed today and K & L MINISTRIES, INC was listed as current- active. A walk-through of the facility was completed today. All indoor and outdoor areas were monitored for compliance. I observed children getting up from rest time, safe sleep checks, toileting, diaper changes, hand washing and eating snack. The children were cared for in a nurturing and caring manner. Snack consisted of string cheeses, cheese crackers and grape juice. I suggest that a wind down time can be achieved after outside play by allowing the children to come in and read a book or write/draw stories on their own. When school age children express their desire to rest, you can bring out a mat or cot on an individual basis. Quiet games between two or three players may work as well.
