Upon arrival I was greeted by Ms. E. Dalrymple assistant who stated Ms. P. Humphrey -Administrator/Owner was on her way to the facility. Ms. Dalrymple accompanied me on the walk through the facility and assisted with today’s visit. Prior to the visit I viewed your corporation status on the Secretary of State website as currently active. The group size, supervision, ratio, capacity and approved space were in compliance. The restrictions, license and emergency care plan were posted. First Aid/CPR, storage of hazardous materials and the NC Child Care Summary of the Law were posted. I monitored the program requirements, furnishings, equipment and medications. The outdoor area was not monitored during the visit due to inclement weather. The children were observed playing in activity areas inside their classrooms since it was raining lightly outside. The theme in the lesson plans was on containers, balls, end of summer and getting ready for school. The lunch menu for today consisted of hamburger patty with gravy, wheat bread, lima beans, pineapple, and milk. This program currently operates with a four-star license issued October 2, 2019. Please be reminded to have all staff’s education sent to WORKS to be evaluated. Your last fire drill was completed 7/30/25 and your last monthly outdoor playground inspection was dated 8/4/25. Your last EPR drill was a lockdown drill completed 6/5/25. I reminded you that an EPR drill must be completed every three months. Please keep all documentation on file for review. The following violations were documented and corrected during today’s visit. Violation Number Comment Rule 428 A current activity plan was not posted for each group of children for reference. A current activity plan was not posted in space 6 at the time of the visit. GS 110-91(12); .0508(a) 533 Human milk, formula and other bottled beverages including sippy cups, sent from child's home were not fully prepared, dated, and labeled for the appropriate child. Four bottles for one infant were labeled but were not dated. 15A NCAC 18A .2804(d) Childcare licensing requirements are established to ensure a safe and healthy childcare environment. Therefore, it is important for you to be knowledgeable of all of the licensing requirements that apply to your type of program. It is your responsibility to maintain compliance with all of the applicable laws and rules at all times. The best way for you to make sure that you are meeting all requirements is to periodically review the childcare law and rules. Technical assistance regarding the following items were reviewed with you today. I reminded you that the health and safety training courses have been relocated from Pro-Solutions to Moodle on the DCDEE website and they are free of charge. I discussed various other training resources, including those online and in-person. Remember continuing professional development training provides you and your staff with the knowledge and skills needed to provide a quality child care program. Please be reminded that the health and safety training courses are required to be completed every five years. CBC Provider Portal Technical Assistance & Notification to the Division of New Hires or Residents Technical Assistance Guidance As stated in G.S. 110-90.2 & .2703(r) child care operators are to notify the Division of any new child care providers working who were hired or moved into the child care facility within five business days. The process of notifying the Division has changed and is now captured in ABCMS. This change has been in effect since February 2024. Effective immediately, you will need to obtain a Business NCID and complete Provider Portal training in Moodle at https://www.dcdee.moodle.nc.gov/course/view.php?id=119. No action is needed on your part if you have completed the reference training and are currently using the ABCMS Provider Portal to update information regarding new hires or residents. Additional information and resources for Pathways to the Stars regarding the proposed QRIS rules are available at https://ncchildcare.ncdhhs.gov/Provider/Licensing/Star-Rated-License/QRIS-Modernization . During the visit you stated you were going to view the webinar on Wednesday August 20th at 1:00pm on QRIS. At the time of today's visit, our area has been experiencing extreme heat with temperatures in excess of 100 degrees. We discussed several concerns presented by these high temperatures and ways to address them: Outdoor time must be limited to no more than fifteen minutes and must occur in the early hours of the day. Please refer to your weather watch chart for further instructions for your youngest children in care, as well as those with special health concerns that may be made worse when exposed to high temperatures. While outside, please pay special attention to all children and staff members to watch for signs of heat exhaustion including heavy sweating, pale or clammy skin, headaches, dizziness, weakness, vomiting and/or a fast, weak pulse. Heat strokes are considered a medical emergency and require immediate medical attention. Symptoms of heat stroke include a dangerously high body temperature (104 or higher), hot and dry skin, confusion, rapid pulse and potential loss of consciousness. If you suspect a child or staff member is experiencing either of these conditions, please seek medical attention. Drinking water must be freely available to all children and should be provided during outdoor play, as well as immediately upon re-entry into the facility following outdoor play. Your building must remain at 85 degrees or less based on Environmental Health requirements. Please refer to your Safe Sleep Policy regarding the temperature requirement for classrooms where infants are present.
