A. Swain, Lead Teacher assisted me with today’s visit. Your program currently operates with a five-star license, issued January 15, 2019, earning 7 points in the education component, 7 points in the program standards component (meeting reduced ratios minus 1 and enhanced space) and 1 quality point for offering a staff benefits package and infrastructure of parent involvement. Your program was also monitored for compliance with implementing an approved curriculum (Creative Curriculum) as required for all four- and five-star licensed facilities where four-year-old children are enrolled. The last annual compliance visit was conducted on January 8, 2025. The sanitation inspection was completed October 30, 2025, with a “Superior” classification. The last fire inspection was conducted March31, 2025 and your facility was approved for daytime care only. I visited the indoor and outdoor spaces used by children. Children were transitioning from the cafeteria upon arrival. When children entered the classroom, they complete hand washing, circle time, interacted with teachers, and engaged in free choice play in various activity areas. Proper hand washing techniques procedures were observed. The NC Pre-K requirements in section .3000 of the child care rules were monitored for compliance. The NC Pre-K Program Site Monitoring Tool was not available for review today. Staff-child ratios and maximum group sizes required in Child Care Rule 10A NCAC 09 .3009 were verified in compliance The current NC Pre-K staff are lead teacher, April Swain and teacher, Ethel Stephenson. A selection of files was monitored for complete health assessments and developmental screenings. Brigance screenings were observed completed in the children’s files reviewed. The center uses the Teaching Strategies Gold instrument to document evidence of children's ongoing progress. Checkpoint assessments are conducted three times per year: at the beginning, middle and end of the school year. The first day of school was 8-25-25. The classroom operates from 8:00 am to 3:00 pm. Parent conferences are held three times per year on a quarterly basis. You stated that you use the Class DoJo app and telephone calls to communicate with parents. The last environment rating scale score was 5.64. You explained you were certain the criminal background check has been completed; however, a copy of the letter has not been provided. During the visit, I verified the administrator has a qualification expiration date of 10/18/2028. I suggested asking the administrator to print a copy of the qualification letter to provide for verification during monitoring visits. A. Swain, Lead Teacher assisted me with today’s visit. Your program currently operates with a five-star license, issued January 15, 2019, earning 7 points in the education component, 7 points in the program standards component (meeting reduced ratios minus 1 and enhanced space) and 1 quality point for offering a staff benefits package and infrastructure of parent involvement. Your program was also monitored for compliance with implementing an approved curriculum (Creative Curriculum) as required for all four- and five-star licensed facilities where four-year-old children are enrolled. The last annual compliance visit was conducted on January 8, 2025. The sanitation inspection was completed October 30, 2025, with a “Superior” classification. The last fire inspection was conducted March31, 2025 and your facility was approved for daytime care only. I visited the indoor and outdoor spaces used by children. Children were transitioning from the cafeteria upon arrival. When children entered the classroom, they complete hand washing, circle time, interacted with teachers, and engaged in free choice play in various activity areas. Proper hand washing techniques procedures were observed. The NC Pre-K requirements in section .3000 of the child care rules were monitored for compliance. The NC Pre-K Program Site Monitoring Tool was not available for review today. Staff-child ratios and maximum group sizes required in Child Care Rule 10A NCAC 09 .3009 were verified in compliance The current NC Pre-K staff are lead teacher, April Swain and teacher, Ethel Stephenson. A selection of files was monitored for complete health assessments and developmental screenings. Brigance screenings were observed completed in the children’s files reviewed. The center uses the Teaching Strategies Gold instrument to document evidence of children's ongoing progress. Checkpoint assessments are conducted three times per year: at the beginning, middle and end of the school year. The first day of school was 8-25-25. The classroom operates from 8:00 am to 3:00 pm. Parent conferences are held three times per year on a quarterly basis. You stated that you use the Class DoJo app and telephone calls to communicate with parents. The last environment rating scale score was 5.64. Knowing exactly when a child is in care ensures they are accounted for during emergencies, drills, transitions and daily supervision. Finally it also confirms how the child was picked up and dropped off to your program. CRIMINAL BACKGROUND CHECK QUALIFICTAION LETTER: A valid qualification letter was not on file for the administrator, N. Stephenson. You explained you were certain the criminal background check has been completed; however, a copy of the letter has not been provided. During the visit, I verified the administrator has a qualification expiration date of 10/18/2028. I suggested asking the administrator to print a copy of the qualification letter to provide for verification during monitoring visits. I reminded you that a valid qualification letter must be on file and available for review at the facility. QRIS CONVERSATION: A meeting will be held with the NC Pre-K Coordinator to discuss the QRIS and pathway selection for your program. The conservation template will be completed during that time. All