Restrictions include daytime care, meets enhanced space and enhanced ratios minus one. The license was observed, and the restrictions were found in compliance. Fifteen(15) children, ages 3 to 5 were present today. There was a substitute present today that was current on CBC and CPR/First Aid. A file was available for review. The NC Secretary of State website was reviewed on 4/7/2026 and Yadkin Valley Economic Development District, Inc. was listed as current and active. The program’s compliance history was 96% prior to today’s visit. All programs are required to maintain at least 75% compliance. A walk-through of the facility was completed today. Indoor and outdoor areas were observed. Staff/child ratio and space capacity were monitored as indicated on the attached worksheet. Supervision was adequate during the visit. I observed positive staff/child interactions today. I observed children eating breakfast, engaged in an art activity, group time, and routine care. I observed materials and activities that were available to the children in the classrooms. The last annual compliance visit was conducted on 10/17/2025. A sanitation inspection was completed 10/3/2025 with a Superior classification. The last fire inspection was conducted 1/12/2026. Program records and required postings were monitored. A fire drill was conducted on 3/16/2026. A lockdown drill was documented on 2/16/2026. An outdoor inspection was documented on 3/16/2026. Staff files and children’s records were monitored per DCDEE procedures. Nutrition requirements were monitored per DCDEE procedures. Storage of hazardous items was monitored today. I observed fours emergency medications. The program does not provide transportation. The following violations were cited during the visit today. Violation Number Comment Rule 707 Equipment and furnishings not meeting the requirements outlined in child care .0601(b) and (c) were not removed or made inaccessible. There were thirteen(13) pieces of chalk and twenty-one(21) crayons that needed to be replaced. .0601(d) 721 All equipment and furnishings were not in good repair. Some of the bottom horizontal poles on the fence were showing signs of rust including five poles on the back, two poles on the right side, and three poles on the left side. G.S. 110-91(6); .0601(b) 1898 Staff did not complete the health and safety training within one year of employment. I observed one emergency medication. The program does not provide transportation. The NC Pre-K requirements in section .3000 of the childcare rules were monitored for compliance. There are currently four(4) children that are NC Pre-K. Staff-child ratios and maximum group sizes required in Child Care Rule 10A NCAC 09 .3009 were verified in compliance. The current NC Pre-K staff are lead teacher, Whitney Ravit-Mendez and teacher, Haleigh Simpson. A selection of files was monitored for completed health assessments and developmental screenings. Your program was also monitored for compliance with implementing an approved curriculum as required for all four- and five-star licensed facilities where four-year-old children are enrolled. Your facility uses the Creative Curriculum. The center uses the Teaching Strategies Gold instrument to document evidence of children's ongoing progress and documentation was viewed today. The checkpoint assessments are conducted three times per year: at the beginning, middle and end of the school year. The first day of school was 8/21/2025 The classroom operates from 8 a.m. to 2:30p.m. Parent conferences are held two times per year. You stated that you use Ready Rosie to communicate with parents. In addition, a _weekly report is sent home to the parents which includes any information about the child’s day and any reminders. You verified that you incorporate family engagement by inviting parents to come in and participate with activities in the classroom. A beautification week is scheduled for next week and families are encouraged to help at the center. The following violations were cited at today’s visit. Informed by national research, trends and outcomes, and input from more than 1,800 NC early childhood education professionals, Pathways to the Stars incorporates recommendations for change, such as: • Offering a choice of three pathways to demonstrate quality and earn a 2-5 Star Rated License. • Updating education standards for early childhood educators to expand options; and • Adding standards for both educators and facilities that support continuous quality improvement and family/community engagement and leadership best practices. A new Pathways to the Stars Rules Roll Out module is now available in the DCDEE Moodle digital learning platform.