licensed child care centers must register to receive e-mail notification when a registered sex offender moves within a one-mile radius of the center. The new QRIS has been approved by the Child Care Commission. The Division is working on implementation and trainings for the new system. North Carolina Rated License Assessment Project - NCRLAP’s mission is to promote the quality of child care by consistently and reliably assessing environments for the North Carolina Star Rated License. They collaborate with professionals in the early childhood education field to foster the development and learning of young children. Their website, ncrlap.org, offers resources, trainings, videos, worksheets, and help to get ready for the new ITERS-3, ECERS-3, and FCCRS-3 assessment tools that will be used in the new QRIS system. The caregivers were interacting and meeting the developmental needs for each of the children. There continues to be a fenced playground behind the building. Children had access to swings, slides, bikes, and sand play. Lunch was observed and consisted of cheese and meat pizza, butter beans, corn, spiced apples, and milk. This must be completed immediately to ensure your information is current and accurate. NCID Password Change – In the Raise NC email blast sent out on 2/21/25, announced changes to the password rules. As part of ongoing efforts to protect state systems and data, the N.C. Department of Information Technology will be changing the minimum length of NCID passwords from 8 to 14 characters. The change will apply to all providers. NCID passwords must be updated on a regular basis to keep them active. The next time you update your current password; you will be required to create a new one that must: • Be a minimum of 14 characters. • Consist of at least one numeric character, at least one uppercase letter, at least one lowercase letter, and at least one special character such as #, &, * etc. • Passwords shall not contain number or character substitutes to create dictionary words (e.g., d33psl33p for deepsleep). Strong, unique passwords, along with practicing mindful cybersecurity practices, are key components to the Division protecting your devices and personal information Required Water, Lead Paint, and Asbestos Testing - New child care rules require child care facilities to test for lead in drinking water, lead paint, and asbestos. Testing is required by 5/31/25. Check out the FAQ in the updated Clean Classrooms for Carolina Kids. Currently there is funding to pay for the testing and to mitigate lead paint or asbestos hazards. Depending on the age of your home or building and the information you provide in the enrollment process, testing for lead paint and asbestos may not be required. Hazardous Products - There are over two million human poison exposures reported to poison centers every year. Children under six years of age account for over half of those potential poisonings. Medications, aerosol spray cans, and any product that includes more than one warning must be in locked storage. In space 1, a provider’s purse was sitting on a chair at the desk. Per the provider’s statements, the purse contained medications and lotions. In space 2, a provider’s purse was located in a desk drawer and per the provider’s statements it contained Tylenol. In space 2, the cabinet by the back door was not locked and contained Ocean Breeze Air Freshener, Lysol wipes, Clorox wipes, Betco Disinfectant Deodorant, and Goo Gone cleaner. These items are required to be kept in locked storage. Locked storage rooms and cabinets include those which are unlocked with a combination, electronic or magnetic device, key, or equivalent locking device. These unlocking devices must be kept out of the reach of a child and must not be stored in the lock. The providers locked their purses and the cabinet during the visit. Additional Information: Change of Administrator – The two (2) administrators listed for your facility are no longer employed in this position. The current principal is listed on your Staff and Training Worksheet as the current administrator. You must submit a Preservice for Administrator form to update the information. The principal must also upload her information into WORKS to verify that she is a Level III administrator per NC Pre-K requirements. This must be completed immediately to ensure your information is current and accurate. NCID Password Change – In the Raise NC email blast sent out on 2/21/25, announced changes to the password rules. As part of ongoing efforts to protect state systems and data, the N.C. Department of Information Technology will be changing the minimum length of NCID passwords from 8 to 14 characters. The change will apply to all providers. NCID passwords must be updated on a regular basis to keep them active. The next time you update your current password; you will be required to create a new one that must: • Be a minimum of 14 characters. • Consist of at least one numeric character, at least one uppercase letter, at least one lowercase letter, and at least one special character such as #, &, * etc. • Passwords shall not contain number or character substitutes to create dictionary words (e.g., d33psl33p for deepsleep). Strong, unique passwords, along with practicing mindful cybersecurity practices, are key components to the Division protecting your devices and personal information Required Water, Lead Paint, and Asbestos Testing - New child care rules require child care facilities to test for lead in drinking water, lead paint, and asbestos. Testing is required by 5/31/25. Check out the FAQ in the updated Clean Classrooms for Carolina Kids. Currently there is funding to pay for the testing and to mitigate lead paint or asbestos hazards. Depending on the age of your home or building and the information you provide in the enrollment process, testing for lead paint and asbestos may not be required.
